Centre flags cyber threats after halt in fighting with Pakistan

New Delhi: After the ceasefire between India and Pakistan, several advisories have been sent out this week within the government of India to guard against the ongoing
cyber warfare
, ET has learnt.
On May 12, the
National Informatics Centre
(NIC) is learnt to have cautioned all ministries and government departments on the "heightened threat perception in cyberspace" and the security measures that need to be undertaken to protect all government communication.
On May 10, all secretaries across ministries were asked to initiate an "internal Cyber Security Preparedness Exercise" in view of the "growing
cyber threats
and incidents across the nation". It was observed that the rapid advancement of technologies has "widened the attack surface and intensified the complexity of cyber risks".
On April 24, an '
emergency security alert
' of high 'severity' was issued to safeguard all government websites, applications and ICT infrastructure and all 'critical' government applications were placed behind specialised firewalls.
The Ministry of Electronics & Information Technology, NIC and India's computer emergency response team, Cert-in, among others have been fighting heavy cyber-attacks since the April 22 terror attack. ET first reported on how over 30-40 major cyber attacks were being warded off daily across government interfaces with the financial and power sectors and data centres being the primary targets.

Most of the cyber attacks have aimed at defacement, data breach and rendering the website dysfunctional by flooding it with artificial traffic.
Pointing to the "prevailing geo-political situation and increased threat perception in cyberspace", all were advised to be alert and to ensure proper cyber security hygiene and best practices were followed both at personal desktop/laptop level as well as at application, database, server, data centre and network level.
All organisations have been asked to ensure immediate implementation of
cybersecurity best practices
ranging from regular password changes, use of strong and unique passwords, avoidance of suspicious or spam emails to ensuring removal of unmanaged LAN network devices from the network, upgrading the operating systems of all PCs/devices to the latest versions/patches, and removing obsolete equipment from the network.
Each ministry has been directed to conduct internal cyber security preparedness exercises through their deputed Chief Information Security Officers to "stay ahead of the evolving cyber threats and foster a proactive, adaptive security culture at all levels".
The critical nature of the e-office which hosts all government communication was also underlined by the NIC and Cert-in with several advisories on following VPN access protocol strictly, avoidance of public computers and devices and so on. It was underlined that government personnel must not store credentials on phone/computer or exchange any sensitive information through third party messaging apps/email or social media.
Specific security instructions have been sent to all those involved in testing, audit, operations and troubleshooting of any government website or application or database or ICT infrastructure/services.

India is in talks with China on ensuring the supply of permanent magnets derived from rare earth minerals but is also working on 'alternate sources' for the critical components, commerce and industry minister Piyush Goyal said. He said the government is in constant touch with Indian industry to speed up the development of local sources. China, which controls 90% of the supply of rare earth magnets, has imposed curbs on supplies. These magnets are essential inputs in the manufacturing of cars, electric vehicles and renewable energy equipment, among others. 'There is a concern... our embassy is in dialogue with them (China)... commerce and industry ministry is also working,' Goyal said, adding that the government had already begun work on developing alternate sources. 'Hope Good Sense Prevails' Goyal was speaking to reporters after his interaction with local industry in Bern. "In a way, it's a wake-up call for all those who have become over-reliant on certain geographies. It's a wake-up call for the whole world that you need trusted partners in your supply chain,' the minister said. Auto industry and other industry bodies have represented the matter to the government seeking an early resolution of the problem. China had in April mandated special export licences for seven rare earth elements and related magnets. It is seeking an undertaking that permanent magnets it supplies will not be re-exported to the US, nor will they find applications in the defence industry. ET reported on June 4 that nine auto component manufacturers have received endorsement from the Chinese embassy in India for importing critical rare earth magnets, but supply has not resumed as the neighbouring country's commerce ministry has not given its nod. "Obviously, there are issues around the stopping of permanent magnets from China to India, which will affect our auto sector, particularly, and several white goods and other sectors. Some companies have put in their applications, and we hope that good sense prevails and they get their approvals for permanent magnets," the minister said. The Centre is also looking to Indian Rare Earths Ltd to speed up the development of domestic resources, Goyal said. Asked if the government will consider a production-linked incentive scheme for these magnets, Goyal said he had discussed the matter with the auto industry and was confident of resolving the matter. "They are in dialogue with our innovators, startups and they say they will take care of any funding requirement or pricing correction that may need to encourage faster rollout and growth of this sector," Goyal said. On alternative sources, the minister said these could also be some technologies that India is developing. "The government, the industry and startups and innovators are all working as a team and we are confident that there may be a problem in the short run but we will emerge winners in the mid to long runs," he said. The Chief Electoral Officer (CEO) of West Bengal has directed the District Electoral Officer (DEO) and district magistrate of South 24 Parganas district to enquire and report on a person who is reportedly listed as a voter in South 24 Parganas district's Kakdwip but at the same time was allegedly involved in Bangladesh's students' movement last August. "We have requested the concerned DEO and DM South 24 Parganas to enquire and report to us," WB-CEO Manoj Agarwal told ET. Several photographs of the alleged person, identified as Niutan Das , participating in the 2024 quota reform protests in Bangladesh, which toppled the Hasina government in Bangladesh, have reportedly surfaced online, people in the know said. Das has claimed Indian citizenship and has documents, including a PAN card and Aadhaar card, to support his claim, sources said. Das has claimed that he has Indian citizenship and had gone to Bangladesh and was caught during the protest. ET couldn't independently verify the authenticity of the photos, videos or the documents. "In 2024, I had to travel to Bangladesh in connection with our ancestral property and was caught up in the revolution there. I have been a voter in Kakdwip since 2014. Although I lost my voter card in 2017, I managed to get a new one in 2018 with help from local MLA Manturam Pakhira. I had cast my vote during the 2016 Bengal assembly elections," Niutan has claimed in a video message. He did not clarify if he resides in India or Bangladesh and if he is also a Bangladeshi citizen. Conflicting statements have emerged with Niutan Das's cousin, Tapan, telling media persons that Niutan was "born in Bangladesh and exercises voting rights in both countries. He came to India after the pandemic to sell some ancestral land and has stayed here since." A political slugfest began when a photograph of Niutan Das cutting a birthday cake in the presence of Trinamool's Sundarbans organisational district student wing president Debashis Das, came to the fore. Debasish clarified that he knew Niuton Das but had no idea that he was a Bangladeshi citizen. The authenticity of the video could not be ascertained by ET independently. "The photo going around was taken at a birthday celebration. I urge the authorities to investigate," he added.

The government plans to revamp the electricity index in the Consumer Price Index (CPI) to capture slab-wise power consumption in the country, people familiar with the development told ET. The move is a part of the overhaul of the current CPI to better capture price trends and the cost of living. Currently, electricity prices in the CPI are recorded on a per unit volume basis. It will offer a more comprehensive view in terms of the burden on households," said Sakshi Gupta, principal economist at HDFC Bank . She added that this will also allow the CPI basket to better capture seasonal variations. For instance, during summers, electricity usage typically rises in the North, which the slab-wise data will capture better, Gupta explained. "If you are using per-unit cost, then you are not capturing the increase in consumption." Live Events Electricity accounts for 2.26% weightage in the CPI. The electricity index recorded an average inflation of 6.4% in FY25 compared to 9.7% in FY24. The Housing Index will also undergo changes in the new CPI series, set to be released in the first quarter of 2026. Under the revamped series, the housing index will exclude employer and government provided accommodation, ET has learnt. "The current house price index underestimates the money spent on housing," noted Gupta. Although government-provided housing accounts for a lower share of the CPI basket and does not reflect the overall market, it tends to influence the headline inflation. Housing inflation declined to 2.8% in FY25 from 3.9% in FY24. "Rentals in non-government and non-employer housing are significantly higher, as recent trends from other price indices or anecdotal evidence have shown," said Gupta. Housing accounts for 10.07% weight in the CPI. The current CPI series, with a base year of 2012, covers only the urban sector. The new series will also include a rural housing index, as consumption surveys indicate spending on house rents in rural areas.
