Indiana's property tax reform delivers relief while preserving local growth
The angst I heard talking to members of our community came, of course, with an acknowledgement that rising taxes were a result of increased home values, but a lack of transparency around home assessments and some frustration with a seemingly endless chain of school referenda made it clear that many Hoosiers were demanding relief.
Heading into the 2025 legislative session, it surprised no one that this issue was front and center for lawmakers. After months of negotiations and input from residents, the Indiana General Assembly delivered one of the most significant changes to local taxation we have seen in nearly two decades.
No one got exactly what they wanted — it would take you three minutes on social media to know that — but the result is a bill that provides immediate relief to nearly every Hoosier and, when fully implemented, allows homeowners to deduct two-thirds of their assessed value to lower their property tax bill while reining in $54 billion in local government debt.
We transformed some tax deductions into tax credits, a change that will result in lower actual tax bills for thousands of taxpayers; moved school referendums to even-year general election ballots to ensure better participation; and lowered the amount of local income taxes governments can collect by $1.9 billion.
In short, while changes to tax policy can be complicated, Senate Enrolled Act 1 not only gives Hoosier homeowners tax relief today, but also moves Indiana to a fairer, simpler and more balanced local tax system in the near future.
One of my goals as a state legislator is to ensure the voices of growing communities are represented in these debates. It was important that we find a balance between needed relief and the resources upon which communities like mine have come to rely, resources that represent critical investments in quality of life, amenities, infrastructure and key services.
Carmel and Westfield, the cities I represent at the Statehouse, have enjoyed forward-thinking, fiscally responsible leadership for years. The results are demonstrative.
Carmel, for example, was ranked No. 2 on the list of the Best Places to Live in 2025 by Livability & U.S. News, and both communities are consistently ranked among the best in the country. Indiana, moreover, is now ranked 7th nationally for net in-migration, with the high-earning, talented individuals Indiana needs flocking to cities in Hamilton County. That's not an accident. The strategies that Carmel and Westfield have implemented should be celebrated and enhanced by the policies coming from the Statehouse.
That balance was not easy to strike and local governments and schools will, no doubt, be faced with difficult decisions in the future. But SEA 1 represents much-needed reform to a convoluted property tax system that disincentivizes these hard decisions today at taxpayers' expense.
Even with these changes, schools in my district will receive more money from property taxes over the next three years, and the new state budget increases tuition support for students.
I am proud of the work we did this session on this issue, and I am equally grateful for the perspectives, insights, and counsel shared by our incredible local leaders who helped legislators avoid harmful unintended consequences.
As with any bill this complex, property tax reform will remain a topic of discussion in the General Assembly, and we will be making tweaks to the law moving forward. But SEA 1 is a strong step forward to helping homeowners while improving accountability in local government spending.

I gave my kids smartphones. School phone bans give me hope they'll unplug.
I have a love-hate relationship with my kids' smartphones. So I was relieved when I saw that Texas Gov. Greg Abbott recently signed legislation that bans cell phones in public schools. School starts soon for us, and as a parent with children who have had phones at school, I'm glad to see the ban go into effect this 2025-26 school year. 'Educators and researchers have raised concerns about the impact that smartphones have on student learning and student engagement,' Abbott said. 'Experts have explained that smartphones and social media affect the mental health of children. If we are going to be number one in education, it is going to require the undivided attention of our students in the classroom.' Opinion: Let Hoosier kids have summer. School shouldn't start in late July. In my kids' district, elementary and middle school students previously have been discouraged from using phones. But high school students were allowed to use them in class. In fact, it seemed as if some teachers encouraged cell phone use for schoolwork. I would receive texts from my kids at school about all manner of things and an occasional email from a teacher that one of my children had been on their phone when they were supposed to be listening. Some parents have concerns about whether their children would be able to reach them during emergencies. I hope they still can. But I also hope that schools remain firm in enforcing the new state policy. If students cannot arbitrarily access their phones during school hours, it will be a net good for everyone. Texas joins more than a dozen states that have enacted bans on phones. More states have some kind of anti-cell phones in school policy than don't. In 2023, Florida banned phones in middle and elementary schools, with looser restrictions in high schools. Now Virginia Gov. Glenn Youngkin has signed a bill that requires "bell-to-bell" cell phone-free classrooms in public K–12 schools. New York has a similar policy. Most educators agree with these measures, perhaps because they've seen firsthand the problems with kids having phones. According to Pew Research Center's 2024 polling data, 72% of high school teachers say phone distractions are a major problem. A June 2025 Pew poll found that 74% of U.S. adults say they support banning middle and high school students from using phones during class, up from 68% the prior year. As a parent, phones have been more of a land mine than I thought they would be. I was cautious at first about their use, but I also could see the practical benefits, especially for logistics. What if my child needs to be picked up from practice early? What if my child needs to contact me while at a friend's house? But smartphones also open a world of issues I couldn't have predicted when I purchased them for my older children years ago. I now regret that I did − and not even because of the worst dangers such as online predators. Opinion: Indiana should cap out-of-state student enrollment to solve brain drain One of the hardest things to combat is how phones rewire kids' brains, so that they crave 24/7 access to the internet for entertainment and connecting with friends. Few things can capture a kid's attention faster than a notification on their phone. Even with house rules in place, it's an ongoing matter of discussion and tension. Using phones at school exacerbates the problems. But bans on the use of smartphones at school give me hope that students will begin to connect with the real world. Research backs this up. In an Aug. 4 article in The Atlantic, "What Kids Told Us About How to Get Them Off Their Phones," writers Lenore Skenazy, Zach Rausch and Jonathan Haidt noted that many children have more freedom to roam virtual worlds than the real one we inhabit. But deep down, the writers conclude, children want and need real-life interactions. Without phones in school, students are more likely to socialize with their peers. They're more likely to have real experiences and make real friends. And that's better for educators, parents and kids.

What are President Trump's approval ratings? See what Indiana thinks of his performance
President Donald Trump's approval ratings nationally are in the red, but in about half of the states, including Indiana, more people approve than disapprove of his job performance. While Trump's approval rating nationally remains historically low, a look at state-by-state survey results show a more complicated picture. Here is what we know: Trump's approval rating is above water in 27 states, according to an Aug. 12 update from Morning Consult, which gathers polls over the course of three months to get a look at state-level data among registered voters. The number of states who approve of Trump is unchanged from July's update. Morning Consult found that Trump is most popular in Wyoming, where 66% of voters approve of his job performance, and least popular in Vermont, where 64% disapprove. His approval is net negative in two states with gubernatorial races this fall: New Jersey and Virginia, according to Morning Consult. In Texas, 53% of voters approve of Trump's performance while 44% disapprove. In California, where Gov. Gavin Newsom has threatened to counter changes in Texas' redistricting plan, 41% approve of Trump's job peformance while 56% disapprove. California is Trump's seventh worst rating among the states, according to Morning Consult. According to Morning Consult, 51% of Hoosiers approve of Trump while 45% disapprove. Despite recent "No Kings" and "Good Trouble" protests, Indiana is one of the 27 states where Trump's approval ratings are more positive than not. Story continues after photo gallery. RealClearPolitics Poll Average shows Trump's approval rating dipping throughout the first few weeks of July before rising toward the end of the month. Aggregated polls by the New York Times show a similar trend. As of Jan. 27, Trump had a +6.2 percentage point approval rating, but as of March 13, that flipped to slightly negative, the RealClearPolitics graphics show. His approval rating fell lowest on April 29 around Trump's 100-day mark to 7.2 percentage points. It came close to that low again on July 22 and 23 at -7.1 percentage points, as the controversy over Jeffrey Epstein, the disgraced financier and convicted pedophile, carried into its third week. As of Aug. 12 Trump's average approval rating margin, according to RealClearPolitics, is -5.4 percentage points. The approval margin according to the New York Times aggregator on Aug. 12 is -8 percentage points. A historical analysis by Gallup shows Trump's approval ratings in July of his first years in office — both as the 45th and 47th presidents — are lower than those of any other modern president at the same time in their administrations. Report: Trump invites Hoosier Republicans to White House
In the face of Republican reluctance, President Trump will try to convince Hoosier lawmakers to redraw the state's congressional districts in person. Why it matters: Gov. Mike Braun has said it's up to lawmakers whether he calls them back for a special redistricting session. Driving the news: Reps. Becky Cash, Danny Lopez, Jim Lucas, Craig Haggard, J.D. Prescott and Spencer Deery have all publicly said they don't want to redraw Indiana's maps. Lucas and Lopez have said they are "a hard no." What they're saying:"We are being asked to create a new culture in which it would be normal for a political party to select new voters, not once a decade — but any time it fears the consequences of an approaching election," Deery said in a statement. The latest: Punchbowl News is reporting that Trump has invited all Indiana Republican legislators to the White House later this month. The big picture: Democrats have been outspoken about their outrage at what they've called an effort to steal the upcoming election but, being in the superminority, there is little they can do to stop it. Reality check: With 70 members, the House GOP caucus could lose 19 members and still pass legislation.
