Completed projects under Smart Cities Mission yet to be inaugurated

Several new projects taken up under the Smart Cities Mission in Puducherry are yet to be commissioned months after inauguration while a few others are dragging beyond their scheduled completion date.
The Ministry of Housing and Urban Affairs had approved various projects to the tune of ₹1,056 crore in Puducherry under the Smart City Mission in 2017. Subsequently, due to various administrative and financial reasons, the project size was scaled down to ₹612 crore.
A total of 82 projects were sanctioned under the mission, of which 57 have been completed so far.
According to official sources, though major projects, including the improvement of the Botanical Garden, reconstruction of the Rajiv Gandhi bus terminus on Maraimalai Adigal Salai, restoration of Calve College Government School and housing projects for economically weaker sections at Chinnayapuram and Kumaragurupallam have been completed, the Government is yet to put them to public use.
The restoration of the Calve College school was completed on October 26, 2024 while the reconstruction of the bus stand was completed on December 15, 2024. However, they are yet to be commissioned, and the inordinate delay has invited widespread flak from residents as well as representatives of various political parties.
While June 2024 was the initial deadline to commission the pending projects that were taken up under the Mission, the deadline was again revised to March 2025. After three extensions, the Mission ended on March 31, 2025 and the Ministry of Housing and Urban Affairs has made it clear that the respective State governments would be responsible for completing them thereafter.
'While Puducherry has received its share of funds under the Mission, there has been no progress in the execution of projects. For instance, about 95% of the work on construction of stormwater drains at Petit Canal Street and Murungapakkam have been completed. But the remaining 5% work has been dragging on for over a year,' sources said.
An official of Puducherry Smart City Development Limited (PSCDL) on anonymity said the completed projects were planned for inauguration in January. 'We don't know why the inauguration is getting delayed. The construction of mini stadium at Anna Thidal and development of Urban Forest Trail at Swadeshi Mills has been dragging on despite several extensions of deadlines. The projects are likely to be completed only by May. The Special Purpose Vehicle (SPV) formed for execution of smart city projects will also wind up shortly. This has raised concerns over the future operation and maintenance of the projects,' he said.

Prime Minister Narendra Modi announced a High-Power Demography Mission on Friday (August 15, 2025). However, a similar committee announced before the 2024 Lok Sabha Election was never formed. In her Interim Budget speech on February 1, 2024, Finance Minister Nirmala Sitharaman said that the committee will be constituted to consider the challenges arising from 'fast population growth and demographic changes'. The terms of reference and the composition of the committee were never notified. On Friday (August 15, 2025), in his Independence Day speech, Mr. Modi said that the 'demography of the country is being changed as part of a conspiracy and a well-planned plot' and that the Mission will do its work in a well thought-out and definite manner in the stipulated time to deal with 'this grave crisis that is looming over India'. Census, which gives a clear picture of migration and demographic changes, was last done in 2011 and the next population count is expected in 2027. The Total Fertility Rate (TFR), the average number of children per woman, in the country has remained constant at 2.0 in 2021, the same as 2020, according to the Sample Registration System report for 2021 released by the Registrar General of India on May 7. Bihar has reported the highest TFR at 3.0, while Delhi and West Bengal reported the lowest TFR of 1.4. Though there is no accurate data on demographic changes in the country, police and security agencies have been regularly flagging the issue at various forums. Also read:What are the issues around deportation? | Explained During the annual Director General of Police conference in 2021, which was presided by the Prime Minister, police officers from Uttar Pradesh and Assam submitted research papers that highlighted demographic changes in districts along the international border with Nepal and Bangladesh. The compendium of reports compiled by the Intelligence Bureau, which was later pulled down from its website in 2022, said that police officers had submitted essays highlighting the ongoing demographic changes in bordering States, districts, sub-divisions and in some cases at the level of bordering villages. 'These have been prepared with the help of data collected through Census exercises, National Family and Health Surveys, local surveys, data enumerated by going through voters' list, etc. However, the thrust remains on the overall demographic changes. These demographic changes in the bordering belt are presenting a big challenge to national security, particularly at the level of border villages and bordering sub-divisions,' the report had said. The officers highlighted an increase in number of mosques, seminaries and a high decadal growth in population in these areas. The Assam Police paper said that the decadal growth in population – from 2011 to 2021, within 10 km of Bangladesh border was 31.45%, higher than the projected national and State average of 12.5% and 13.54% respectively. It said that four districts shared borders with Bangladesh – Cachar, Karimganj, Dhubri and South Salmara. The report pointed out that in 2001, the 'bordering areas' of Cachar had a population of 49,224, out of which 29,160 were Hindus, while in 2021, out of the total population of 76,319 in these areas, Hindu population stood at 48,223, around 63%. The Muslim population in 2001 stood at 19,957, while in 2021 it stood at 27,823, around 36% of the total population. Based on the papers submitted by the police officers, it was suggested to further augment the existing intelligence grid and create more police stations, particularly in the bordering areas of Uttar Pradesh, West Bengal, and Assam. It was also suggested to engage border population in the overall management of border affairs making them the second line of defence by constituting Village Level Defence Committees, opening more units of National Cadet Corps and 'inculcating sense of nationalism' among them. The Uttar Pradesh Police paper said that out of 1,047 villages in seven border districts of Maharajganj, Siddharthnagar, Balrampur, Bahraich, Shravasti, Pilibhit and Khiri, 303 villages had a Muslim population between 30%-50%, while 116 villages had a Muslim population of more than 50%.

Faced with the mounting interest burden of high-cost loans obtained in the past, the Telangana Government has reportedly decided to swap the high-interest loans with low-interest borrowings so as to ensure that it can save significant amounts in the coming days. The effort can be seen from the fact that the Government has opted for low-interest open market borrowings through the auction of securities conducted by the Reserve Bank of India (RBI) in the past few weeks. The State Government raised a huge ₹5,000 crore through the auction of securities on August 5, with interest rates pegged around 7.1%. It has raised ₹3,500 crore on July 29 with interest rates of 7.15% to 7.16%, and the same is the case with ₹2,500 crore raised on July 15 with interest rates pegged at 7.1%. Though the tenure of the borrowings is longer, they are likely to come in as a cushion to the Government owing to their low interest rates. The development follows the huge loans obtained by the BRS Government at high interest rates, which have become a burden on the State Government that is forced to pay interest of around ₹25,000 crore since the last two fiscal years. Chief Minister A. Revanth Reddy said, during his Independence Day address on Friday, that the Government completed debt servicing of ₹2.2 lakh crore, which included principal of ₹1.32 lakh crore and interest component of ₹88,178 crore since the Congress assumed power less than two years ago, indicating the seriousness of the issue. Senior officials said the low-interest loans will help set off the high cost of government debts, but not the off-budget borrowings. OBBs are primarily financed by the financial institutions which cannot be swapped, senior officials said. Keeping this in view, the government addressed a communication to Union Finance Minister Nirmala Sitharaman seeking her approval for the restructuring of high-interest loans. The communication cited the loan of ₹31,795 crore raised by the Kaleshwaram Lift Irrigation Scheme SPV from the Power Finance Corporation and Rural Electrification Corporation with interest rates ranging from 10.75% to 11.25%. 'Additionally, I would like to bring to your notice that several projects initiated with high interest loans remain incomplete due to various reasons resulting in sub-optimal yields compared to their original projection,' the CM said, seeking the Union Finance Minister's intervention in directing the financial institutions like PFC and REC to restructure loans that were extended to the SPVs/corporations.

The Independence Day celebrations held at Kadapa on Friday (August 15) left a bitter aftertaste for Kadapa MLA and Government whip Reddeppagari Madhavi Reddy, with the district administration reportedly failing to provide her with a chair among the delegates in the gallery. Along with her husband R. Srinivasa Reddy, who is a member of the TDP Political bureau and the party's district president, the MLA arrived at the venue only to find the designated seats occupied by officials and their family members. After standing for a few minutes at the venue, the couple left without making much fuss. Ms. Madhavi Reddy termed the incident 'a clear violation of the protocol' and said she would complain about the issue to the Speaker and the Privileges Committee. Saying that she had no hard feelings towards anyone, the Government Whip, however, insisted that her seat deserved respect. A video of the incident was widely circulated on social media platforms, triggering a debate. It may be recalled that the MLA had hit the headlines in the past, when she was allegedly denied a chair in the Kadapa Municipal Council meeting, where she stood next to the YSRCP Mayor's chair throughout the entire proceedings.
