UPI's contribution to payments ecosystem volume grows to 83.4% in FY25

The contribution of India's real-time payments system, the Unified Payments Interface (UPI), to the payments ecosystem's volume grew to 83.4 per cent in the financial year 2024–25 (FY25), up from 79.4 per cent recorded in FY24.
According to the Reserve Bank of India's (RBI's) annual report for FY25, UPI recorded 185.8 billion transactions during the year, a 41.7 per cent increase from 131.1 billion transactions processed in FY24.
The volume of credit card transactions rose to 4.7 billion in FY25, up from 3.5 billion in FY24. Debit card transactions contracted 29.5 per cent to 1.6 billion in FY25 from 2.2 billion in the previous year.
Total payments in India—including transactions across payment systems, card payments and prepaid payment instruments (PPIs)—grew to 222.6 billion in FY25, a 34.8 per cent rise from 165.1 billion transactions in the previous year.
The share of digital transactions in the total volume of non-cash retail payments was 99.9 per cent during FY25, compared to 99.8 per cent in FY24, the RBI said.
As part of its agenda for the ongoing FY26, the RBI will conduct a 'Survey on Usage of Digital Payments', which is expected to provide insights into user transaction behaviour and the challenges faced by users.
The banking regulator said it would continue promoting innovation and development of alternate payments and messaging systems.
The RBI has constituted a committee to examine various aspects of setting up a Digital Payments Intelligence Platform (DPIP) to protect customers from digital payment fraud. The Reserve Bank Innovation Hub (RBIH) has been tasked with building a DPIP prototype in consultation with five to ten banks.
It is also working to identify frictions in processing the beneficiary leg of cross-border payments and is expected to frame a regulatory policy or action in consultation with relevant stakeholders.
During FY25, the RBI gave final authorisations to 26 online Payment Aggregators (PAs), five Payment Aggregators–Cross Border (PA-CB), 11 non-bank PPI issuers, and one Trade Receivables and Discounting System (TReDS) platform.
The regulator conducted on-site inspections of 84 payment system operators during the year.
On taking UPI international, the RBI said NPCI International Payments Ltd (NIPL) is working to extend the real-time payments system to 20 countries by FY29.
Acceptance of Indian UPI apps via QR codes has been operationalised in Bhutan, France, Mauritius, Nepal, Singapore, Sri Lanka and the UAE. This enables Indian tourists, students and business travellers to make payments to merchants using their Indian UPI apps, the RBI said.
RuPay card acceptance is live in Nepal, Bhutan, Mauritius, Singapore, the UAE and the Maldives.
The RBI has approved NIPL to deploy UPI-like infrastructure in Namibia, Peru, Trinidad and Tobago, and Jamaica.

A rise in crude oil prices is detrimental to inflation in India as the country is a large importer of the commodity. "Chances of rupee strengthening are very low while crude oil prices are this high. The gain we have seen today is all because of Trump's comments to postpone strikes on Iran," said Anil Bhansali, head of treasury at Finrex Treasury Reserve Bank of India was likely absent today and did not intervene, traders said."The rebalancing flows of the FTSE Russell Index did help, but dollar demand was strong too, which countered the inflow," a trader said. Foreign investors bought Indian equities worth ₹7,940.7 crore on Friday."The only positive we have seen is that FPIs are not large sellers in Indian equities," Bhansali said.

Mumbai: Eight months after BMC floated tenders to auction three prime land parcels in Mumbai—at Malabar Hill, Worli, and near Crawford market in Fort—the fate of the proposed sale remains uncertain. The move had marked the first time the civic body opted to auction its own plots, indicating a shift in its strategy to monetise real estate assets and generate long-term revenue. However, the auction process faced multiple hurdles. The plan to auction the Malabar Hill plot was scrapped early on following objections from BEST as the land has high-tension transmission lines running through it. Additionally, over 60 residents from the area raised objections, pointing out that the property card of the plot classifies it as a BMC-owned space designated for a public garden. The civic body then proceeded with plans to auction the remaining two plots. These vacant land parcels are to be leased for 30 years, with a provision for renewal for another 30 years, and are expected to bring in substantial revenue for BMC. However, an official said, Central Railway requested a portion of the plot near Crawford market—for free—to construct a passenger outlet from CSMT via a proposed skywalk. "Since the entire plot was listed for auction, carving out a part of it may not be viable," said a civic official. A high-level meeting on the matter was recently held with the chief secretary, the official added. As for the Worli plot, RBI approached BMC independently, although it did not participate in the bidding process. TOI reached out to RBI for comments but got no response. BMC officials confirmed that while bids were received for the Worli land, the responses are still under review. In Oct last year, when the tender was issued a few days before the model code of conduct for the assembly elections kicked in, Shiv Sena (UBT) leader and MLA Aaditya Thackeray opposed the auctions, claiming that BMC is gradually losing control of vital land resources, which could otherwise be used for public infrastructure or amenities.

Credit rating firms seek govt intervention over regulatory void on ₹1 L cr unlisted debt

Mumbai: Credit rating companies have sought the intervention of ministries of corporate affairs and finance amid an uncertainty over the future ratings of more ₹1 lakh crore of unlisted securities . The rating of these instruments, like corporate bonds and securitised papers, which comprise an integral part of the financial market for debts, has fallen between the cracks of two regulatory authorities. The ambiguity stems from the fact that the Securities and Exchange Board of India (Sebi), the primary regulator for the credit rating agencies (CRAs), has jurisdiction over only listed securities while unlisted debts raised by corporates, including company fixed deposits, are outside the domain of the Reserve Bank of India (RBI). SEBI had last year told rating firms to get a non-objection certificate from RBI for rating the unlisted papers. Since then, the central bank has allowed CRAs to rate certificates of deposits (CDs) - instruments floated by banks to raise short-term funds. But, there is no clarity on ratings of securitised papers like pass through certificates (PTCs) and unlisted corporate bonds . This is where CRAs want the ministries to step in. Issued against a basket of loans and the interest flows from them, PTCs enable lenders like non-bank finance companies as well as banks to convert relatively illiquid loans into marketable papers and create headroom to lend more while letting investors - like corporate treasuries, financial institutions, and fund houses - hold a diversified pool of assets and sometimes generate a higher return. A predominant portion of the outstanding PTCs are unlisted. Under the circumstances, the CRAs are awaiting a signal from the corporate affairs ministry that they can follow the SEBI guidelines on listed securities while carrying out the rating of unlisted securities. Thus, CRAs want to know whether they can continue to use the same rules of default recognition, application of grading scale, disclosures, and issue of press release for unlisted papers as well. The ministry is yet to respond to the letter from the rating industry body. With New Delhi is yet to give the go-ahead, some of the CRAs, in the course of various meetings, have sensitised issuers of unlisted securities as well as some of the investors that ratings of these instruments may have to be withdrawn in the absence of any clarity from the government or regulators. "More so, with SEBI reminding CRAs a few months ago that the issue needs to be sorted out. This could well be a nudge from SEBI to list more securities and thereby promote transparency. However, many issuers refrain from listing either to avoid the compliance and reporting that come with it or strike bilateral deals with investors and do not feel the urgency to list," said an industry official. Many institutional investors may keep away from unrated securities, including banks who save on capital as unrated loans and investments carry higher risk weights. But while there are takers for unrated instruments, rating helps in investment decision making by capturing the risk and pricing of an instrument. "Some are expecting RBI to clear the air for PTCs which are mostly issued by NBFCs (entities regulated by RBI). If RBI gives a green signal for PTCs, then the issue related to rating of unlisted corporate bonds has to be resolved. Company FDs are a small market," said another official. Earnings from ratings of unlisted papers, said an analyst, is a small slice of CRAs' earnings, but a lack of rating can have some implications for the wholesale debt market. For instance, CRAs' periodic reports on the PTC market are closely tracked by investors. "There are adequate regulations on investments in these unlisted securities but there is not enough regulation about their rating. SEBI understandably wants rating of any instrument to be cleared by some authority. It doesn't want to be blamed for a big loss or default which inevitably raises questions on ratings," said the person. "The market too is evolving. The assets of Alternative investment funds have surged in the last 5 to 6 years and many of these funds put money in unlisted papers," she said. Earlier, CRAs could choose on what it would rate, but those days are long over with the role and rules agencies coming under scrutiny since the IL&FS default in 2018.
