The Research Development and Innovation (RDI) scheme was unveiled by Union minister Ashwini Vaishnaw during a press conference in New Delhi. Highlighting its industry-driven approach, he noted that the scheme was crafted through extensive consultations with experts and is aimed at supporting projects that have advanced beyond early-stage research to the prototype development phase.
'When a company moves beyond the prototype stage, it often faces the 'valley of death', a critical phase where many innovations fail due to lack of support,' Vaishnaw said. 'This is exactly when timely assistance is needed to turn a promising prototype into a viable product.'
The scheme targets sunrise sectors such as clean energy, climate tech, deep tech (quantum, robotics, space), AI in key areas, biotech, digital agriculture, and also interestingly technologies required for strategic reasons, economic security, self-reliance or public interest.
'Countries that invest heavily in R&D see long-term gains in productivity and technological advancement across industries,' Vaishnaw said.
The 2024-25 Economic Survey noted that even though India has increased the gross expenditure on research and development (GERD) from approximately ₹ 60,196 crore in 2011 to about ₹ 127,381 crore in 2021, it still is a mere 0.64% of the GDP. The survey noted that this remains 'insufficient and remains low compared to many countries that have forged ahead in R&D'.
The way the funding for the scheme works is that the government will channel ₹ 1 lakh crore to the Anusandhan National Research Foundation (ANRF) as a 50-year interest-free loan. ANRF, a government body set up to boost research and innovation, will create a special fund that offers concessional finance to second-level fund managers, who will then evaluate and select individual projects for funding, through both equity and debt.
The RDI scheme will be guided by the ANRF governing board, chaired by the prime minister. Its executive council will set guidelines and recommend fund managers and project types. A group of secretaries, led by the cabinet secretary, will approve changes and review progress. The secretary of the relevant sector will be included in the group. For instance, if a project involves AI, the secretary of the IT ministry will be part of the decision-making body. The department of science and technology will be the nodal agency for implementation.
Other key decisions taken by the Union cabinet on Tuesday included a nationwide sports strategy 'Khelo Bharat Niti 2025', a key ₹ 1,853-crore road project in Tamil Nadu and ₹ 99,446-crore Employment Linked Incentive (ELI) scheme.

Speaking exclusive to IANS here on BSNL's remarkable turnaround, the minister said, "At one point, BSNL was not even on ventilator support but in a critically failing state." "Prime Minister Modi made a strong resolve to bring BSNL back into full service for the country. Today, we are seeing the result of that commitment," the Union Minister told IANS. According to BSNL's financial data, the company posted a net profit of ₹280 crore in the January-March quarter (Q4) of FY25, making it the second consecutive profitable quarter after nearly two decades. This followed a ₹262 crore profit in the October-December quarter -- marking the first profit for the company in 18 years. Scindia credited the turnaround to a mix of government support and the hard work of BSNL employees across the country -- from linemen in remote villages to the headquarters team in the national capital. "Their dedication and tireless efforts have made this possible. BSNL is no longer just surviving -- it is thriving," the Union Minister said. The government had earlier announced multiple financial revival packages for BSNL, amounting to ₹3 lakh crore, as part of its mission to revive the struggling public sector unit. Backing this revival has been BSNL's aggressive push for self-reliant 4G expansion. Scindia said that India's first fully indigenous 4G network has now been implemented across the country. "Nearly 95,000 sites have been installed, out of which around 90,000 are commissioned and over 74,000 are already on-air," the minister explained. "BSNL is now fully prepared to serve customers with a robust, indigenous 4G network. This is not just a revival, it's a reinvention of BSNL's role in India's digital future," the Union Minister added.

The Centre will form a 'perfect mechanism' to implement the Employment Linked Incentive (ELI) Scheme approved by the Union Cabinet on Tuesday (July 2, 2025) to support employment generation. Union Labour Minister Mansukh Mandaviya said the new mechanism would be implemented soon and added that the mechanism would be perfect and would function based on the payroll addition in the Employees' Provident Fund Organisation (EPFO). He said all employers enrolled under the EPFO would be eligible for the scheme. Mr. Mandaviya said the Centre would learn from the past and make corrections based on the experience in implementing the Production Linked Incentive Scheme in 2020. Under the new ELI scheme, first-time employees registered with the EPFO would get a one-month EPF wage up to ₹15,000 in two instalments. 'Employees with salaries up to ₹1 lakh will be eligible. The first instalment will be payable after six months of service, and the second instalment will be payable after 12 months of service and on completion of a financial literacy programme by the employee,' the Centre had said on Tuesday (July 2, 2025). Social security net Mr. Mandaviya said the Centre's efforts to widen the social security net had paid off, and the International Labour Organisation had approved that more than 90 crore Indians had one or the other social security at present. He added that the Union Government was trying to sign social security agreements with more countries so that Indians working abroad could also avail themselves of the social security schemes in India. He said the country would include social security in the negotiations with bilateral and multilateral trade treaties. Deceptive scheme: CPI(M) Meanwhile, Left parties have questioned the ELI scheme. Demanding that the Centre scrap the scheme, the CPI(M) said it was another attempt by the Union government to benefit the corporates at the cost of workers. 'It is yet another example of its cronyism. The ELI scheme is another deceptive scheme of transferring public funds to corporates, veiled in the promise of enhancing job creation, employability and social security to delude the youth. This scheme promotes fragile and precarious jobs, subsidising investment cost, production costs, labour costs and statutory liabilities of both domestic and foreign employers from the public exchequer,' the statement said. Pro government trade union Bharatiya Mazdoor Sangh welcomed the ELI Scheme and said it would help in employment generation. The BMS said quality of employment, job security, safe workplaces and access to social security were also equally important.

'Central banks bought over 50 tonnes of gold in June, led by China and Turkey, while gold ETFs saw renewed inflows, especially in Europe amid trade tensions,' Abhilash Koikara, Head FX & Commodity at Nuvama Professional Clients Group, said. However, silver prices remained flat at Rs 1,04,800 per kilogram (inclusive of all taxes) on Wednesday. Gold was 'buoyed by safe haven demand amid concerns surrounding the fiscal implications of US President Donald Trump's sweeping tax and spending cut bill, which has further supported gold prices,' Saumil Gandhi, senior analyst – commodities at HDFC Securities, said. Spot gold in the global markets went up marginally to USD 3,342.44 per ounce. 'Gold is holding steady near the USD 3,350 level amid renewed trade tensions as President Trump said he is not considering an extension and will not delay the July 9 deadline for the reciprocal tariff rates on trading partners,' Kaynat Chainwala, AVP -commodity research at Kotak Securities, said. According to Abans Financial Services' Chief Executive Officer Chintan Mehta, investors will be awaiting US labour data, with the ADP employment report due later in the day and the non-farm payrolls and unemployment rate on Thursday. These data release will offer cues on the US Federal Reserve's next move. Crude oil inventory data, due later in the day, will also be monitored by market participants for signs of inflation, Mehta said.
