Council votes to close Sandpoint Beach following drowning death of swimmer

Windsor city council has decided to close Sandpoint Beach following the drowning death of a 15-year-old last month.
Councillors say they want to wait until a coroner's investigation into this death is complete before deciding next steps.
"Before we make any decisions on this, I'd really like to see that report and see some of the recommendations," said Coun. Gary Kaschak.
On May 19, OPP divers recovered the body of a 15-year-old who disappeared in the water near the beach the previous day.
Police said two teenagers were swimming just west of the beach when one went under the water and did not resurface.
The Office of the Chief Coroner of Ontario has confirmed it will be investigating the teen's death.
Coun. Jo-Anne Gignac, who agreed with Kaschak on the need to look at the recommendations, put forward the motion to close the beach pending the outcome of the report.
"We have to stop and take a sober second look at whether or not the area will be ever be safe. And I'm not convinced of that," she said.
9 deaths in 4 decades
Nine people have drowned while swimming in the beach area since 1986. The western edge of the beach, which has signage and fencing to deter swimmers, drops off sharply in depth and there is a strong undertow.
The city has approved a $15-million long-term plan to relocate the beach a short distance to the east and make other enhancements to the area.
Coun. Angelo Marignani, who represents the area, put forward a motion to accelerate that plan, which failed.
Kaschak said that he appreciates Marignani's intent to keep the beach open, but without knowing if the area is ultimately safe, he suggested council could be "throwing good money at a bad situation."
The city hasn't said when the closure will start, and it's unclear if the entire beach will be shut down, or just access to the water.

According to a social media post on Tuesday, the Saskatoon Police Service (SPS) received a call in the early hours of Monday from a man in the Middle East who claimed to have come across a livestream of a man 'committing an indecent act in a room a young girl was present in.' The man from the Middle East said he had been using a randomized online chat room when he came across the livestream. He provided details and screenshots to the SPS, which led police to investigate two addresses in Saskatoon that were identified as possibly being involved. After speaking to the residents at both addresses, police determined they were not involved and continued their investigation. Meanwhile, the man from the Middle East had re-matched in the chat room with the same suspect and provided police more evidence to assist in the investigation, according to the post. With the additional evidence, officers determined the suspect to be at a residence in Regina. Officers with the SPS contacted the Regina Police Service (RPS) to conduct a call for service at a home in Regina to make sure the young girl was safe. When RPS officers arrived at home, they found the 51-year-old suspect and a five-year-old girl. The man was arrested and has been charged with one count of making child pornography. The man's electronic devices were seized, with the Saskatchewan Internet Child Exploitation Unit continuing to investigate. According to the SPS, victim services are also involved to support the child while the investigation continues. 'Across international borders and provincial jurisdictions, this is a definitive example of how one report can be the difference in rescuing a victim of crime,' the social media post read, with police urging those to report sexual exploitation crimes to local police or the Canadian Centre for Child Protection.

A nine-year-old boy has been reported missing to the Kamsack RCMP Wednesday morning. Damaris Cote, who also goes by Maris, was last seen on July 30 at 12:10 a.m., on the Cote First Nation. Since he was reported missing, police have been searching places where he usually visits and following up on reports. They are asking for any information people may have on the nine-year-old's location. Cote is four foot nine inches tall and weighs about 100 pounds. He has brown eyes and medium-length black hair.
