Haiti to send 400 police officers to Brazil for training as gangs seize more territory
Currently, Haiti only has about 10,000 police officers and 1,300 soldiers protecting a country of nearly 12 million people, said Fritz Alphonse Jean, leader of the transitional presidential council.
A total of 700 Haitian police officers and soldiers will be trained by foreign countries in upcoming months and will then join a Kenyan-led, U.N.-backed mission in its fight against gangs.
'Haiti is weak, and we need special training,' Jean said during a rare press conference held for international media.
Last week, 150 Haitian soldiers were deployed to Mexico for training as gangs that control up to 90% of the capital, Port-au-Prince, encroach on more territory.
From October 2024 to June 2025, more than 4,800 people across Haiti were killed by gang violence. Hundreds more have been injured, kidnapped, raped and trafficked, according to the United Nations.
Gang violence also has displaced more than 1.3 million people in recent years, with Jean noting that the government is trying to ensure that Haitians are able to return home soon. The government has started distributing money to some of the tens of thousands of people crowded into schools and makeshift shelters.
Jean is leading a council tasked with organizing general elections by February 2026, but ongoing gang violence is threatening that deadline.
'We are doing everything possible so we can hold elections,' he said, declining to provide a date.
Haiti hasn't held general elections in almost a decade, with its last president, Jovenel Moïse, slain at his private residence in July 2021. Gang violence has since surged in the aftermath of the slaying.

Puerto Rico declares emergency and activates National Guard over water outages
SAN JUAN, Puerto Rico (AP) — Puerto Rico's governor declared a state of emergency on Wednesday and activated the National Guard after thousands of homes were left without water. Nearly 180,000 customers were affected at the peak of the outage late last week. As of Wednesday, nearly 3,000 customers were still without water, including nearly a dozen hotels, according to Gov. Jenniffer González. The problem has angered many on the island of 3.2 million people, especially because the state water and sewer authority has declined to name the company responsible for damaging a main water line while repairing a road last week. Municipal officials have set up water distribution points and have gone home-to-home to distribute drinking water, with the National Guard now expected to help with those duties. 'As long as I have 11 hotels without water and residents without service, of course we have an emergency,' González said. The governor also named a special coordinator charged with stabilizing the water system, investigating the water and sewer authority and determining how the incident occurred. He is expected to issue a report in the next 10 days. González said that the water and sewer authority's executive director, who has come under fire, would remain in that position. B.C. creates new 12-member RCMP unit to combat human trafficking
The B.C. government has announced it will fund a new police unit to investigate human trafficking crimes and expand support for victims. The 12-member counter-human-trafficking unit will include two teams, Minister of Public Safety and Solicitor General Nina Krieger said at a news conference Wednesday. The education team will train officers throughout B.C. on how to identify and respond to human trafficking incidents, and how to differentiate between what is and isn't human trafficking, Krieger said. She said people who engage in sex work by their own choice are not the targets of the province's efforts. The investigative team will lead multi-jurisdictional operations throughout B.C. Chief Supt. Elija Rain, officer in charge of the B.C. RCMP major crime section, said human trafficking is difficult to detect and investigate. "The creation of the new B.C. RCMP counter-human-trafficking unit strengthens our ability to investigate these crimes, target traffickers through intelligence, education and investigative means," Rain said at the news conference. There were 43 incidents of human trafficking reported to police in B.C. in 2023, but Rain said human trafficking is "hidden in plain sight" and added statistics are "grossly underreported." "We anticipate that, within a year, we're going to see a significant rise in stats," Rain said, and added the crimes hit "all four corners of this province." Krieger said this work was previously done through a counter-exploitation unit with two officers. Funding for the new unit will come from the province's $230-million allocation to the RCMP provincial police service to hire 256 members over three years in specialized units, such as major crimes, internet child exploitation and the B.C. Highway Patrol.
