N Goa ex-collector fails to reply to Shirgao stampede notice

Except for the North Goa collector at the time, Sneha Gitte, all other officers who were issued a show-cause notice in connection with the Shirgao Jatra stampede have filed their replies.
Six people were killed and 74 injured in the stampede.
Recently, Gitte was transferred from Goa to Arunachal Pradesh. Goa chief secretary V Candavelou told
TOI
, 'Due to some reasons, Gitte sought time to reply.'
On May 13, state govt issued show-cause notices to eight officials, including the district magistrate, North Goa SP, deputy collector of Bicholim, DySP of Bicholim, PIs of Bicholim and Mopa police stations, and panchayat secretary of Shirgao.
These officials were on duty during the tragedy and have been transferred since.
Chief minister Pramod Sawant, making the report of the fact-finding committee public, said the report collectively held the temple committee, district administration, district police, village panchayat, and crowd behaviour, particularly that of 'dhonds', responsible for the tragedy.
Based on the preliminary inquiry, govt transferred Gitte, then North Goa SP Akshat Kaushal, Bicholim DySP Jivba Dalvi, Bicholim PI Dinesh Gadekar, and Bicholim deputy collector Bhimnath Khorjuvekar, with immediate effect.
Three of the stampede victims — two women and a 16-year-old boy — were identified as 'dhonds', special devotees of the goddess. The stampede, perhaps the first in the post-Liberation history of Goa, occurred on the second day of the five-day jatra that began on May 3.
The Shree Devi Lairai Devasthan committee said the state administration fell short in making the necessary arrangements for the jatra.

BALLARI: As people continued to defy the helmet rule by riding their bikes without wearing helmets—leading to an increase in motorist deaths in road accidents—the police department strictly implemented the helmet rule in Ballari from Friday. Police have now enforced the rule strictly, making it compulsory for everyone to wear a helmet while riding two-wheelers. Previously, fines were imposed occasionally, but now wearing a helmet is mandatory for all. Ballari SP Dr Shobharani VJ told TOI that people in Ballari were under the impression that they were exempt from wearing helmets due to the district's climatic conditions, where high temperatures are common during the summer. Taking advantage of the soaring temperatures, people had stopped wearing helmets in the district. Though the police fined people for not wearing helmets, many were not concerned. 'Now, we have come out with a strict policy to make it mandatory for motorists to wear a helmet, like their counterparts in other districts and cities. We have started creating awareness alongside imposing fines for helmetless riding. Initially, our police officers will monitor people at major city junctions and circles,' she said. 'We have chosen junctions where motorists are likely to stop, to educate them on the importance of wearing a helmet and also issue fines. If we begin imposing fines everywhere, people might risk their lives trying to escape the fine. So, we have selected key areas to focus on education and enforcement,' she added. The SP pointed out that 226 people died in road accidents in 2022, 252 in 2023, 227 in 2024, and 103 in 2025 up to April. Most of the victims were not wearing helmets. To encourage compliance, the police fined 13,196 people in 2022, 6,971 in 2023, 6,557 in 2024, and 395 until April 2025. 'Despite imposing fines and making repeated efforts to encourage helmet use, people continued to ignore warnings, risking their lives. So, we have now decided to make the helmet rule mandatory in Ballari, just like in other districts.' The rule was enforced strictly from Friday. As part of the drive, 100 helmets, sponsored by local organisations, were distributed to the public to encourage helmet use. 'We also showed appreciation by giving roses to two-wheeler riders who wore helmets. A meeting will also be held with government officials, instructing them to wear helmets compulsorily. Even our own staff will be fined if they do not follow the rule,' she said. Awareness programmes will also be conducted in colleges. Notices have been issued to college principals, directing them to ensure that students wear helmets without fail. Swaminathan also sought to calm investor nerves, stating, 'On IndusInd, the issue should settle down very soon. Governor Malhotra further noted, 'Normally, we do not comment on individual banks. Let us not be speculative on IndusInd Bank fraud." IndusInd Bank has been navigating a troubled phase. A forensic audit is currently underway after it disclosed a Rs 2,000-crore hit to its net worth in March due to lapses in derivatives accounting. Subsequent probes have uncovered additional accounting irregularities. The bank is now in the process of appointing a new leadership team, including a new CEO. SEBI's preliminary findings cited emails showing the senior management was aware of the accounting discrepancies as early as December 2023 and acknowledged their 'huge impact" internally.

Representative AI image PUNE: A woman techie (25) died after jumping off the 21st-floor balcony of her rented flat in a residential society in phase III of Hinjewadi around 4.30am on May 31 She worked with an IT company in Hinjewadi IT Park. Senior inspector Kanhaiya Thorat of Hinjewadi police told TOI, "It is a case of death by suicide. We found a suicide note on her body which said — 'I am done with life. I am sorry, please pardon me.' We suspect the techie was depressed. However, we do not know the reason behind her depression." "We have registered an accidental death case in this regard," Thorat said. According to the police, the techie, a native of Ahilyanagar, went out of her rented flat on May 30. She returned to the housing society around 4.20am on May 31 and went to her flat. She entered the balcony from where she jumped off. Police studied the CCTV footage of the society and found her movements on the premises. She was taken to YCMH in Pimpri and was declared dead. She died of multiple injuries, police added. "After studying the circumstances, we do not believe there is foul play," he said.
