Match referee Richie Richardson imposed the sanction after England were ruled to be two overs short of the target when time allowances were taken into consideration.
India are fourth in the WTC points table right now.
"In accordance with Article 2. 22 of the ICC Code of Conduct for Players and Player Support Personnel, which relates to minimum over-rate offences, players are fined five per cent of their match fee for every over their side fails to bowl in the allotted time," the ICC said in statement.

How Many Tests Does Joe Root Need To Beat Sachin Tendulkar's Most Runs Record?
Joe Root has surpassed Dravid, Kallis, and Ponting to become the second-highest run-scorer in Test cricket. How many Tests does he need to go past Sachin Tendulkar? Joe Root is on a record-breaking spree and the biggest record left for him is India great Sachin Tendulkar's for most runs ever in Test cricket — 15,921. On Friday (July 25), he became the second-highest run-scorer in the format with 13380 runs, going past Rahul Dravid (13288), Jaques Kallis (13289), and Ricky Ponting (13378) in the same innings of 121* (201), at Tea in the fourth Anderson-Tendulkar Trophy Test at Old Trafford. The question begs itself — can Root be the one to break Tendulkar's currently 12-year-old record, which many thought would never be touched, which Virat Kohli, Kane Williamson and several other greats couldn't come even close to? If he can, how many Tests would he need to do so and etch him at the top of the world?
