NCAER pitches for investment in skilling to increase jobs
New Delhi: A paper by economic think tank
NCAER
has made a case for investment in skilling of workforce to increase employment in the labour intensive sectors by 2030.
The paper titled 'The Landscape of Employment in India: Pathways to Jobs' said inter-sectoral linkages can have a multiplicative effect on employment in the aggregate economy, increasing employment by up to 200 per cent relative to existing scenario.
"On the supply side, we show that increasing the share of skilled workforce by 12 percentage points through investment in formal skilling could lead to more than a 13 per cent increase in employment in labour intensive sectors by 2030," it said.

On an average, the paper said labour-intensive manufacturing accounts for 44.1 per cent of total manufacturing employment, while labour-intensive services account for 54.2 per cent of total services employment.
"Our demand-side simulations indicate that we can significantly bridge the employment gap by increasing the size of the manufacturing and services sectors, particularly through a focus on labour intensive industries therein," the paper said.

Outlining some of the policy prescriptions, the paper's author Farzana Afridi said there is need for a multi-pronged approach to increase production capacity in labour-intensive manufacturing and services sectors, including stimulating domestic demand through higher government expenditure and lowering of taxes.
The paper also laid stress on adoption of international best practices and implementation of national quality benchmarks for training and reskilling or upskilling existing workers.
Referring to the Production-Linked Incentive (PLI) scheme, the paper pointed out that it is primarily focused on expanding production of high value products with backward linkages which require high-skilled labour.
"But the highest number of jobs under the scheme has been created in the food processing and pharmaceuticals industry. This reflects a mismatch between budgetary allocation under PLI and potential for employment creation," the paper said adding productivity and quality of workforce have to be increased significantly to improve labour quality.
It cited the Future of Jobs Report 2025 which highlights that 63 per cent of India's workforce will need reskilling or upskilling by 2030 to remain competitive.
Among others, the paper suggested incorporating soft skills, digital literacy and Information and Communication Technology (
ICT
) skills into training programmes to enhance employability, particularly within services sub-sectors.
"Improving training quality, along with increasing the share of formally trained workers, can lead to higher employment gains," it added.
Since labour-intensive manufacturing and services sectors account for over half of total employment in India, the paper advocated significant policy focus on expanding labour-intensive manufacturing and services, along with a systemic overhaul of the education system to enhance the human capital of the labour force.

Ex-employer uses man's documents to open firm
Rajkot: A 35-year-old man, Nikunj Javiya, who works as a glazing consultant in Morbi, had been enduring sleepless nights for years after getting notices from the income tax (I-T) department. The taxmen said transactions worth Rs 3.58 crore had been carried out through a bank account linked to Javiya's PAN card — an account he was unaware of and never declared in his income tax returns. Javiya on Thursday filed an FIR at Wankaner City police station against his former employer, Aamin Rehmani, for forgery, alleging that Rehmani opened a bank account using his personal documents and conducted high-value transactions through it. According to Javiya, he worked for Rehmani's ceramics company in 2015-16. At this time, he kept a file with his personal documents — passport, PAN card, photographs and other important papers — in the drawer of his office desk. The office was reportedly vandalized once when he was away. Javiya later left the job, forgetting that his documents were still in the office. His peace was shattered on March 26, 2021, when he got a notice from the I-T department directing him to file a return for the 2017-18 financial year. He complied, unaware that a bigger storm was brewing. On March 16, 2022, he got an I-T notice saying he had failed to declare high-value transactions totalling Rs 3.58 crore in his return. Alarmed, Javiya hired a chartered accountant, who discovered that a firm had been registered in Javiya's name, with his PAN details, and an account was opened for the firm at a private bank in Wankaner. The high-value transactions took place in the 2017–18 fiscal year. The account was never disclosed by Javiya because he had no knowledge of its existence. Despite informing the I-T department of the fraud, Javiya got another notice in May 2022, demanding that he pay the tax dues and penalties and explain the transactions. Javiya then went to the police alleging forgery and fraud. During their inquiry, police summoned the bank manager and got the documents used to open the account. The documents were indeed Javiya's, but the signature on the account opening form was not his. "The firm had been registered with a gram panchayat. The certificate used to open the bank account had originally been issued in the name of Aamin Rehmani. It was tampered with, and the name was changed to Javiya's," the police complaint states.

Post election, Trichy corpn begins work to form street vending panel
Trichy: Following the election of six representatives of street vendors to the street vending committee, Trichy corporation has now launched the work to form the committee by nominating and appointing remaining members. The local body is identifying three representatives from non-governmental organisations (NGO) and residents welfare associations (RWA) to form the 15-member committee. As per Tamil Nadu Street Vendors (protection of livelihood and regulation of street vending) Scheme 2015, a committee must be formed with Trichy corporation commissioner as the chairman. The committee will earmark permitted and prohibited zones to streamline the business of street vendors on arterial roads. "We will complete nominations in a week; three members from NGOs and RWAs will be nominated while remaining six members will be officials from govt departments. Administrative work is underway," a senior corporation official said. "We expect the committee to be formed within 30 days after the election. We have sought an office to deal with the administrative work, " S Selvi, an elected representative of street vendors, said.
