Tamil Nadu: Amendment to Goondas Act notified after governor's nod

CHENNAI: The state government has notified amendments to the Goondas Act to include individuals involved in the illegal dumping or unscientific handling of biomedical waste in Tamil Nadu. Of late, repeated instances of biomedical waste being dumped along the Tamil Nadu-Kerala border had triggered public outcry.
Responding to this, Law Minister S Regupathy introduced a Bill to amend the Goondas Act, 1982, to punish those who dump biomedical waste into Tamil Nadu from the neighbouring states. The Bill was passed in the Assembly and has now been notified following the Governor's assent.
With the notification, the amended Act empowers authorities to detain, without trial, preventing them from engaging in 'dangerous activities prejudicial to the maintenance of public order'. The amendment also brings economic offenders under the ambit of the Act.

Guwahati: The National Investigation Agency ( NIA ) on Friday formally charged Ulfa (Indepedent) chief, Paresh Baruah, and two other cadres of the proscribed outfit, in connection with a terror plot to carry out multiple improvised explosive devices (IEDs) blasts in Assam on Independence Day , last year. The chargesheet has been filed in a Guwahati court against the three accused — Baruah, also known as Paresh Asom, Kamruj Zaman Khan, Nur-uz-Zaman, Zaman bhai, Pradip and Paban Baruah — besides naming Abhijit Gogoi alias Abhijeet Gogoi and Jahnu Boruah alias Arnob Asom alias Huntu. "The trio were found to be a part of an Ulfa(I) conspiracy to trigger multiple IED blasts across Assam, including at Dispur Last Gate, to disrupt the I-Day celebrations last year," the agency stated. The three have been charged under various sections of the Bharatiya Nyaya Sanhita (BNS), the Unlawful Activities (Prevention) Act and the Explosive Substances Act. Mangaluru: All India Practising Lawyers Council president and high court advocate S Balan demanded that the murders of Ashraf and Abdul Rahiman be handed over to the National Investigation Agency (NIA). Balan told reporters here on Saturday that the murders of Ashraf and Abdul Rahiman are 'community-targeted killings', which is a scheduled crime. He demanded an NIA probe into it, besides invoking the Unlawful Activities (Prevention) Act (UAPA) against the accused in both cases. Balan, who led a fact-finding delegation of the council, said that Rahiman of Kolthamajalu was a victim of community-targeted murder. "The accused in the Rahiman murder case were very close to the family of the deceased. We visited Rahiman's house and interacted with the family and relatives. Those accused participated in the protest meeting held in Bajpe, where leaders made provocative speeches. The police should not have allowed the VHP to hold a public rally in Bajpe after the murder of Suhas Shetty," he said. Further, Balan said that Ashraf, who was mob lynched in Kudupu, did not have any connection to the communal crimes reported in the district. He said that the murder case of rowdy-sheeter and Hindutva activist Suhas Shetty was referred to the NIA, even though it was an 'individual targeted revenge killing', a non-scheduled crime. "Handing over Shetty's murder to the NIA is a misuse of constitutional provisions and political power," he said. On the involvement of PFI members in the murder of Shetty, which was considered a ground for an NIA probe, Balan said PFI is not a declared terrorist organisation, but only an unlawful association. Balan stressed the need for the state govt to amend the Karnataka Control of Organised Crimes Act, stating that existing laws cannot curb hate speech. New Delhi [India], June 14 (ANI): The National Investigation Agency (NIA) chargesheeted three people accused in the case relating to the ULFA (I) conspiracy to carry out multiple IED blasts in Assam on Independence Day in 202. The chargesheeted have been identified as Paresh Baruah, Chairman and SS Commander-in-Chief of the proscribed terrorist groups ULFA, along with Abhijit Gogoi and Jahnu Boruah. The three have been charged under various sections of BNS, UA (P) Act and The Explosives Substance Act. The trio were found linked with the IED planted by the terror outfit at Dispur Last Gate, Guwahati, Assam, as part of the ULFA (I) conspiracy to trigger multiple IED blasts across Assam, including at Dispur Last Gate, to disrupt the I-Day celebrations last year. NIA, which took over the case in September 2024, found during investigation that the IEDs had been planted to cause like death/injuries to persons and/or loss/damage/destruction to property, with the intent to threaten the unity, integrity, security and sovereignty of India, and to strike terror among the people of the country. Investigations in the case RC-03/2024/NIA-GUW are continuing. Earlier in the day, NIA chargesheeted 17 accused, including 16 absconders, in the 2024 case of attacks on CRPF camps by CPI (M) terror operatives armed with automatic weapons and BGLs in Chhattisgarh, according to an official statement. One of the accused is under arrest and is identified as Sodi Baman, aka Deval. The absconders include two Central Committee Members (CCM), two Special Zonal/ State Committee Members (SZC/SCM) and other top cadres of PLGA BN No. 01, Telangana State Committee and Pamed Area Committee. The chargesheet filed on Friday before the NIA Special Court at Jagdalpur has charged all of them under various sections of the IPC, Arms Act, Explosive Substances Act, and UA(P) Act, the statement added. The case RC-01/2024/NIA/RPR relates to the attack on CRPF's new camp at Dharmavaram and two adjacent CRPF/CoBRA camps at Chintawagu and Pamed in District Bijapur, on January 16, attackers had attempted to loot weapons and other belongings of the security forces from the camps. Twelve CRPF personnel at the Dharmavaram CRPF camp, which was set up on 17th December 2023, were injured in the attack. NIA had taken over the case from the local police on February 9 2024, and registered it against 21 named and 250-300 unknown armed cadres of the proscribed terrorist organisation CPI(Maoist). (ANI)
