Contextualising the costs and benefits of B-BBEE
The current media debate around Broad-Based Black Economic Empowerment (B-BBEE) has brought fresh attention to the policy's impact on the economy – raising important questions about its effectiveness, costs and outcomes.
As this conversation grows louder, it's worth taking a closer look at some of the arguments being made. This article engages critically with aspects of the debate, not to dismiss concerns, but to consider them alongside broader economic realities, the policy's longer-term contributions and the context in which B-BBEE was designed to operate.
An example from the debate is a recent study released by Solidarity and the Free Market Foundation (FMF), which arguably overlooks certain key economic implications of B-BBEE. Titled 'The Costs of B-BBEE Compliance,' the report estimates that B-BBEE may reduce South Africa's gross domestic product (GDP) growth by as much as 1.5 to 3% annually, potentially resulting in 96,000 to 192,000 fewer jobs each year. It further contends that the policy disproportionately benefits a narrow elite while imposing undue compliance costs on the broader economy.
While such figures demand scrutiny, they also warrant a critical examination of the underlying assumptions, methodology, and, crucially, the broader socio-economic context in which B-BBEE operates.
One of the most significant concerns with the FMF/Solidarity report is its presentation of correlation as causation. The paper attributes specific percentages of GDP loss and job losses directly to B-BBEE but does not demonstrate how these impacts were isolated from South Africa's myriad economic challenges.
South Africa's macroeconomic environment remains deeply constrained by structural impediments such as: chronic electricity and water shortages, including load shedding;
global economic headwinds;
endemic corruption; and
policy uncertainty and governance deficits.
Attributing complex macroeconomic trends solely to B-BBEE risks simplifies a nuanced reality and underestimates the multifactorial nature of South Africa's growth constraints.
Equally important is the report's limited treatment of the potential benefits of B-BBEE. Many of which manifest over the medium to long term and are difficult to quantify through conventional compliance cost frameworks alone. Equity equivalent programmes (EEPs)
EEPs enable multinational corporations, constrained by global ownership structures, to achieve ownership points through local investments in enterprise development, skills transfer, and innovation. Far from being passive mechanisms, EEPs represent substantial, targeted injections into the domestic economy.
IBM, for example, committed ZAR 700 million over ten years to enterprise development, research, and education. This included support for 74 black-owned businesses and fully funded bursaries for dozens of students from disadvantaged backgrounds in critical ICT fields.
Samsung also made a substantial commitment, launching a ZAR 280 million EEIP in May 2019, projected to contribute nearly ZAR 1 billion to the South African economy over its ten-year duration. This programme aimed for a measurable impact on job creation, specifically targeting the creation of 262 direct jobs and supporting 13 black-owned and women-owned businesses. A notable focus of Samsung's EEIP is on Black Industrialisation through e-Waste recycling and beneficiation research and development, including the establishment of the first black-owned and operated e-waste beneficiation plant in Africa.
These company-specific statistics, alongside broader programme impacts such as J.P. Morgan's Abadali EEIP, which aims for an additional 1,000 permanent jobs and ZAR 2 billion in financing transactions, underscore the crucial role of EEPs in boosting Small and Medium Enterprises (SMEs), particularly black-owned businesses, by providing essential funding, business support, and mentorship. Furthermore, these programmes significantly advance skills development, with more than 2,500 beneficiaries receiving critical skills training, and facilitating technology transfer, aligning with South Africa's national development goals and fostering a more inclusive and skilled workforce.
Such initiatives illustrate how EEPs catalyse skills development, promote black industrialisation, and build competitive black-owned enterprises that contribute to both GDP growth and employment.
The YES programme directly targets South Africa's intractable youth unemployment crisis. Since its inception in 2018, YES has facilitated over 186,000 quality work experiences for young people, injecting nearly ZAR 11 billion in salaries into the economy.
Approximately 45% of participants secure permanent employment after placement, and 17% establish their businesses, multiplying the long-term economic benefit. The initiative also incentivises private sector participation by offering measurable B-BBEE recognition for companies that create these opportunities.
ESD remains a cornerstone of the B-BBEE framework, driving significant investment into the SMME sector. South African corporates reportedly channel ZAR 20 to ZAR 30 billion annually into ESD programmes, helping integrate black-owned businesses into supply chains and enabling sustainable growth.
For instance, the Shoprite Group's CredX programme has provided ZAR 10 billion in working capital to suppliers, while its Next Capital initiative has invested ZAR 20 million to support new black-owned enterprises. Collectively, such interventions empower black entrepreneurs, expand the tax base, and generate employment in communities historically excluded from meaningful economic participation.
Perhaps the most profound omission in the Solidarity and FMF report is its decontextualised approach to B-BBEE's rationale. Apartheid was not merely a political system; it was an economic design that systematically dispossessed black South Africans of land, capital, skills, and opportunities. This entrenched economic disenfranchisement cannot be dismantled simply by repealing discriminatory laws.
B-BBEE emerged as a policy instrument to facilitate redress, promote equitable economic participation, and mitigate the persistent structural inequality that threatens social cohesion and long-term stability. Any analysis that fails to account for this historical imperative and the potential socio-economic cost of neglecting it is incomplete.
There is little doubt that B-BBEE can and should be improved. Calls for greater transparency, genuine empowerment outcomes, and tighter controls to prevent fronting and inefficiency are well-founded. However, presenting a one-sided narrative that focuses exclusively on compliance costs while disregarding significant economic and social returns undermines the opportunity for a more balanced, evidence-based debate. As South Africa grapples with the challenges of inclusive growth, any meaningful conversation about the future of B-BBEE must extend beyond a narrow cost-benefit calculus. It must weigh the policy's role in addressing historical injustices, its measurable and often intangible benefits, and the opportunity costs of not transforming the economy.
A policy of this nature should not be romanticised or demonised without context. Instead, it demands honest, nuanced engagement, one that prioritises national development, social cohesion, and sustainable, broad-based participation in the economy.
Moving forward, the question should not be whether B-BBEE has costs but rather whether we are collectively doing enough to ensure that its benefits are fully realised and that it continues to evolve to serve the South Africa we aspire to build.

Solidarity CEO urges FlySafair to prioritise pilots' wellbeing in strike standoff
Solidarity's CEO Dr Dirk Hermann urges FlySafair to prioritise people over profits, warning that pilot frustration, driven by poor work-life balance and mistrust, could ground the airline's future in a globally competitive market. Image: Supplied Solidarity union Chief Executive Officer Dr Dirk Hermann has called on FlySafair CEO Elmar Conradie to intervene directly in the airline's ongoing pilot strike, warning that the dispute has exposed a deep crisis of trust between the airline and its highly skilled workforce. In an open letter released on Sunday, July, 27, 2025, Hermann addressed Conradie directly, noting that while neither of them is personally involved in the negotiations, the matter has reached a critical point that requires leadership. 'This open letter deliberately does not form part of the negotiations but is a note between the two of us,' he wrote. Hermann highlighted that more than 90% of Solidarity's pilot members voted to continue the strike even after a new offer from FlySafair, an unprecedented move for a professional group that rarely resorts to industrial action. 'Solidarity members only go on strike as a matter of the highest exception... This case is, however, such a highly exceptional one,' he said. He pointed to a 'complete breakdown of trust' between the airline and its pilots and describes their levels of disillusionment as 'toxic.' Drawing on his academic expertise, Hermann added: 'I did my PhD in Labour Relations, and my topic was alienation. I can tell you that the alienation levels of your pilots are toxic.' A core concern is not just remuneration, but the implementation of a new roster system that significantly impacts work-life balance. Pilots, according to Hermann, are not primarily striking over money but over the loss of meaningful, balanced working conditions. ' They are asking for one weekend off a month,' he explains. 'They are looking for balanced jobs and FlySafair has taken that away from them.' Hermann criticised FlySafair's handling of the strike, especially the decision to respond to a one-day action with a full week-long lockout, now extended. 'They wanted to show what is going on in their hearts, but then they got hit in the pocket. They have been threatened and bullied,' he said. He warned that the airline risks an exodus of pilots to international carriers. While FlySafair achieved record profits in 2024 and reportedly paid out R90 million in shares to executives and R1.31 billion to overseas shareholders, many pilots' salaries remain below pre-COVID levels. Hermann argues that the airline's offer has not kept pace with local and global industry standards, especially given the global shortage of pilots. ' There is a pilot shortage, and it is going to get even worse. This shortage is going to rise above inflation, and so too will their salaries. It is a market reality,' he writes. 'My call to you is to intervene in the negotiations. Don't look at the sums, but at the people. Be internationally competitive with a total remuneration package that surpasses salary. If you don't, it will translate into sums, sums you will not like.' 'You must now land this plane that is on strike. FlySafair, Solidarity union head back to negotiating table after ‘some progress made'

Image: Supplied The mediation process between FlySafair and Solidarity, the labour union representing the carrier's striking pilots, is set to resume on Friday afternoon. 'We have reached a sensitive stage in the discussions and some progress has been made. Parties will reconvene on Friday at 2pm, to continue discussions,' a source at Solidarity told IOL. The strike and lockout conditions remain the same since talks began on Wednesday, the source added, and in the interim, parties have agreed to a media blackout to 'ensure the integrity of the process'. A FlySafair spokesperson told IOL that the airline continues to run a stable, reduced timetable and remains engaged in mediation with Solidarity and the Commission for Conciliation, Mediation and Arbitration (CCMA). The airline has reportedly entered into an agreement with South African Airways (SAA) to operate two of its daily flights under a 'passenger protection agreement'. However, there are fears that flight cancellations could be necessary next week if the strike is not resolved. That's because the pilots who are currently operating FlySafair's reduced schedule could reach their legal flying time limit by then, The Citizen reports. These regulations, designed to prevent fatigue, state that pilots cannot fly for more than 40 hours within a seven-day period. According to Solidarity, the strike was initially meant to last for one day (Monday), in order to get FlySafair to the negotiating table. But it said the airline then responded by locking out the pilots for seven days. Solidarity member pilots are demanding a 10.5% increase for 2025/26, with pilots claiming they're still earning 10% less than pre-pandemic levels. However, FlySafair says that this would amount to a cost-to-company increase of more than 20% once additional demands had been factored in, which it says is an unsustainable escalation for any company. The airline has offered its pilots an 'above inflation' increase of 5.7%. However, the pilot roster system is a significant point of contention for pilots. 'As pilots' workdays often start before sunrise and last until late at night, sufficient rest is of utmost importance for the safety and well-being of pilots and passengers alike. 'In addition, pilots work seven days a week on a rotating schedule, which significantly impacts their family life compared to those who work standard office hours,' Solidarity said. Responding to earlier accusations that pilots were overworked, FlySafair said its captains spent an average of 63 hours in the cockpit last month, which is well within regulatory limits set by the Civil Aviation Authority, IATA and ICAO, which cap flight duty at 100 hours per month. South African intellectuals propose new strategies for economic empowerment

Image: File A recent conference hosted by the FW de Klerk Foundation in collaboration with the Konrad-Adenauer-Stiftung brought together prominent South African intellectuals to discuss alternative ways to empower South Africans and stimulate economic growth. The Constitutional Rights conference, titled "Achieving an Inclusive Economy", featured panellists including Moeletsi Mbeki, Ashor Sarupen, Dr Celeste Campher, Ismail Joosub, and Professor William Gumede. One of the key topics discussed at the conference, hosted by its Executive Director Christo van der Rheede, was the need to rethink the current Broad-Based Black Economic Empowerment (BEE) policy. Mbeki, a prominent economist and businessman, argued that BEE has failed to achieve its intended goals and has instead created a culture of dependency among black professionals. "One of the most important consequences of the BEE combined with public sector salaries is that it disincentivises, especially young black professionals, to become entrepreneurs. It incentivises them to become public sector employees, and this is why South Africa is not building new companies." Gumede, a leading expert on economic development, proposed alternative empowerment strategies that focus on pragmatism and inclusivity. Gumede argued that the current BEE policy has benefited only a small elite group of black individuals, while leaving the majority of South Africans behind. "We need to shift to alternative optics of empowerment," he said. "The way empowerment is structured now is based on giving politically connected ANC leaders and trade union leaders benefits in existing companies. We need to bring small companies into supply chains and manufacturing so that the supply chains are in manufacturing. Secondly, we need to reward skills training and reward employment so that empowerment becomes that if you employ young people.' Gumede said pragmatism was a philosophy that must be implemented in South Africa. 'From South Africa's point of view, we need to focus all our state, economic, and nation-building initiatives on pragmatism… We need to look at what works and what is in the interest of everyone. We need to remove anti-growth policies,' he said. The conference also discussed the need to reduce the public sector wage bill, which is seen as unsustainable and detrimental to economic growth. Campher, an economist and policy analyst, argued that the government should prioritise infrastructure development and job creation over social interventions. "The current public sector wage bill must be reduced drastically to afford the building of public infrastructure," Campher said. "Our roads, harbours, and railway system are in a dilapidated state and must be fixed." Sarupen, a businessman and entrepreneur, proposed a Basic Employment Grant scheme that would provide individuals with a grant in exchange for rendering basic services at the municipal level. Sarupen argued that this approach would not only provide a safety net for the poor but also promote entrepreneurship and skills development. "A Basic Employment Grant should also be integrated with a skills and entrepreneurial development programme," Sarupen said. "Continuing to hand out grants for free perpetuates and has entrenched a dependency culture." One of the attendees of the conference, which was held in Boksburg, Ekurhuleni, said that it highlighted the need for alternative empowerment strategies that prioritise inclusivity, pragmatism, and entrepreneurship. "If we rethink the current BEE policy and promote small businesses and job creation, South Africa can stimulate economic growth and reduce poverty and inequality," he said.
