Carriage of Goods by Sea Bill passed in Parliament
The house was adjourned until Thursday morning within just half an hour of the Rajya Sabha's afternoon session after the bill was passed by voice vote.
The Carriage of Goods by Sea Bill, 2025 was presented by minister of state(MOS), Ports, Shipping and Waterways, Shantanu Thakur.
The bill was first introduced in Lok Sabha on August 9, 2024. It seeks to replace the colonial-era Indian Carriage of Goods by Sea Act, 1925. The bill establishes the responsibilities, liabilities, rights, and immunities in case of goods carried from a port in India to another port in India or any other port in the world. According to the ministry, the new bill seeks to replace colonial-era laws, aiming to modernise India's maritime legal framework, simplify regulations, and enhance the country's global shipping competitiveness.
After the discussion over the bill, the opposition MPs asked for division of votes. The Chair said members could not ask for division from the well of the house and insisted on them returning to their seats.
CPI(Marxist) MP, John Brittas said he was moving one amendment and insisted on division of votes. The Chair, Bhuvaneshwar Kalita, then said, 'The House is not in order. Everybody will have to go back to their seats,' and negated the amendment via voice vote.

After 24 years, ECI to conduct SIR of electoral rolls in Odisha
The Election Commission of India will launch a Special Intensive Revision (SIR) of the electoral rolls in Odisha from next month, with preparations underway to mobilise manpower for 45,000 booths across the State. The SIR is being conducted after 24 years. 'We will conduct the SIR in addition to the special summary revision carried out annually. The ECI has asked all States to perform the SIR,' said R.S. Gopalan, Chief Electoral Officer, Odisha, on Monday (August 18, 2025). 'As part of SIR, we will get a form filled up from voters this year. The form will be on their eligibility. Voters are required to submit supporting documents with the forms,' said Mr. Gopalan. 'During the last SIR, the Booth Level Officers (BLOs) went to every house and ascertained the presence of voters. They had just ticked in their notes and left. This year, they will get enumeration forms filled up,' he pointed out. 'We have 90% of the Electors' Photo Identity Card numbers linked to Aadhaar numbers. The duplication of EPICs is expected to be lower,' said CEO Odisha. Duplicate EPIC He said that during routine revisions, 7,000 EPIC numbers in Odisha were found to match EPIC numbers belonging to voters outside the State. 'We have issued new EPICs with changed numbers,' said Mr. Gopalan. 'Intense preparations are underway. We will require 45,000 booths to cover the State. Currently, we have 38,000 booths. An additional 7,000 people can be easily mobilised. These should be permanent government employees, preferably teachers. In places where Anganwadi workers have been doing revisions, they will continue to do so,' the CEO said. After the SIR, the CEO will publish the draft roll on January 6, but there will be no change in dates for filing objections and the vetting period. If the ECI desires to extend dates for these processes, the dates will naturally be extended, he pointed out. BJD appeal was delayed On the Biju Janata Dal moving the High Court, dissatisfied at the ECI's response to allegations of discrepancies observed in voting during the 2024 elections, Mr. Gopalan said, 'I had twice clarified their concerns. As per the guidelines, every political party can lodge formal complaints over the process within 45 days of the completion of the election process. BJD filed six months later. No other party had any doubts about the process.' 'There are 30 cases related to elections pending in different courts. Three of them have been rejected. Nowhere is the ECI a party,' he said. Mr. Gopalan emphasised that, 'the ECI had built its reputation over seven decades of conducting elections. In 1979, when all political parties were expecting results in a particular direction, the outcome was entirely different. The time-tested election process must be respected. If people lose faith in elections, it will take a long time to restore it.'

(ANI Photo) Kolkata: Chief minister Mamata Banerjee on Monday announced a rehabilitation scheme for migrant labourers who were allegedly harassed and tortured in BJP-ruled at the state secretariat Nabanna, she said: 'We have formulated a new rehabilitation plan for migrant workers called 'Sramashree'. Through 'Sramasree', migrant labourers, who have enrolled in the portal, would be provided financial aid of Rs 5,000 for 12 months or till the time they get fresh employment in Bengal. The cabinet has given approval for the scheme to help in the rehabilitation of the migrant workers willing to return,' she said.'This new plan is focused on helping migrant workers return and become economically reliant. Those who return will be provided Rs 5,000 along with one-time travel aid. Until new work can be arranged for them, an aid of Rs 5,000 per month will be given. The Labour Department will be the nodal department for this,' she said. 'During Covid, we had supported the migrant labourers through various schemes.''Migrant workers from Bengal, who are working outside and those who are enrolled in the migrant workers portal (Karmasathi), will get the aid,' she said. Those who are returning can get in touch with the Migrant Workers Welfare Board or through 'Karmasathi', she said.'In addition to financial aid, migrant workers will get 'Khadya Sathi' cards. The administration has been instructed to provide this and the chief secretary will monitor the process. 'Swasthya Sathi' cards will also be provided. If they do not have a house, a community kitchen centre will be set up. Arrangements will be made for their children to enrol in local government schools to ensure their education continues without interruption. The migrant workers will also be enrolled in other schemes of the state government as well,' Banerjee said. 'The primary aim of this initiative is to bring back our migrant workers and help them get a livelihood and make them financially independent. We have 'Utkarsha Bangla' scheme too, where we give skilled training. Those who return will be assessed to identify the skills they possess, and training will be given wherever required,' Banerjee claimed that around 22 lakh migrant labourers and their families have been working outside Bengal. 'In states with double-engine governments, there is attack on Bengali speaking people,' she said.'These workers, if they return, will be provided work under the Karmashree scheme and given job-cards. We have given work to 78 lakh job-card holders under this scheme and over 91 crore man-days have been created. The state has spent Rs 19,000 crore for this scheme,' Banerjee stated.

Opposition meet to pick V-P candidate remains inconclusive, another round of parleys on August 19
The meeting of INDIA bloc leaders on Monday (August 18, 2025) at Congress president Mallikarjun Kharge's official residence to decide the Opposition candidate for the Vice-President's post remained inconclusive. 'A meeting of leaders of all Opposition parties in Parliament will be held at 12:30 PM tomorrow Tuesday Aug 19th at 10, Rajaji Marg,' Congress communications chief Jairam Ramesh said in a post on X. The Opposition bloc is likely to announce its choice on Tuesday (August 19, 2025). According to sources, the Congress president, who is also the Leader of the Opposition (LoP) in the Rajya Sabha, was committed to fielding a candidate and not conceding without a contest. On Sunday night, Defence Minister Rajnath Singh had reached out to the leaders of some Opposition parties, including Mr. Kharge for unanimously electing the new Vice-President. Sources said the Opposition wants to field a non-political face who has national standing and stature for the second-highest constitutional position in the country. The vice-presidential election, necessitated by the sudden resignation of incumbent Jagdeep Dhankhar last month, is scheduled for September 9. The last date for filing nominations is August 21. Though no name was finalised, several possible candidates were considered. According to sources, on DMK's suggestion, Indian scientist Mylswamy Annadurai, who during his tenure at ISRO worked on two of the major missions of ISRO, namely Chandrayaan-1 and Mangalyaan, was also discussed. The Trinamool Congress, however, was of the opinion that it would be 'reactive' to field another Tamilian in response to the NDA's vice-presidential candidate — Maharashtra Governor C.P. Radhakrishnan. Mr. Annadurai hails from the same Kongu region as Mr. Radhakrishnan. His scientific and apolitical background is an advantage. If a consensus on Mr. Annadurai's candidature emerges within the Opposition ranks and if he agrees to contest, it will help the DMK and its allies politically as they will not be seen as 'anti-Tamil' in opposing Mr Radhakrishnan. Another name that is said to have been discussed is Tushar Gandhi, the great-grandson of Mahatma Gandhi, sources claimed. There were also some reservations among RJD and SP leaders about contesting the vice-presidential polls since the numbers are loaded in favour of the NDA. They argued that since the Opposition does not have the requisite numbers, it should let this election go in view of the upcoming Bihar polls, which they argued needs more attention. The SP also argued that the Opposition should focus its energy on its campaign against the ongoing Special Intensive Revision (SIR) of electoral rolls.
