What is an NCAA show-cause penalty?
A show-cause penalty is used by the NCAA in cases involving serious rule violations and effectively pin a coach to his or her infractions for a certain amount of time. These orders include specific punishments that follow a coach across any job he or she may be interested in taking in the future. In Harbaugh's case, the NCAA ruling "restrict[s] him from all athletically related activities during the show-cause period." That effectively bans him from coaching in the college ranks for the next 13 years.
It doesn't necessarily mean teams can't hire him, but he'll be beholden to the NCAA restrictions throughout his tenure. An interested team could plead its case to why a coach should be freed from his sanctions to take a new job -- showing cause as to why this new program shouldn't be penalized for hiring someone who has a checkered past. They'd have to lay out their argument to an NCAA panel and report back to that panel every six months to update it on the coach in question's progress.
The NCAA cannot fire coaches. They can make them incredibly difficult to employ and make almost every other candidate in a job search more appealing. That's the show-cause penalty in a nutshell.

Stefanski likely to reveal Browns' starting QB for opener this week
CLEVELAND (AP) — Coach Kevin Stefanski is expected to announce this week the Cleveland Browns starting quarterback for the Sept. 7 opener against the Cincinnati Bengals. 'I want to get through the next couple days. But certainly that's something that we're going to do here sooner than later,' Stefanski said on Sunday about announcing his starter. 'I need to get the football team in here, talk to the players, those type of things.' The Browns were off on Sunday after their 22-13 victory over the Philadelphia Eagles. They return to work on Monday with practices leading up to Saturday's preseason finale over the Los Angeles Rams mostly being geared like a normal game week. 'We'll give the guys a normal game plan as you would get ready for the game," Stefanski said. "We will do more competitive periods than we would say in the regular season, so we'll do plenty of Browns versus Browns in practice, as well as introducing carded periods where we'll be simulating the Rams offense and defense.' Joe Flacco has not played in either preseason game, but has seen most of the first-team snaps throughout camp as well as getting plenty of work in joint practices against Carolina and Philadelphia. The 40-year old Flacco is the only one of Cleveland's quarterbacks in the four-way competition that has not been sidelined because of an injury during training camp. Kenny Pickett has been mostly limited the past couple of weeks after suffering a hamstring injury on July 26. Shedeur Sanders missed the second day of joint practices against the Eagles and did not play in the game after suffering an oblique injury last Wednesday. Stefanski was optimistic that Pickett or Sanders could possibly return to practice sometime this week. Sanders got the start against Carolina and completed 14 of 23 passes for 138 yards and two TD passes. Dillon Gabriel, who did not play in the preseason opener at Carolina on Aug. 8 because of a hamstring strain, played the first half against the Eagles. In five series, he completed 13 of 18 passes for 143 yards. Three of the drives resulted in points while the other two ended with turnovers, including a 75-yard, pick-6 by Eagles safety Andrew Mukuba. What pleased Stefanski the most about Dillon was that he completed all six of his passes on third down. The Browns were 6 of 8 on third down in the first half. 'Protection was good. The San Bernardino County Sheriff's Department (SBCSD) revealed in an update on Saturday, Aug. 16, that investigators found 'inconsistencies' in a statement made by Emmanuel's mother, Rebecca Haro, over his alleged kidnapping on Aug. 14. 'Investigators interviewed multiple individuals, including Emmanuel's parents Jake and Rebecca Haro,' the SBCSD said in a news release. 'During those interviews, Rebecca was confronted with inconsistencies in her initial statement and declined to continue with the interview.' Investigators 'cannot rule out foul play' in the disappearance of Emmanuel as a result, according to the police statement. At around 7:47 p.m. local time on Aug. 14, deputies responded to reports that Emmanuel went missing in Yucaipa from the 34000 block of Yucaipa Boulevard, according to police. Rebecca, who obtained a black eye, allegedly told police at the time that she was attacked outside a store before her son was allegedly kidnapped. 'Investigators from our Specialized Investigations Division are continuing to investigate the reported kidnapping of a seven-month-old, after the child's mother reported being attacked outside a retail store on Yucaipa Boulevard last night,' authorities wrote on X. 'K9 scent-tracking dogs were deployed but the child was not located. No suspect information is available at this time.' Rebecca had visited a park for her son's football practice with her husband and their two other children and drove to a Big 5 Sporting Goods store to pick up a mouthguard for her son when the incident occurred, according to KTLA. 'I was going to get the diaper and somebody said, 'Hola,' and I don't remember anything since,' she told the outlet. Rebecca told ABC 7 Eyewitness News, 'I got him out of the car seat, and I laid him down so I can get his diaper ready ... all I remember, I saw white ... I fell on the floor, and as soon as I got up, I couldn't find my son.' She said she 'checked all around my truck' and ran into the store before calling 911.
