
GoM may meet to give final shape to norms for Mahila Samridhi Yojana
New Delhi: A group of ministers, led by CM Rekha Gupta, is likely to meet soon to give the final shape to the detailed guidelines of the
Mahila Samridhi Yojana
and implementing the scheme on ground.
The scheme, which promises to provide the financial assistance of Rs 2,500 to women, was approved by the cabinet on the International Women's Day on March 8, and BJP-govt had allocated Rs 5,100 crore to fund the initiative. The chief minister, who also holds the charge of the finance department, had earmarked the amount while presenting her maiden budget a few days later.

Sources said the women and child development department of Delhi govt had prepared the draft scheme and guidelines, which would be placed before the group of ministers. Pravesh Verma, Ashish Sood and Kapil Mishra are the other ministers who have been included in the committee.

As per the basic eligibility criteria, women aged between 21 and 60 will be eligible for the monthly honorarium of Rs 2,500. The applicant must be from an 'Antodaya' or 'Below Poverty Line' household in the capital, with a valid ration card issued by the department of food supplies of Delhi govt. The benefit will be limited only to the eldest woman of the family.
Govt has also planned to extend the benefits to only those women, whose children have either completed the mandatory vaccination as suggested by govt or are actively undergoing the vaccination schedule, sources said.
"Govt has also decided that of the monthly financial benefit of Rs 2,500, a part of the amount will be credited directly to the beneficiary's central bank digital currency wallet, while the remaining will be deposited monthly in the recurring fixed deposit in the name of the beneficiary," said a source privy to the information.
"This will ensure instead of spending the entire money every month, the beneficiary will have a substantial amount in her hand at the maturity of the recurring deposit account, which can be used for paying for the admission of a child or for marriage or to start a business," the source said.
Another source said govt would relax the eligibility criteria every year to have a maximum number of women benefit from the scheme.
However, govt has yet to finalise the percentage of the amount that will be locked-in and will go to the recurring deposit scheme. An online portal will be created for online registration of beneficiaries.
The Mahila Samriddhi Yojana was one of the key electoral promises made by the BJP ahead of the assembly polls.

Govt's cancer screening initiative reveals 117 cases in malignant stage
1 2 Vijayawada: Andhra Pradesh's medical and health department has made significant progress in its cancer screening initiative under the Non-Communicable Diseases (NCD) 3.0 survey. As part of the survey, the department conducted door-to-door screenings for oral, breast, and cervical cancers across the state, targeting people aged above 18 years. The survey revealed that out of 1,367 cancer suspects examined at Preventive Oncology Units (POUs), 117 individuals were diagnosed with various types of cancer in the malignant stage, while 53 cases were detected in the pre-malignant stage. The department has screened 69% of the target population across all 26 districts in the state, identifying 4.10 crore people for Oral cancer screening and screening 2.84 crore individuals. There were 1.02 crore suspect cases found by ANMs during the door-to-door screening, and 87,045 people were examined by medical officers (MOs) at the PHC level, out of which 489 individuals were examined at POUs set up at the 17 govt medical colleges in the state. There were 50,028 suspect cases, and 244 cases were examined at POUs, with 19 cases detected in the malignant stage. "People living in rural areas are turning up in good numbers for cancer screening, given they are familiar with the healthcare personnel working in their localities. However, people residing in urban areas are reluctant to provide their details as they are mistaking that these cancer screening tests are being conducted by private hospitals and suspect misuse of data," an NCD consultant overseeing the cancer screening tests told TOI. Meanwhile, health minister Y Satya Kumar Yadav reviewed the cancer screening survey result analysis with government advisor for cancer diseases and world-renowned Oncologist Dr Nori Dattatreyudu and special chief secretary (medical and health) MT Krishna Babu on Tuesday. Dr Dattatreyudu suggested the govt to immediately issue a notification notifying cancer as a notifiable disease to maintain a reporting system to keep track of the disease trends in the state. Closure of Kanpur zoo extended after emu dies
Kanpur: Kanpur Zoo's closure was extended beyond the initial 42-day duration following an Emu's death after a fight with another Emu in their enclosure, on Monday. Forest ranger Naved Ikram stated that the deceased bird's samples were dispatched to IVRI Bareilly for analysis as a safety protocol. The zoo has witnessed multiple fatalities in recent past. Following the initial bird flu outbreak that claimed the life of a lion named Pataudi around six weeks ago, the zoo lost a peacock, a Brahmini duck, an owl, a hyena, and a blue bull. The reports for lion Pataudi, peacock, and Brahmini duck tested positive for bird flu; however, the reports of other animals, including a blue bull, a hyena, and Chital are yet to come. The zoo veterinarian Dr Anurag Singh explained that certain deaths are associated with breeding periods when territorial conflicts occur. The official indicated that zoo would resume operations only after receiving negative test results. LG Approves ACB Probe Against Bharadwaj, Jain
New Delhi: Lieutenant governor VK Saxena on Tuesday gave his approval to the anti-corruption branch of Delhi govt to conduct an inquiry against former health ministers in AAP govt — Satyendar Jain and Saurabh Bharadwaj — in a case related to the construction and upgrade of hospitals. The inquiry was ordered on a complaint by BJP's Vijender Gupta in Aug 2024, alleging "inexplicable delays and astronomical cost overruns indicating a large scale of fund siphoning" in 24 hospital projects, including 11 greenfield and 13 brownfield, approved for a total cost of Rs 5,590 crore. The complainant alleged that seven ICU hospitals with a total bed capacity of 6,800 were sanctioned at a cost of Rs 1,125 crore for construction using pre-engineered structures within six months from Sept 2021, but only 50% of the work was completed in three years and Rs 800 crore was spent. It termed these as "tactics and patterns of misconduct and corrupt activities," which resulted in a huge loss to the govt exchequer. The ACB moved to the directorate of vigilance for prior approval under section 17A of the Prevention of Corruption Act to probe against Bharadwaj and Jain, which was forwarded to the health and family welfare department and Public Works Department for comments. While the health and family welfare department said it had no objection to the inquiry, PWD also recommended the investigation of ICU hospitals, polyclinics and other projects; identification of instances of corruption, irregularities, and violation of laws and rules; and fixing of responsibility for wrongdoing, if any. Forwarding the ACB's proposal along with the comments of the two departments to LG for the grant of sanction for investigation, the directorate of vigilance observed that the construction of hospitals was not completed in the stipulated time due to upgradation in specifications and facilities beyond the original provision after the award of work. It added that due diligence in estimate preparation and planning was not done accurately, resulting in an increase in cost beyond the original sanctioned amount, and escalation of arbitration costs resulted in an unnecessary burden on the govt exchequer. "The administrative department has failed to acknowledge some aspects and there can be some hidden facts and evidence in the matter that attracts an inquiry... to unearth the lapses… an in-depth inquiry is required," the directorate of vigilance observed on the file.
