San Diego unveils sweeping mobility plan to transform city transit

SAN DIEGO, Calif. (FOX 5/KUSI) — San Diego is rolling out a comprehensive Mobility Master Plan, laying the groundwork for a safer, greener and more efficient transportation network throughout the city.
After three years of development, this first-of-its-kind plan for San Diego highlights hundreds of projects and programs that aim to make getting around better for everyone.
Whether you walk, drive, take the bus or train, how you get around shapes your experience. San Diego City leaders agree a newly approved Mobility Master Plan is the way forward.

'Where people need to travel and want to travel is really important, and this plan addresses that and has this human or passenger-centered approach,' explained Phil Throm, a leader in mobility planning for the city.
The city council unanimously approved the 132-page plan on Tuesday. It identifies nearly 400 projects that are prioritized based on need{sot: phil throm – mobility planning, city of san diego}
'Improving sidewalks, we have transit access improvements, we also have bike lanes and there's a variety of different types of bike lanes,' said Throm.

The plan zeros in on 11 focus areas, such as communities near El Cajon Boulevard and San Ysidro Boulevard. It also aligns with the city's climate action plan and vision zero, which aims to eliminate all traffic-related deaths and serious injuries.
Chloe Lauer with the county's Bicycle Coalition supports the plan and wants to see this a few things. She said, 'Definitely more quick-build projects to provide protective infrastructure for cyclists as well as for pedestrians, and really anything that slows down the speed of the vehicular traffic.'
The city is also looking at more than a dozen mobility programs and incentives. 'Things like transit passes and slow streets, and even harden the public right-of-way,' said Throm.
An e-bike rebate program and carsharing is also a priority.
'The foundation is in place,' said Lauer. 'I think we'll see what they're able to achieve in a fiscally constrained environment and, you know, that's where the best visions can sometimes be harder to realize.'
The city is also emphasizing implementation and monitoring. Throm said, 'Safety at the back-end of the plan is also a key performance metric that will be used to track and evaluate the plan.'
The plan also gives the city an opportunity to seek state and federal funding for projects mentioned, but ultimately this is a blueprint for years to come that could evolve as time goes on.

A concrete canvas for the San Diego Curb Doctor. 'My inspiration is typically seeing the Sports teams,' continued Lopez. 'I want to be known as a quality curb painter.' Starting in February 2024, Antonio Lopez began by creating stencils and posting them to social media. Now with more than 5,000 followers, the 27-year-old says business is booming. 'Each category of art is different,' he said. 'We really wanted to focus on something that isn't too saturated yet. Curbs are a big thing; you can always add different kinds of logos, different colors. That's where I take inspiration from.' With prices ranging from $125 to $175, each curb has its own unique design. 'It's different compared to traditional painting on canvas,' continued Lopez. SAN DIEGO (FOX 5/KUSI) — Drivers will soon be able to travel on a new roadway to San Diego International Airport without intersections or traffic lights. The new three-lane roadway, located on North Harbor Drive just west of the intersection with West Laurel Street, provides a direct route to SAN's Terminals 1 and 2, the airport said in a news release Tuesday. 'We are thrilled to open this new entrance roadway to the airport,' said Kimberly Becker, CEO and President of San Diego County Regional Airport Authority. 'The on-airport roadway is a component of our new Terminal 1 redevelopment project, with the first phase opening this September. This is a significant milestone in our commitment to enhancing the passenger experience and making travel to SAN more efficient.' Eyes to the sky: Two Starlink Falcon 9 launches set to light up California coastline Here are some tips from SAN on how to access the new on-airport roadway: Vehicles on West Laurel Street headed toward the airport should bear to the right and will merge directly with the on-airport roadway. Vehicles bearing right to access the on-airport roadway will no longer have the option to merge onto North Harbor Drive. To access westbound North Harbor Drive, stay to the left on West Laurel Street and then turn right at the intersection with North Harbor Drive. Westbound drivers on North Harbor Drive (coming from downtown) should be aware that the entrance comes up significantly earlier than the current airport entrance. Directional signs to the new entrance will be placed along both North Harbor Drive and West Laurel Street. The new roadway, which is expected to divert 45,000 vehicles per day from North Harbor Drive, is about one mile to Terminal 1 departure and arrival drop-off points and parking facilities from the entrance. WASHINGTON - The D.C. Council voted on changes to Initiative 82, a controversial piece of legislation that changed how tipped workers were paid. The council vote took time, as members were embroiled in other debates. They eventually decided to essentially water down the current version of the legislation, slowing down and capping the increase to tipped workers' wages. What we know Mayor Bowser proposed repealing Initiative 82 this spring. Supporters of I-82 say any changes would go against the wishes of voters–the measure raised the base wage for tipped workers to $17.95 an hour and restaurants were meant to be responsible for making sure workers earned the new minimum wage if their tips didn't get them there. But the head restaurant association told FOX 5 say the law has confused customers with unclear service, I-82 is causing businesses to close. Local perspective "In the District, we're the highest in the country, I would add. So we're asking council to take a look at Initiative 82 and come up with a measure that works for restaurants and workers alike," said Shawn Townsend, President and CEO of the Restaurant Association of Metropolitan Washington. "We talk to lots of tipped workers and they say their take-home pay is higher and they are making more money as a result of having a higher base wage," said Elizabeth Falcon with D.C.
