TN's new mini bus scheme still remains a non-starter

CHENNAI: Despite high demand for transportation in Chennai and surrounding areas, the Mini Bus Scheme 2.0 that was launched on June 16 allowing private operators to run mini buses on routes up to 25km — risks repeating the same mistakes as the 1997 rollout.
The scheme was intended to provide bus connectivity across more than 25,000km of unserved areas across Tamil Nadu. Although the transport department has issued proceedings — a document granted by the RTO after the operator presents the bus — for over 2,000 routes, services have yet to start on more than 50% of these routes, according to industry sources.
Currently, mini buses are operational only on 1,200 routes that were migrated from the previous scheme and brought under the revised guidelines.
A field survey by TNIE in Chennai found that several sanctioned routes remain non-operational. While the transport department claims services have been launched on 10 routes, buses are actually running on only three.
In many areas, services either haven't begun or were discontinued shortly after starting. Even on routes where operations have commenced, only one round trip is being made daily — far below the 12 trips originally approved.
'Mini bus service operators may take time to begin ops'
Likewise, in areas outside Chennai, mini bus services were halted after just a few days to a week due to low earnings. Transport Commissioner Shunchonngam Jatak Chiru told TNIE that he will take up the matter with the district collectors.

Bhopal: Driving licences in Madhya Pradesh will now be dispatched directly to the homes of applicants, transport minister Udai Pratap Singh told the state assembly on Wednesday. Responding to a debate on the MP Motor Vehicle Taxation (Amendment) Act, Singh said the transport dept was focused not just on tax collection but also on improving public services. "Most jobs done at RTOs have an online facility now thereby saving people from making rounds of RTO and only when a photo of a person has to be clicked, he has to go to the RTO office," the minister said. "Be it applying for a licence or a permit or paying a penalty, everything can be done online and the department now proposes to dispatch smart licence cards to the home address of the applicants," he said. Earlier, BJP MLA Vhgwandas Sabnani requested the minister to give smart card-like licences to people so that it was easily preserved and also send the licences to the home address of the applicant as the passport offices do.

Panaji: The Goa human rights commission has recommended that the transport department takes steps to ensure that vehicles purchased by personnel of the Indian armed forces are charged taxes based on the cost of the vehicle as paid when purchasing from the canteen store department, and not on the market price. In its inquiry report on Wednesday, the commission recommended that the transport department refund the excess amount charged to the commanding officer of 1 Goa battalion NCC, Jesus Furtado, when he purchased a new Maruti Brezza from the ministry of defence. Furtado, in his complaint to the commission, stated that he paid Rs 8,73,802 to purchase the Brezza from the ministry of defence in Dec 2024, which was a military canteen discounted price, a privilege given to the Indian armed forces by govt. He stated that when he went to the Margao RTO office to pay registration and taxes, he was charged based on the market price of Rs 9,45,778, as opposed to the actual price he paid. He filed a complaint seeking a refund of the excess amount paid. The transport department stated that taxes are collected as per the homologation price frozen in the computer system by the vehicle manufacturer. 'Merely because in the computer system in the RTO office, the homologation price was frozen by the manufacturer/dealer, the complainant could not be charged the tax on the said homologation price,' the commission stated. It found that the transport department wasn't able to produce any provision of law in support of its defence and stated that Furtado is entitled to a refund of the excess amount paid.

Mumbai Rickshawmen's Union proposes to convert old CNG autos to electric

Mumbai: The Mumbai Rickshawmen's Union has prepared a roadmap to convert existing old CNG autos in the city to electric autos by retrofitting. It has proposed to the MMRTA to allow drivers/permit holders to convert autos to electric once they reach the lifespan of 16 years in MMR. Such autos can switch to electric and ply on roads with zero permit and no pollution for another 5-10 years, union leader Thampy Kurien said. The union has been called to the transport commissioner's office for discussions on this issue on Thursday. Also, the cost of retrofitting is around Rs 1.6 lakh, which is less than the cost of a normal auto (Rs 2.8 lakh) and an e-auto (Rs 3.8 lakh). A proposed model of a retrofitted e-auto has been approved by RTO and registered in Pimpri Chinchwad, Pune. "The union will bring this auto to Mumbai for a demo and test drive on city roads. We will ask drivers to take multiple rides on all kinds of roads—narrow lanes or the arterial road. After getting good feedback, we plan to introduce these kinds of autos in Mumbai," Kurien said. The union has also petitioned the govt to set up more charging stations and will also push for battery swapping stations in the suburbs. Battery swapping can save significant time compared to charging an electric vehicle, particularly for electric three-wheelers. While charging can take hours, battery swapping can be completed in just a few minutes. "We are asking MMRTA to allow the autos to continue in electric mode so that the owners/drivers can continue to earn a livelihood," Kurien added. A source from the auto trade said: "There is one problem with having autos running on battery. There is no need for a permit in such vehicles, although they are registered with green number plates. So, these vehicles can ply in MMRTA as well as go to the far-off villages and operate."
