India seeks AI breakthrough - but is it falling behind?

Two years after ChatGPT took the world by storm, China's DeepSeek has sent ripples through the tech industry by collapsing the cost for developing generative artificial intelligence applications.
But as the global race for AI supremacy heats up, India appears to have fallen behind, especially in creating its own foundational language model that's used to power things like chatbots.
The government claims a homegrown equivalent to DeepSeek isn't far away. It is supplying startups, universities and researchers with thousands of high-end chips needed to develop it in under 10 months.
A flurry of global AI leaders have also been talking up India's capabilities recently.
After being initially dismissive, OpenAI CEO Sam Altman this month said India should be playing a leading role in the AI revolution. The country is now OpenAI's second largest market by users.
Others like Microsoft have put serious money on the table – committing $3bn (£2.4bn) for cloud and AI infrastructure. Nvidia's Jensen Huang also spoke of India's "unmatched" technical talent as a key to unlocking its future potential.
With 200 startups working on generative AI, there's enough entrepreneurial activity under way too.
But despite having key ingredients for success in place, India risks lagging behind without basic structural fixes to education, research and state policy, experts say.
China and the US already have a "four to five year head-start", having invested heavily in research and academia and developed AI for military applications, law enforcement and now large language models, technology analyst Prasanto Roy told the BBC.
Though in the top five globally on Stanford's AI Vibrancy Index – which ranks countries on metrics such as patents, funding, policy and research – India is still far behind the two superpowers in many key areas.
China and the US were granted 60% and 20% of the world's total AI patents between 2010 and 2022 respectively. India got less than half a percent.
India's AI startups also received a fraction of the private investment that US and Chinese companies got in 2023.
India's state-funded AI mission, meanwhile, is worth a trifling $1bn compared with the staggering $500bn the US has earmarked for Stargate - a plan to build massive AI infrastructure in the US - or China's reported $137bn initiative to become an AI hub by 2030.
While DeepSeek's success has demonstrated that AI models can be built on older, less expensive chips - something India can take solace from - lack of "patient" or long-term capital from either industry or government is a major problem, says Jaspreet Bindra, founder of a consultancy that builds AI literacy in organisations.
"Despite what has been heard about DeepSeek developing a model with $5.6m, there was much more capital behind it."
Lack of high-quality India-specific datasets required for training AI models in regional languages such as Hindi, Marathi or Tamil is another problem, especially given India's language diversity.
But for all its issues, India punches far above its weight on talent – with 15% of the world's AI workers coming from the country.
The issue though, as Stanford's AI talent migration research shows, is that more and more of them are choosing to leave the country.
This is partly because "foundational AI innovations typically come from deep R&D in universities and corporate research labs", Mr Bindra says.
And India lacks a supporting research environment, with few deep-tech breakthroughs emerging from its academic and corporate sectors.
The enormous success of India's payments revolution was due to strong government-industry-academia collaboration - a similar model, he says, needs to be replicated for the AI push.

Bengaluru's $200bn outsourcing industry, home to millions of coders, should have ideally been at the forefront of India's AI ambitions. But the IT companies have never really shifted their focus from cheap service-based work to developing foundational consumer AI technologies.
"It's a huge gap which they left to the startups to fill," says Mr Roy.
He's unsure though whether startups and government missions can do this heavy lifting quickly enough, adding that the 10-month timeline set by the minster was a knee-jerk reaction to DeepSeek's sudden emergence.
"I don't think India will be able to produce anything like DeepSeek at least for the next few years," he adds. It is a view many others share.
India can, however, continue to build and tweak applications upon existing open source platforms like DeepSeek "to leapfrog our own AI progress", Bhavish Agarwal, founder of one of India's earliest AI startups Krutrim, recently wrote on X.
In the longer run though, developing a foundational model will be critical to have strategic autonomy in the sector and reduce import dependencies and threats of sanctions, say experts.
India will also need to increase its computational power or hardware infrastructure to run such models, which means manufacturing semiconductors - something that's not taken off yet.
Much of this will need to fall in place before the gap with the US and China is narrowed meaningfully.

BEIJING (AP) — U.S.-China trade talks in London this week are expected to take up a series of fresh disputes that have buffeted relations, threatening a fragile truce over tariffs. Both sides agreed in Geneva last month to a 90-day suspension of most of the 100%-plus tariffs they had imposed on each other in an escalating trade war that had sparked fears of recession . Since then, the U.S. and China have exchanged angry words over advanced semiconductors that power artificial intelligence, 'rare earths' that are vital to carmakers and other industries, and visas for Chinese students at American universities. President Donald Trump spoke at length with Chinese leader Xi Jinping by phone last Thursday in an attempt to put relations back on track. Trump announced on social media the next day that trade talks would be held on Monday in London. Technology is a major sticking point The latest frictions began just a day after the May 12 announcement of the Geneva agreement to 'pause' tariffs for 90 days. The U.S. Commerce Department issued guidance saying the use of Ascend AI chips from Huawei , a leading Chinese tech company, could violate U.S. export controls. That's because the chips were likely developed with American technology despite restrictions on its export to China, the guidance said. The Chinese government wasn't pleased . One of its biggest beefs in recent years has been over U.S. moves to limit the access of Chinese companies to technology, and in particular to equipment and processes needed to produce the most advanced semiconductors. 'The Chinese side urges the U.S. side to immediately correct its erroneous practices,' a Commerce Ministry spokesperson said. U.S. Commerce Secretary Howard Lutnick wasn't in Geneva but will join the talks in London. Analysts say that suggests at least a willingness on the U.S. side to hear out China's concerns on export controls . China shows signs of easing up on rare earths One area where China holds the upper hand is in the mining and processing of rare earths . They are crucial for not only autos but also a range of other products from robots to military equipment. The Chinese government started requiring producers to obtain a license to export seven rare earth elements in April. Resulting shortages sent automakers worldwide into a tizzy. As stockpiles ran down, some worried they would have to halt production. Trump, without mentioning rare earths specifically, took to social media to attack China. 'The bad news is that China, perhaps not surprisingly to some, HAS TOTALLY VIOLATED ITS AGREEMENT WITH US,' Trump posted on May 30. The Chinese government indicated Saturday that it is addressing the concerns, which have come from European companies as well. A Commerce Ministry statement said it had granted some approvals and 'will continue to strengthen the approval of applications that comply with regulations.' The scramble to resolve the rare earth issue shows that China has a strong card to play if it wants to strike back against tariffs or other measures. Plan to revoke student visas adds to tensions Student visas don't normally figure in trade talks, but a U.S. announcement that it would begin revoking the visas of some Chinese students has emerged as another thorn in the relationship. China's Commerce Ministry raised the issue when asked last week about the accusation that it had violated the consensus reached in Geneva. It replied that the U.S. had undermined the agreement by issuing export control guidelines for AI chips, stopping the sale of chip design software to China and saying it would revoke Chinese student visas. 'The United States has unilaterally provoked new economic and trade frictions,' the ministry said in a statement posted on its website. U.S. Secretary of State Marco Rubio said in a May 28 statement that the United States would 'aggressively revoke visas for Chinese students, including those with connections to the Chinese Communist Party or studying in critical fields.' Creating a home budget doesn't have to always involve an Excel spreadsheet and coffee to keep you awake during the process. Instead, AI bots can guide you through a budget and make it much easier to track your income and expenses. I should know — I avoid the topic as much as possible. For years, I calculated most of my expenses in my head and hoped it all worked out. Roughly about 10 years ago, I started relying on apps like Mint to help me and even the tools provided by my bank. Recently, I tried using DeepSeek to guide me through the process. It's amazing how these 10 prompts can help you figure out where all of the money is going. Here are the best ones to try. Before diving into the details of a home budget, you can start by asking DeepSeek which home budget works best for you. Fortunately, this prompt provides a wealth of information, no pun intended. DeepSeek presents several options for home budgets including the popular Zero-Based Budget' that helps you track income, expenses and savings down to the last dollar. In that home budget, you put money into savings first, then allocate money to other things. This prompt really narrows things down, because it means you'll need to budget more aggressively. DeepSeek recommends several budgets but two of them are worth calling out. The first one is a percentage system called an Aggressive Savings plan. 50% goes to needs, 20% to savings, 10% to debt, and 20% to wants. DeepSeek also recommended the zero-based budget, which prioritizes savings even more — but maybe a little too much for me. I decided to try the Aggressive Savings plan because it looked practical and achievable to me. I was impressed with all of the detail DeepSeek provides here, listing a full table of expenditures with suggestions for how much to set aside for groceries, gas, and credit card debt. Using this budget means I could save $192 per week — reaching my $10,000 per year goal. So far the prompts and suggestions have all been generic — they could apply to anyone. I decided to make it more personal. I asked about customizing for my income level and DeepSeek then guided me through the entire budget process. The AI asked for my annual income and expenses including car payments and student loans. DeepSeek also asked where I sometimes slip up — say, by overpaying for Uber Eats. I inputted all of this info. (Truth be told — I made up some details. I am not yet comfortable adding actual data to an AI bot yet.) I noticed my final home budget required saving about $833 per month, which seemed a little high. I asked DeepSeek to adjust my budget to save a little less, and suddenly it all seemed more practical. I was allocating more money to eating out and gas/groceries without having to sacrifice so many things that I'd end up failing. I was happy with the results so far. I knew at this point that a home budget would not be useful if it was just contained within a chatbot. I asked DeepSeek to generate an Excel file and was a little surprised when it generated a CSV file instead. (I'm sure there are copyright issues with providing an Excel file.) No matter — I imported the file into Google Sheets using the comma-separated values. A home budget is not just about the numbers and creating a spreadsheet. What works the best is when you have an action plan each month that helps you adhere to the budget. I was surprised, though, when DeepSeek offered some unusual suggestions to help. The bot said I could consider doing a side gig to help generate more income, which seemed smart. Another surprise is that the bot suggested a temporary pause on some charitable donations. Mint is a popular home finance app and I've used it many times. Ironically, I had never actually important a spreadsheet before and DeepSeek noted that is not even possible. Instead, the chatbot suggested inputting all of the info manually, which seemed clunky. And guess what? The bot actually used that word. DeepSeek said 'If this feels clunky…' to try some competing apps that do support imports. DeepSeek also offered to show screenshots of Mint to help me see where to input the budget info. This process took several minutes, though. And, they were not real screenshots — instead, DeepSeek created text-based guidelines. I asked DeepSeek for more guidance, and the bot covered quite a few practical tips for managing my money — one involved using a cash-based budget where you put money into envelopes for different spending categories. Another tip was to wait 24 hours before spending X amount of money (say $5) if it is an impulse buy. Lastly, I asked DeepSeek to save my home budget and all of the tips. It turns out, DeepSeek can't save anything as a text file, so the bot suggested I copy all of the text and paste it into Google Docs or another word processor. That worked just fine for me! Vibe coding lets anyone write software—but comes with risks

Whether you're streaming a show, paying bills online or sending an email, each of these actions relies on computer programs that run behind the scenes. The process of writing computer programs is known as coding. Until recently, most computer code was written, at least originally, by human beings. But with the advent of generative artificial intelligence, that has begun to change. Just as you can ask ChatGPT to spin up a recipe for a favorite dish or write a sonnet in the style of Lord Byron, now you can ask generative AI tools to write computer code for you. Andrej Karpathy, an OpenAI co-founder who previously led AI efforts at Tesla, recently termed this ' vibe coding.' For complete beginners or nontechnical dreamers, writing code based on vibes—feelings rather than explicitly defined information—could feel like a superpower. You don't need to master programming languages or complex data structures. A simple natural language prompt will do the trick. How it works Vibe coding leans on standard patterns of technical language, which AI systems use to piece together original code from their training data. Any beginner can use an AI assistant such as GitHub Copilot or Cursor Chat, put in a few prompts, and let the system get to work. Here's an example: 'Create a lively and interactive visual experience that reacts to music, user interaction, or real-time data. Your animation should include smooth transitions and colorful and lively visuals with an engaging flow in the experience. The animation should feel organic and responsive to the music, user interaction, or live data and facilitate an experience that is immersive and captivating. Complete this project using JavaScript or React, and allow for easy customization to set the mood for other experiences.' But AI tools do this without any real grasp of specific rules, edge cases, or security requirements for the software in question. This is a far cry from the processes behind developing production-grade software, which must balance trade-offs between product requirements, speed, scalability, sustainability, and security. Skilled engineers write and review the code, run tests, and establish safety barriers before going live. But while the lack of a structured process saves time and lowers the skills required to code, there are trade-offs. With vibe coding, most of these stress-testing practices go out the window, leaving systems vulnerable to malicious attacks and leaks of personal data. And there's no easy fix: If you don't understand every—or any—line of code that your AI agent writes, you can't repair the code when it breaks. Or worse, as some experts have pointed out, you won't notice when it's silently failing. The AI itself is not equipped to carry out this analysis either. It recognizes what 'working' code usually looks like, but it cannot necessarily diagnose or fix deeper problems that the code might cause or exacerbate. Why it matters Vibe coding could be just a flash-in-the-pan phenomenon that will fizzle before long, but it may also find deeper applications with seasoned programmers. The practice could help skilled software engineers and developers more quickly turn an idea into a viable prototype. It could also enable novice programmers or even amateur coders to experience the power of AI, perhaps motivating them to pursue the discipline more deeply. Vibe coding also may signal a shift that could make natural language a more viable tool for developing some computer programs. If so, it would echo early website editing systems known as WYSIWYG editors that promised designers 'what you see is what you get,' or 'drag-and-drop' website builders that made it easy for anyone with basic computer skills to launch a blog. For now, I don't believe that vibe coding will replace experienced software engineers, developers, or computer scientists. The discipline and the art are much more nuanced than what AI can handle, and the risks of passing off 'vibe code' as legitimate software are too great. But as AI models improve and become more adept at incorporating context and accounting for risk, practices like vibe coding might cause the boundary between AI and human programmer to blur further.
