Escape from Tibet: How Nehru, despite concerns, granted the Dalai Lama asylum

In the history of Tibet and Indo-China relationship, April 26, 1959, was a turning point. Having fled his homeland following China's invasion, the Dalai Lama met Prime Minister Jawaharlal Nehru who declared that the spiritual and political leader of Tibetan Buddhists 'should be allowed to live in peace' in India.
On Wednesday, the Dalai Lama, who turns 90 on July 6, reiterated that the institution would continue and only his Gaden Phodrang Foundation would have the authority to recognise the reincarnation, ending uncertainty on whether he will have a successor or not after his death.
The Dalai Lama, who is the 14th to hold the title, made the announcement from Dharamshala in Himachal Pradesh, where all those decades ago he set up the Tibetan government-in-exile. At the time, following his arrival in the country, Nehru had told the public that the Tibetan spiritual leader 'had to undertake a very big and difficult journey' before meeting him.
'… The circumstances of the journey were also painful to the Dalai Lama,' the PM said, adding it was 'only proper that the Dalai Lama should get an opportunity in a peaceful atmosphere to consult his colleagues on the ups and downs in Tibet and get over the mental strain'.
The journey up to that point was long and arduous. Following China's occupation of Tibet and the violent repression that followed, the Dalai Lama and several other Tibetans left for India. The Dalai Lama, his family members, bodyguards, and fellow Tibetans were received by Indian border guards at the Khenzimane Pass in Arunachal Pradesh on March 31, 1959. On April 2, Indian government officials formally welcomed him at the Chutangmu outpost on April 2, 1959, and took him to the Tawang monastery. The following day, the Nehru government announced it had granted the Dalai Lama political asylum.
Subsequently, P N Menon, the former Consul-General in Lhasa and PM Nehru's envoy, welcomed the Dalai Lama and carried messages from the government.
The Dalai Lama eventually moved to Tezpur in Assam, where he released his first statement from Indian soil. On April 18, 1959, he criticised China for shelling the Norbulingka Palace, one of his residences in Lhasa, the month before. He expressed his deep gratitude to the Government of India and thanked the Indian public for their 'spontaneous and generous welcome'. In the same statement, the Dalai Lama mentioned he came to India 'of my own free will and not under duress'.
For Nehru, too, it was not all smooth sailing when it came to granting the Dalai Lama asylum. The PM faced immense criticism, with many warning him of the consequences of 'antagonising China'.
V K Krishna Menon, who was then India's Defence Minister, is said to have raised objections to the asylum at a crucial Cabinet meeting,
Bharatiya Jan Sangh leader Deendayal Upadhyay had said the move 'obstructs, rather than helps, fulfillment of this objective [of actively supporting Tibet's struggle for independence'.
The day the Dalai Lama released the statement from Tezpur, China officially lodged its protest, accusing India of meddling in its internal affairs. Beijing insisted that the Dalai Lama 'be returned'. That laid the foundation of a future deterioration of Indo-China relations and eventually led to the 1962 Sino-Indian war.
Nehru, however, cited 'moral and humanitarian' grounds to allow the Dalai Lama entry into India and also the decision to grant him political asylum. In October 1959, the PM told Parliament, 'Very probably, the Tibetan developments have angered and soured the minds of the government in China, very likely… And perhaps they have reacted strongly to what we have done, I mean, to the asylum we have given to the Dalai Lama.'
Before getting political asylum, the Dalai Lama had visited India in 1956. Along with the Panchen Lama — considered second only to the Dalai Lama in spiritual authority in Tibetan Buddhist culture — they were in India for the 2,500th anniversary of the Buddha's parinirvana.
At the time, they had informed Nehru of the conditions in Tibet after China went back on its terms of the 1951 agreement on Tibet's autonomy. Then Chinese Premier Zhou Enlai was also present in New Delhi and had detailed discussions with Nehru about Tibet and assured the PM that Beijing would honour Tibet's autonomy. It was upon these assurances and Nehru's advice that both the Dalai Lama and Panchen Lama returned home.
In The Dalai Lama: An Extraordinary Life, Alexander Norman writes that the Dalai Lama had made clear to Nehru his intention to seek asylum in India. But the PM did not seem to fully commit, reportedly saying that India could not support him at the time.
According to another renowned Tibetologist and author Claude Arpi, the Dalai Lama sent a telegram to Nehru on March 26, 1959, in which he wrote: 'Ever since Tibet went under the control of Red China … We are entering India via Tsona. I hope that you will please make necessary arrangements for us in the Indian territory. Confident of your kindness…'
According to Arpi, Nehru replied to the Dalai Lama's telegram on April 3. In it, the former PM provided details of the officers who would be meeting the Dalai Lama and facilitating his travel. (Check dates, not matching)
In the same letter, Nehru told the Dalai Lama that the Indian government had not yet decided where he should stay. The PM wrote (separate letter, if so, to whom): 'We are instructing P N Menon (former Consul-General to Lhasa) to inform the Dalai Lama orally that it would be best for him not to issue any long statements to the press here at this stage. The Dalai Lama will undoubtedly appreciate the inadvisability of saying anything which would cause embarrassment to him and to us.'
After Tezpur, the Dalai Lama lived in Mussoorie (now in Uttarakhand) for several months. In 1960, upon the invitation of the government, he moved to McLeodganj in Dharamshala and has been there since then, with the town becoming the centre for Tibetan cultural and political activities in exile.

New Delhi: Sounding a note of caution, former RBI Governor D Subbarao on Monday said that 'Make in India' should not transform into 'Make all that India needs' as it would hurt investments in the country and impact productivity. Subbarao further said the punitive 50 per cent tariffs on Indian exports imposed by the US will raise the costs of Indian goods in the most important overseas market, which is America. "If 'Make in India' degenerates into 'Make all that India needs', we risk losing the chance to attract investment away from China. "The tariffs remind us that openness, not isolation, is the path to sustainable growth," he told PTI in an interview. Subbarao said the success of 'Make in India' hinges on competitiveness, not protectionism. "Atmanirbhar Bharat, an aspiration that the Prime Minister reiterated in his Independence Day speech, must mean strategic self-reliance in sensitive areas like defence and energy, not blanket self-sufficiency," he said. According to him, 'Make in India' was conceived as positioning the country as an export-driven manufacturing hub-making in India, not just for India, but for the world. "Punitive US tariffs cut directly into this ambition by raising the cost of Indian goods in our most important overseas market," Subbarao said, adding that investors considering India as an alternative to China in their China+1 diversification strategy will hesitate to lock into an India that is saddled with the highest tariffs in Asia. Prime Minister Narendra Modi, in his Independence Day address, had said that for a nation, the biggest basis for self-respect ('atmasamman') is still 'atmanirbharta' (self-reliance). "And, the basis for 'Viksit Bharat' is also 'Atmanirbhar Bharat'". Responding to a question on impact on the impact of 50 per cent tariffs on India's exports and competitiveness, Subbarao said America is India's single largest export market, accounting for nearly 20 per cent of our total exports and over 2 per cent of GDP. "A 50 per cent tariff - even after exempting pharma and electronics - would hit at least half of our exports, especially in labour-intensive sectors such as textiles, gems & jewellery, and leather," he said. Subbarao also pointed out that the current exemptions on pharma and electronics are not permanent; ongoing reviews could bring them under tariff in the future "More worrying is that India now faces the highest tariff in Asia, far above Bangladesh (20 per cent), Vietnam (20 per cent), and Indonesia (19 per cent). This undermines our China+1 aspiration at a critical moment," he said. The former RBI Governor noted that the joint pledge by Modi and Trump at their February meeting to more than triple bilateral trade to USD 500 billion by 2030 now looks unrealistic. "While assessing the potential impact on our exports, we must also reckon with the possibility of China dumping in world markets to offset the loss of its US market. "To the extent these are markets where we compete, our exports to destinations outside of the US will also be hit," he said. Asked if it is at all possible for India to yield a little in giving access to the US in the agriculture and dairy sector, Subbarao said agriculture and dairy are politically sensitive sectors in India, providing livelihoods to millions, and tied closely to the country's food security. "A blanket opening to US imports is neither feasible nor desirable. "However, some calibrated flexibility could help unlock the impasse in negotiations," he said. According to him, this might mean limited tariff-rate quotas, selective product lines, and sanitary and phytosanitary alignment in exchange for significant gains in US market access for India's exports. Noting that any such opening should be phased, targetted, and paired with a strong backstop for farmers - investment in cold chains, productivity upgrades, and rural support programs, Subbarao said," India must protect its red lines but should not reject pragmatic compromises that deliver broader trade benefits." Asked if it is possible to pare down Russian oil imports, he said if India were to suddenly pivot from Russia to the Gulf, global oil prices would spike because neither US shale nor OPEC can ramp up supply quickly. "The effect would be to raise the global crude price, hurting India's current account, weakening the rupee, and fuelling inflation pressures," Subbarao said, adding that, in short, moving away is not a simple solution. He observed that the pragmatic course is gradual diversification - adding Middle Eastern and African barrels over time - while retaining flexibility to protect national energy security. "Currently, we import about 1.7 million barrels a day of Russian oil. There is an argument that since the Russian discount has fallen to USD 5 per barrel, the cost of switching away is less than 0.1 per cent of GDP," he added. On the impasse on India-US trade talks and what should be India's negotiating strategy going forward, Subbarao said a balanced agreement is possible if both sides focus on comparative advantages rather than deficits. "Our strategy should be pragmatic: resist emotional reactions, identify win-win sectors, and push for preferential access in labour-intensive industries, while offering selective concessions where feasible," he said. For India, America is the largest partner and one of the few countries with which it enjoys a trade surplus.

The next frontier for India: Building a 'frugal economy'

I am amazed how fast India is growing economically. In 2007, we felt proud when India became a $1 trillion economy. Today, a single state - Tamil Nadu - is on its way to become a $1 trillion economy by 2032. There are, however, no guarantees India will - and could - keep on growing forever and become Viksit Bharat in 2047. As much as 54% of India is already facing severe water stress. Thirteen of the 20 most polluted cities in the world are in India. According to Azim Premji University researchers, over 500 districts across India will grapple with a temperature increase of 1°C or more in the coming decade. Meanwhile, to keep its economic engine humming, India must create a whopping 115 million jobs by 2030, especially in the manufacturing sector. We must also bridge the gnawing North-South economic divide by distributing growth opportunities all across India. Given this hash reality, India can't afford to pursue hypergrowth like the US. If we Indians start to produce and consume like Americans do, we would need five planets to supply us in resources and absorb our waste, which is not sustainable. Live Events India could not afford degrowth either. Degrowth is now a popular concept in Western economies, which have reached peak growth. Hence, India must avoid the two extremes - hypergrowth and degrowth - and choose a wise middle path of inclusive and sustainable growth that benefits all Indians. This third way is what I call a Frugal Economy, which aims to create greater economic, social, and ecological value while also minimising resources and emissions. This frugal economy is no utopia. It is rapidly emerging and is supported by three core pillars. The first pillar of the frugal economy is business-to-business (B2B) sharing. Rather than compete, Indian companies must learn to cooperate and share their resources to co-create value together. These resources can be waste, equipment, vehicles, personnel, and even intellectual property. In Kalundborg, an eco-industrial park in Denmark, a dozen co-located companies share energy, water, and waste materials with each other as an integrated ecosystem. This mutually beneficial sharing is called industrial symbiosis. In India, startups are using AI to build digital platforms that enable Indian small businesses to share their logistics and manufacturing capacity. Vahak is an online logistics marketplace that aggregates multiple shipments in a single load. Vahak increases the trucks' fill rate - which creates more income for small carriers - and reduces carbon emissions. The second pillar of the frugal economy is distributed manufacturing. Eschewing the centralised mass-manufacturing model espoused by China, which is energy-intensive and polluting, India can pioneer a decentralised manufacturing model where companies produce personalised goods and services closer to where customers live by leveraging local resources. The third pillar of frugal economy which I call triple regeneration. Sustainable businesses cut their carbon footprint and reduce and recycle their waste. But regenerative businesses go one step further and vie to boost the health (swastha) and vitality (prana) of people, places, and the planet altogether.
