Chaos as hoons take over iconic Melb strip
A strong police presence flooded the area on Saturday as of a targeted crackdown on reckless driving, Victoria Police said in a statement.
Dubbed Operation Traction, the high-visibility deployment was launched in response to intelligence suggesting a large group of individuals were planning to engage in high-risk driving behaviour. Officers issued several infringement notices to drivers caught participating in dangerous and disruptive activities behind the wheel.
A number of defect notices were also handed out for modified vehicles deemed unsafe or illegal.
To help manage traffic and prevent further hooning, police temporarily closed sections of Chapel Street during the operation.

WARNING: Confronting content The husband of a daycare owner has been sentenced to 15 years in prison for repeatedly raping a seven-year-old girl at his wife's centre. The now 50-year-old offender was found guilty of repeatedly sexually assaulting the child between February 2021 and August 2022 at their home-turned centre in Point Cook, southwest of Melbourne. The girl had been attending the centre since she was two years old. The offences took place in the lounge room during the day, while she was in after-school care and on weekends. The abuse came to light in November 2022, when the girl complained to her older sister she was experiencing pain in her genital area. She was taken to a doctor the following day and disclosed what had happened. Following the consultation, she was then referred to the Royal Children's Hospital, and Victoria Police were contacted. In her police interview, the girl said she felt 'scared' and 'tricked' by the man, who would 'ask if she liked it and had a weird smile'. Police obtained CCTV footage from the lounge room, but no recordings from the period when the offences occurred had been retained. Since the offending, the young girl suffers from nightmares, is afraid of the dark, and insists on having a camera in her room for a sense of safety, the Herald Sun reported. She also continues to experience difficulties at school. Her mother told the court she now lives in a constant state of guilt and emotional pain. 'I blame myself for what happened … The anxiety, the helplessness, the fear that I failed her is like running a marathon I never signed up for. And it never ends,' said the mother, according to the Herald Sun. 'These are not things a child should ever have to worry about or fear.' The masthead reported the offender emigrated from the Philippines in 2002. It remains unclear whether he held a Working With Children Check, how many other children were enrolled at the centre, and if their families have been informed. Judge Harper described the man's actions as 'abhorrent'. 'Your victim was only seven years of age. Your actions were abhorrent and as conceded by your counsel, the offending was humiliating, demeaning and objectifying,' she said. 'You breached the trust of your victim and her family and led her to believe your wife knew of the offending so it was alright. 'Your offending was opportunistic, committed on occasions where your wife was not in the vicinity.' He was sentenced to a total of 15 years and six months in prison, with a non-parole period of nine years and nine months. He must complete a sex offenders treatment program and will remain on the sex offenders register for life. A Department of Education spokesperson said the family daycare has been banned to eliminate further risk to children's safety.

‘Pretend kiss': Teacher denies abusing girl
A music teacher who was photographed kissing an underage teen girl in a cinema photo booth has taken the stand to defend herself at trial, claiming it was a 'pretend kiss' that she did not want or expect. Janelle Colville Fletcher, 40, is contesting the allegations that she groomed and sexually abused a teen girl some years ago and testified this week at the South Australian District Court before Judge Joanne Fuller. The prosecution, led by Chris Allen, allege Ms Fletcher abused the girl in various locations and also that she communicated with her and another teenage girl to make them amenable to sexual activity. Some of the alleged offending happened when the two girls and Ms Fletcher were alone together in a room, the prosecution said, with the teacher allegedly performing a lap dance on a chair. She then allegedly 'dared' the two girls to kiss each other and asked if they would 'date' each other. That same night, Mr Allen said, Ms Fletcher then spent time alone with one of the girls and touched her genital area. The alleged grooming and abuse of the girl then went on for months at various locations, the prosecution said, including the home of Ms Fletcher and in Ms Fletcher's car. This week, the prosecution presented emails and messages between the girl and Ms Fletcher and also various photographs that they allege demonstrate Ms Fletcher was in a sexual relationship with the child. 'It was meant to be a pretend kiss like we had done previously where our lips don't actually touch, and in that particular photo we got close and she did sort of pull me in and the photo went off, yeah,' Ms Fletcher said. 'Really, all the emails, the intention behind it was to try and make (the girl) feel that she is not abandoned, she is loved, she is wanted and that in another time or place, maybe she could entertain that she could be with me, but my sole intent of all of these was to slowly get her to think it was her idea to not be with me but to be with … someone her own age and I wanted her to think it was her idea,' Ms Fletcher said. She told the court the girl had expressed romantic feelings for her and that she was struggling with her sexual identity. Ms Fletcher said the girl started exhibiting 'concerning behaviour' and she sought to point her in the direction of a more age-appropriate relationship. Uncertain future for sex abuse MP
Former NSW minister and Kiama MP Gareth Ward faces an uncertain future in parliament after being found guilty of sexually abusing two young men. The former Liberal MP was found guilty of three counts of assault with act of indecency against an 18-year-old man at Meroo Meadow in 2013 by a jury on Friday. The jury also found Ward guilty of a fourth offence of intercourse without consent against a 24-year-old man in Potts Point in 2015. Ward, who was first elected to the seat of Kiama in 2011, now faces an uncertain future in parliament. Under a memorandum provided to the Premier and cabinet in 2022, an MP only faces expulsion if they are found by the House to be 'guilty of conduct unworthy of a member of parliament'. 'The expulsion of a member from the Legislative Assembly does not preclude the expelled member from recontesting his or her former seat at the resultant by-election,' the report by then Deputy Secretary of General Counsel Kate Boyd stated.
