Chennai Corporation survey shows a rise in number of homeless persons
The number of homeless persons in the city has crossed 13,000, with the Central Business District of George Town in Royapuram Zone of the Chennai Corporation accounting for the most number of homeless people.
The Chennai Corporation conducted a survey of the homeless in January, and found an increase in the number of persons without decent housing, when compared to the previous surveys that reported around 11,000 homeless individuals in the city.
This has been attributed to an increasing number of people migrating from other districts and States in search of economic opportunities over the past few years.
The Greater Chennai Corporation (GCC) found that the number of homeless individuals, which was 9623 by mid-February, had crossed 13,000 by the end of the survey in May.
Ward 57 Councillor Rajesh Jain said: 'People from States such as Andhra Pradesh and Bihar have come to my ward in Royapuram zone in search of jobs, and some of them have been homeless. The number of homeless women is higher than that of men in several parts of my ward. Many people have come to Chennai in search of jobs from other districts also.'
Pointing to the rise in the number of homeless persons on stretches such as Wall Tax Road and Prakasam Salai, Mr. Jain said they had started demanding housing facilities. 'We do not know the actual reason for the rise in the number of persons migrating to the city from other States. We have to verify whether it is due to failed agriculture in their native villages. We have taken measures to help them. Around 10% of the homeless children do not go to school. The GCC has two schools in the ward to provide free education for the children,' he said.
Ward 56 Councillor V. Parimalam said efforts were being taken to persuade homeless children to go to school, pointing to the installation of smart classrooms in Chennai Corporation schools.
They also face other challenges. R. Manikandan, who was identified as a homeless resident of Royapettah during the survey in January, had to move out of the area he used to live in due to the implementation of infrastructure projects by civic agencies. Though he rented a house in May, he has not been able to pay the rent of ₹3500 this month.
G. Selva, CPI(M) district secretary, said there was an increase in the number of wage labourers without shelters in the city. 'They work hard. The government should ensure the dignity of such individuals.'
An official of the Chennai Corporation said a number of homeless individuals, who were identified in the survey, did not have Aadhaar and ration cards. 'We will facilitate the issuance of ration cards for those who are yet to get one,' the official said.

Sukhu said, "This is just the first step. We will open more areas along India-China border." Himachal government is working towards opening Kaurik and Rangrik areas in Spiti La is in picturesque Kinnaur district at 4,000 m above sea level and is mostly snow covered and inaccessible during winter months. The state has now decided to use the summer months to open up the area for tourism.

Jain community is not a job seeker, but a job provider: Gadkari
Nagpur: In a fast-evolving world, quality education plays critical role in shaping the future, said Union minister for road transport and highways Nitin Gadkari while addressing a packed audience at Sakal Jain Yuva Sangh's student felicitation programme on Sunday. "Our aim is that every student in Nagpur should have access to quality education," he said, outlining the ongoing efforts to transform the region into an educational and employment hub. Gadkari mentioned key educational initiatives, including the Symbiosis International University in Wathoda, which currently educates many underprivileged students, and a major KG to PG education facility near Bhandewadi. He also highlighted employment gains, noting that 90,000 youth from Vidarbha have secured jobs in MIHAN, and that global companies are investing in biotech and manufacturing in the region. Held at Indra Bhavan auditorium in Itwari, 180 outstanding students from Sakal Jain community who scored above 80% marks in their 10th and 12th board exams were felicitated. "Jain community is not a job seeker, but a job provider," Gadkari said, encouraging students to pursue entrepreneurship and leverage emerging opportunities, such as the upcoming commercial textile park on Empress Mill land on Subhash Road in the city. The event saw participation from prominent Jain leaders and dignitaries, including Santosh Jain Pendhari, Dilip Rakhe, Jagdish Gillarkar, Anand Maujilal Jain, and others, who lit the ceremonial lamp to inaugurate the program. Electricity & housing indices to be tweaked in revised CPI by adding fixed & meter charges
The government plans to revamp the electricity index in the Consumer Price Index (CPI) to capture slab-wise power consumption in the country, people familiar with the development told ET. The move is a part of the overhaul of the current CPI to better capture price trends and the cost of living. Currently, electricity prices in the CPI are recorded on a per unit volume basis. It will offer a more comprehensive view in terms of the burden on households," said Sakshi Gupta, principal economist at HDFC Bank . She added that this will also allow the CPI basket to better capture seasonal variations. For instance, during summers, electricity usage typically rises in the North, which the slab-wise data will capture better, Gupta explained. "If you are using per-unit cost, then you are not capturing the increase in consumption." Live Events Electricity accounts for 2.26% weightage in the CPI. The electricity index recorded an average inflation of 6.4% in FY25 compared to 9.7% in FY24. The Housing Index will also undergo changes in the new CPI series, set to be released in the first quarter of 2026. Under the revamped series, the housing index will exclude employer and government provided accommodation, ET has learnt. "The current house price index underestimates the money spent on housing," noted Gupta. Although government-provided housing accounts for a lower share of the CPI basket and does not reflect the overall market, it tends to influence the headline inflation. Housing inflation declined to 2.8% in FY25 from 3.9% in FY24. "Rentals in non-government and non-employer housing are significantly higher, as recent trends from other price indices or anecdotal evidence have shown," said Gupta. Housing accounts for 10.07% weight in the CPI. The current CPI series, with a base year of 2012, covers only the urban sector. The new series will also include a rural housing index, as consumption surveys indicate spending on house rents in rural areas.
