SA's sentiment split — rich rebound, poor left behind

Depending on who you believe, consumer confidence is back, but with one crucial qualification — it's still negative.
After plunging in Q1, South Africa's Consumer Confidence Index (CCI) is back up, but only for some. A sharp rebound in middle- and upper-income sentiment signals short-term resilience, but low-income households are still squeezed. The CCI isn't just sentiment – it's about who spends, and who can't.
Wait, what is the CCI?
The quarterly CCI compiled by First National Bank (FNB) and the Bureau of Economic Research (BER) is meant to measure how South Africans feel about three key questions:
The country's economic outlook.
Their own household's financial situation.
Whether it's a good time to buy big-ticket items such as furniture or appliances.
Each quarter, 500 adult South Africans are contacted via phone interviews across representative demographics to ask these questions – and the result reflects the net balance: the percentage of those who feel optimistic minus those who feel pessimistic.
Old Mutual Wealth's chief investment strategist, Izak Odendaal, summed up the current sentiment succinctly: 'The economy is growing – but people don't feel good about it.'
Rebound from close to rock-bottom
In Q1 of 2025, the CCI plummeted from -6 to -20, a downturn driven by a mix of domestic political instability and international pressure.
The proposed VAT hike and subsequent withdrawal, Budget-related infighting between ANC and DA partners, a short but sharp return to Stage 6 loadshedding and Donald Trump's revived tariff aggression towards South Africa all contributed to the collapse.
By Q2, the CCI had recovered to -10 – a marked improvement, but still well below the historical average of -1. A May rate cut helped lower debt servicing costs, inflation on durable goods was subdued and political tensions calmed. But sentiment remains fragile, and, like the economy itself, uneven.
At -10, the index is still far below its 30-year average – and firmly in negative territory.
The recovery, as detailed in the FNB/BER release, mirrors the structural realities of South African inequality. Confidence didn't rise evenly across the board, but rather tracked closely with income.
'People are basically saying everything around me is falling apart, but my own finances are okay,' continued Odendaal. 'That's the kind of dissonance we're seeing – and it might explain why they're still spending.'
Why this matters
In a low-confidence environment, people tend to cut back and spend less, prioritising essentials such as food and debt servicing. In a high-confidence environment, people spend more – especially on discretionary goods – and tend to make greater use of available credit.
The CCI is less of an economic mood ring and more a real-time proxy for spending power and economic activity on the ground.
One index, three economies
Among high-income households – those earning above R20,000 a month – sentiment surged from -30 to -11. While that's a significant gain, it's still not back to late 2024 levels. A lack of inflation-related tax bracket adjustments or new credits in Budget 3.0 may have capped the recovery.
Middle-income earners, between R5,000 and R20,000 per month, showed the strongest recovery: confidence climbed to -7, matching late 2024 levels.
This group likely benefited the most from the two-pot pension withdrawals, a 25 basis point rate cut, and lower fuel prices, alongside increased affordability of newer vehicle models.
Low-income households – those earning under R5,000 – barely moved. Confidence ticked up only two points, from -17 to -15. These households, the majority in South Africa, have little access to pension withdrawals or formal credit, and continue to feel the brunt of rising food inflation, unemployment and climate shocks such as the Eastern Cape floods.
'Given the deterioration in both the global and domestic economic outlook in recent months… it's not surprising that high-income confidence settled at a lower level,' said FNB Chief Economist Mamello Matikinca-Ngwenya, in the Q2 CCI release.
Despite the bleak sentiment data, consumer spending appears more resilient. 'Retail and vehicle sales are holding up – even though the CCI is currently lower than it was during the 2009 recession,' Odendaal noted.
Retail echoes and spending signals
What does a rebound in sentiment mean for the real economy?
Retail sales rose 5.1% year-on-year in April.
New vehicle sales jumped 30% in May.
Middle-class consumers are spending again – cautiously.
But this recovery comes with caveats:
The two-pot pension bump is a once-off.
Inflation is edging upward.
The bottom third of households remain under economic strain.
Confidence is not income – and that gap could widen if price pressures accelerate.
But what does this mean?
The latest CCI tells a story of fragile optimism, but only for those with buffers.
If you're middle or high income, you may be feeling more secure, and the data suggests you're already spending more. But if you're among the country's lower-income majority, those gains are unlikely to feel real.
Inflation, unemployment and rising food costs continue to erode financial confidence, while access to credit and relief remains unequal.
For policymakers, the message is clear: sentiment is recovering, but unevenly. Without equitable relief or targeted support, confidence may return only to those who need it least.
'The question is: is the economy growing? Yes, slowly. Are people happy? No. These are two different questions,' Odendaal said – a reminder that in economics, feelings and fundamentals don't always align. DM

Workplace financial stress is growing — and Two Pot withdrawal data may be the clearest indicator yet. Employers and HR professionals have typically relied on engagement surveys and exit interviews to gauge employee needs. However, the introduction of South Africa's Two-Pot retirement system offers a new, largely untapped source of insight: fund withdrawal patterns. According to Old Mutual Corporate's 2025 Two-pot Withdrawal Survey, nearly eight in ten employees who accessed the new 'savings pot' did so either to repay debt or to cover basic living costs. Of those surveyed, 45% used the funds to service loans, while 35% withdrew to cover essentials like groceries, school fees, and housing. 'The spike in early savings access is a window into the everyday struggles of the workforce,' said Blessing Utete, Managing Executive at Old Mutual Corporate Consultants. 'When employees are dipping into long-term savings just to make ends meet, it reflects how precarious their financial situations are. 'Two-Pot withdrawal rates present an opportunity to reassess employee support, recognising workers as individuals balancing financial, emotional, and family responsibilities — not just as salary earners.' Utete warns the risk isn't just that financially stressed employees will leave in search of better pay — it's that the ones who stay may be too overwhelmed to perform. 'Debt isn't just a personal issue. It's a performance issue,' he said. 'When employees are fighting just to get through the month, they often don't have the energy, focus, or capacity to deliver their best at work.' The Missing Conversation in the Workplace Despite widespread financial stress among South African workers, employers are still struggling to provide meaningful support. 'While employee benefits strategies often focus on long-term issues like retirement, many employees are grappling with immediate challenges, limited practical solutions, and inconsistent access to financial guidance,' he says. This was a key topic in Utete's podcast, where he discussed how integrated financial wellbeing is often overlooked in the workplace. 'People are expected to take charge of their financial stability — but when the only support they receive is geared towards distant outcomes, it sends the message that their day-to-day struggles don't matter,' says Utete. 'That kind of disconnect erodes trust. Employees start to feel like leadership is out of touch with their reality — and that's when engagement, loyalty, and performance begin to suffer.' Even when employers express an interest in financial wellbeing, workplace initiatives often fall short because they're too generic, too technical and clouded by a lack of cultural relevance — making it difficult for employees to act on what they're told. What a Modern Benefits Strategy Looks Like To address these challenges effectively, Utete says employers need to shift from compliance-based benefits to integrated, human-centred strategies that prioritise immediate financial resilience over abstract future promises. 'If we don't account for that in how we design support structures, we're ignoring the reality of modern working life,' he says. This means that, in addition to offering well-managed retirement and risk benefits, employers should also provide access to relevant, practical financial education and coaching, focused on budgeting, debt literacy, and everyday money management. Innovative debt assistance interventions, such as Old Mutual Corporate's Right Track solution, that helps employers uncover unlawful garnishee orders, unlawful deductions, and curb debt collector harassment. Flexible salary solutions, such as Smart Salary, offer early access to earned wages, allowing employees to responsibly manage their finances before payday and reducing reliance on credit or potentially expensive payday loans. Tools to help employees avoid debt review — which can restrict access to formal credit during the rehabilitation period — and resolve debt challenges without being excluded from the financial system. Discover how the latest SARB report reveals the state of South African household debt and the surprising improvements in financial health, despite rising debt levels Image: Pixabay The South African Reserve Bank (SARB) took a close look at the country's economy and found household debt is now almost two-thirds of what people earn, simply because debts are growing faster than income. But there's some good news from SARB's latest report: the amount you spend on paying off debt, compared to disposable income went down. This is, partially, thanks to a small interest rate cut of 0.25 percentage points in January. SARB also pointed out, in its Thursday release of the Quarterly Bulletin, that the average household's overall financial health improved early in 2025. This is because the value of what people own grew more than what they owe. Specifically, rising stock prices and increasing house values helped boost people's savings and assets. The bulletin also details the performance of various sub sectors in terms of real gross value added (GVA) – which measures GDP without inflationary effects. In terms of economic sectors, that agriculture was a shining star, mining remains in the doldrums, manufacturing continues to decline, while retail, motor trade as well as tourism and accommodation subsectors gained during the first quarter. In addition to subdued demand from the electricity-intensive mining and manufacturing sectors, electricity generation was constrained by breakdowns at several of Eskom's generation units, resulting in the renewed implementation of electricity load-shedding. SARB reported that shops, car sales, tourism, and hotels saw improvements, but wholesale trade decreased. SARB also said that 'the expansion in the transport, storage and communication services sector was underpinned by increased activity in land freight and air transport as well as transport support services'. G20 faces a generational test amid geopolitical challenges

Image: DIRCO Alvin Botes Since December 1 last year until the Leaders' Summit in November 2025, South Africa chairs the world's most influential economic forum, that is the G20, under the theme: 'Solidarity, Equality, Sustainability'. The theme signals our determination to put people — not profits — at the centre of global decision-making. Our high-level priorities are clear and interlinked. Firstly, inclusive economic growth, industrialisation, employment and the reduction of inequality. Secondly, food security in an era of climate disruption. Thirdly, harnessing artificial intelligence and broader technological innovation for sustainable development. Complementing these three priorities is our drive for disaster-risk resilience and fair debt-relief architecture so that climate-vulnerable and heavily indebted countries are not forced to choose between servicing loans and saving lives. The stakes could not be higher. The International Labour Organisation (ILO) reports that global unemployment is hovering near a historic low of five per cent, yet globally the average for young people remains stubbornly high — about 13 per cent worldwide, and more than double that in many developing economies. Here at home, 4.8 million South Africans aged 15–34 are unemployed; 58 per cent of them have never had a single day of paid work, and our youth unemployment rate climbed to 46.1 per cent in the first quarter of this year. Beyond the headline numbers lurk deeper structural hazards: one in five young Africans is classified as NEET—'not in employment, education or training'—and those already in work face a future in which artificial intelligence-driven automation could render up to 40 per cent of entry-level jobs obsolete by 2035, according to the World Economic Forum's Global Risks Report. Compounding that uncertainty are intersecting crises of mental-health fragility, climate anxiety, escalating conflict-driven displacement, and the rising cost of living that now consumes, on average, 38 per cent of a young person's monthly income across the G20. Add to that what the economist Adam Tooze calls a global 'poly-crisis' which includes, amongst others, geopolitical polarisation, climate-related disasters, food-price shocks and widening digital divides. And it becomes clear why the South African presidency has framed 2025 as a make-or-break moment for multilateral cooperation. Video Player is loading. Advertisement Next Stay Close ✕ Geopolitically, the world is also experiencing what some economists such as Mark Blyth, Mohamed El-Erian and Michael Spence call a 'perma-crisis': the United States and China are locked in an uneasy dance of de-risking, Russia-Ukraine war continues to reshape energy and grain markets, and simmering conflicts from the Red Sea to the Sahel threaten already fragile supply chains. At the same time, global public debt has surpassed US $100 trillion, forcing developing nations to divert scarce resources away from youth programmes toward interest payments. In the Employment Working Group of the Sherpa Track, we are negotiating a compact on youth employment and skills, building on the Antalya Goals (which were agreed to during Türkiye's presidency of the G20) but adding targets for digital-economy apprenticeships, recognition of micro-credentials and mutual portability of qualifications across G20 members. If endorsed by leaders, the compact will potentially translate into an estimated 10 million paid internship placements over five years, with a gender-parity clause and an annual public scorecard so you can hold the G20 accountable. In the Finance Track, we are advancing an 'Innovation & Inclusion Facility' financed through blended public-private instruments to support start-ups led by women and young people in frontier technologies and green manufacturing. Its first-phase endowment of US $3 billion will be disbursed via challenge funds that prioritise township and rural enterprises, with a target of 150,000 sustainable jobs by 2027. In the Agriculture Working Group and the Environment and Climate Sustainability Working Group, we are championing a Just Agri-Transition Facility that links smallholder farmers, including youth, to climate-smart finance and regional value chains. Beyond financing climate-resilient seed and drip-irrigation systems, the facility will underwrite a Pan-African farmers marketplace app that is targeted at youth and guarantees offtake agreements with regional supermarket chains. Finally, our AI priority aims to deliver a 'Pan-G20 Youth Digital Corps,' a volunteer-to-employment pipeline that pairs South African coders with continental and global partners to solve public-sector data challenges. The G20 was born out of the 1997 Asian financial meltdown and re-energised amid the 2008 crash. It now faces a generation-defining test: can it propel the global economy so that young people inherit not debts and droughts but opportunity and hope?
