Tunis – The Prime Ministry, on Saturday afternoon, announced the main pillars of the state's economic and social programme following a Cabinet meeting held on the same day at the Government Palace in Kasbah, chaired by Prime Minister, Sara Zaafrani Zenzri.
The state's economic and social programme covers several key sectors, including health, finance, education, science, industry, energy, youth, sports, culture, administration, and various public services, according to a Prime Ministry statement.
Promoting Employment and Improving Living Standards
The programme primarily focuses on employment, improving living standards, strengthening the social protection system, and enhancing human capital, particularly by developing social policies to achieve social justice. Several measures will be adopted to preserve the purchasing power of low- and middle-income groups, expand social support for vulnerable populations, and provide guidance and assistance for project startups, the statement noted.
Additionally, the programme aims to accelerate measures related to income improvement, boost economic and social integration mechanisms, create job opportunities, ensure decent working conditions, and eliminate precarious employment. It also seeks to facilitate access to housing, strengthen social cohesion, enhance public services, and develop social security and coverage systems.
Implementing Legislative Reforms
The state's economic and social programme also includes legislative reforms as a fundamental lever to translate economic and social approaches into tangible reality, adapting the legal framework to the current phase's requirements and challenges, according to the same source.
Reforming the education system
The programme also focuses on reforming and developing the education, higher education, and vocational training systems to align with labor market demands. It aims to improve the healthcare system, promote cultural, youth, and sports activities to enhance human capital, and boost investment within a comprehensive framework that encourages entrepreneurship and fosters its culture and improves the business climate.
Driving investment in a comprehensive framework
This approach is also based on promoting investment through a holistic strategy that includes liberating private initiative, spreading a culture of entrepreneurship, improving the business environment, optimising real estate assets, advancing public projects, and developing transport infrastructure. This involves modernising ports and airports, strengthening rail networks, expanding road networks, enhancing trade, territorial planning, ensuring food security, developing industry and tourism, digitising public services, protecting the economic fabric, regulating imports, supporting exports, streamlining customs procedures, and enforcing trade defence mechanisms.
The state programme also includes accelerating the energy transition and increasing the share of renewable energy in electricity production to address growing climate and energy challenges, protecting the coastline, and promoting a circular economy.
Boosting regional development dynamics
The programme adopts a regional development approach based on constitutional principles to drive growth in regions, which will contribute to shaping their priorities through a new participatory methodology.
This process starts with proposing programmes and projects at the local council level, then the regional council, followed by the district council, and finally at the national level.
Based on this, the 2026-2030 Development Plan will be prepared, alongside supporting the system of communitarian enterprises, the statement added.
Advancing the digital transformation of administration
The programme also includes the digital transformation of the administration, accelerating interconnections that will serve as a pivotal lever for the state's economic and social programme. This transformation will modernise administration, ensure transparency, facilitate transactions, open new horizons for the digital economy, stimulate youth initiatives, develop remote administrative services, advance the digital economy, protect the national cyberspace, and strengthen digital trust.
The Prime Ministry emphasised that an advanced methodology will be adopted to monitor the implementation of all measures and projects under the economic and social programme.
This will be based on performance indicators linked to specific timelines, using modern technological monitoring tools to proactively address challenges, ensuring the timely realisation of these measures and projects, according to the statement.

A new Cabinet resolution that came into effect on January 1, 2025, allows certain public holidays in the UAE to be shifted to the beginning or end of the week if they fall on a weekday. The rule, however, does not apply to Eid holidays; additionally, it can only be activated if the Cabinet issues a decision to this effect. Here is what the law says and what it means for residents and employers. Which UAE holidays can be transferred if they fall on a weekday? According to Cabinet Resolution No. 27 of 2024, the following holidays may be transferred to the start or end of the week if they fall on a weekday: Stay up to date with the latest news. Gregorian New Year (January 1) Hijri New Year (1 Muharram) Prophet's Birthday (12 Rabi' Al Awwal) Arafat Day (9 Dhu al-Hijjah) UAE National Day (December 2–3) How does the transferable holiday rule work? The law does not move holidays automatically. Instead, the Cabinet must issue a specific decision for each year, confirming which holidays (if any) will be shifted to create longer weekends. Example: Prophet's Birthday in 2025 The Prophet Muhammad's (PBUH) birthday is marked on the 12th of Rabi' Al Awwal. If the Islamic month begins on August 24, the holiday would fall on Thursday, September 4. If the month begins on August 25, it would fall on Friday, September 5. Residents will receive one day off as declared by the Cabinet. If the holiday falls on Friday, September 5, many employees would enjoy a three-day weekend, including Saturday and Sunday. If it falls on Thursday, September 4, the Cabinet could decide to move it to the weekend, but this is not automatic; it depends on a Cabinet decision. Example: National Day in 2025 The UAE National Day, also known as Eid Al Etihad, celebrates the unification of the Emirates. In 2025, the 54th National Day will be marked on Tuesday, December 2, and Wednesday, December 3. By default, this creates a two-day break in the middle of the week. However, under the Cabinet resolution, these holidays could be shifted to create a longer weekend, but again, this requires an official decision. Which holidays are not transferable in the UAE? Eid Al-Fitr and Eid Al-Adha cannot be shifted, even if they overlap with weekends. This is because the dates of both holidays are tied directly to Islamic rituals and observances that cannot be altered. Can holidays be transferred if they overlap with another public holiday? No. The resolution states that a holiday cannot be transferred if it coincides with another public holiday or falls directly on the weekend. When did this law take effect? The resolution came into force on January 1, 2025. It replaces Cabinet Resolution No. 27 of 2019. How can residents plan long weekends with this rule? Residents can expect the possibility of extended weekends when holidays like New Year's, National Day, or the Prophet's Birthday fall close to a Friday or Sunday. The actual confirmation will depend on the Cabinet's annual announcement. Should employers automatically apply transferable holidays? No. Employers must wait for the official annual holiday schedule, which clarifies whether a holiday will be shifted. What do employees need to check with HR regarding this law? Evidence of this is that more than 804,000 Tunisians have obtained a loan from these institutions. In the first three months of this year, microfinance institutions granted 113,583 loans. Resorting to this type of financing has become a compensatory mechanism to access credit, which has given microfinance institutions in the country a broader space to position themselves in the national financial landscape. Financial analyst Bassam Ennaifer stated in this regard that, in light of the noticeable decline in non-professional bank loans in Tunisia, 'attention must be paid to the growing demand for microfinance, which now provides financing for a significant share of Tunisians.' He explained that during the first quarter of 2025, the outstanding loan portfolio of microfinance increased by 33.7 million dinars, noting that part of the decline in bank loans has been absorbed by the microfinance sector, even though its interest rates are high. However, it is easier to obtain and comes without the administrative complications of bank financing. The analyst revealed that more than 804,800 Tunisians have obtained loans from microfinance institutions, with a total loan portfolio in the sector valued at 2,596 million dinars. He continued his analysis by noting that the value of loans granted by microfinance institutions during the first quarter of this year reached 564.9 million dinars, compared to 511.7 million dinars in the first quarter of 2024. This reflects Tunisians' increasing demand for financing, as banks remain reluctant to grant loans, particularly consumer loans, he pointed out. He added that in the first three months of this year, microfinance institutions granted 113,583 loans. The average loan obtained from microfinance institutions reached 4,974 dinars at the end of March 2025, compared to 4,646 dinars in the same period of the previous year, which, according to the analyst, shows Tunisians' growing financial needs. Emphasising the role of microfinance as an important mechanism for Tunisians to access credit, Ennaifer indicated that around 110,000 individuals obtained a loan during the first quarter of 2025. He revealed that about 13.3% of these individuals received microfinance for the first time, highlighting the extent to which Tunisians are turning to microfinance institutions. The analyst stressed that the significant decline in non-professional bank loans in Tunisia, particularly consumer loans, has largely been absorbed by microfinance institutions, thanks to the easier access they provide.
