PAS leaders may have broken laws with cow, bull analogy, says minister
PETALING JAYA : Law and institutional reform minister Azalina Othman Said said PAS leaders may have broken several laws by comparing women leaders to animals and citing the Quran in defending the analogy.
In a post on X, Azalina said the PAS leaders may have breached several provisions, namely Sections 509, 504 and 298A of the Penal Code.
The three sections deal with insulting the modesty of a person, intentional insult to provoke a breach of the peace, and actions that cause disharmony, respectively.
She did not name the leaders, but uploaded two articles which identified Maran PAS Youth information chief Salman Al Farisi and party deputy president Tuan Ibrahim Tuan Man.
'To whom it may concern: if you are still comparing women leaders to animals in 2025, congrats!
'Do better, or lawyer up,' she said, in an apparent sarcastic jab at Salman and Tuan Ibrahim, who had defended the youth leader.
Azalina also said those who incorporated religion into their argument could be committing an offence under Section 507B of the Penal Code that deals with insulting words.
On Monday, Malaysiakini reported Salman as comparing men to bulls, and women to cows when emphasising the importance of men in leadership roles, based on his experience in livestock farming.
Salman had claimed that a cow would usually lead the herd, while bulls serve to protect the herd.
He said society should, therefore, avoid elevating women to leadership positions, and that men should assume leadership roles in accordance with Quranic teachings.
Earlier today, Tuan Ibrahim defended Salman, saying such analogies were used in literary works and not meant to degrade women.
'In Islamic literature in the past, there are works such as 'Kalilah wa Dimnah', which are filled with analogies and stories about animals, used to convey teachings and moral values,' he was quoted as saying.
He said he saw nothing sexist about Salman's remark.

Malaysia-Russia ties strengthened by friendship, says King
MOSCOW: His Majesty Sultan Ibrahim, King of Malaysia, stated that his state visit to Russia reflects his sincere desire to strengthen bilateral ties. He affirmed Malaysia's view of Russia as a trusted and important partner. 'Our diplomatic relations span more than five decades, having been formally established in April 1967,' said Sultan Ibrahim. He noted that Malaysia was among the earliest ASEAN nations to establish ties with Moscow. 'As a Russian saying goes, friendship is more valuable than money,' he remarked. He expressed belief that friendship will continue shaping Malaysia-Russia relations for mutual benefit. Sultan Ibrahim made these remarks during an official meeting with Russian President Vladimir Putin. The two leaders exchanged official gifts at St. Andrew's Hall before attending a state banquet in the Granovitaya Chamber. The historic meeting marks the first state visit by a Malaysian Head of State to Russia. The visit celebrates 50 years of diplomatic relations between Malaysia and Russia, established in 1967. Prior to the official ceremony, Sultan Ibrahim paid respects at the Tomb of the Unknown Soldier in Alexander Garden. The site holds deep significance as a memorial to Soviet soldiers who perished in World War II. The Moscow Kremlin, a UNESCO World Heritage site, served as the backdrop for the high-profile meeting. The complex includes the Grand Kremlin Palace, the official residence of the Russian president. Defence Minister Datuk Seri Mohamed Khaled Nordin accompanied His Majesty. Also present were Foreign Ministry secretary-general Datuk Seri Amran Mohamed Zin and Malaysian Ambassador to Russia Datuk Cheong Loon Lai. President Putin was joined by senior Russian officials, including Aide for International Affairs Yury Ushakov. Other attendees included Minister of Economic Development Maxim Reshetnikov and Minister of Science and Higher Education Valery Falkov. Deputy Ministers of Foreign Affairs and Defence, Alexander Pankin and Alexander Fomin, were also present. Sultan Ibrahim's visit underscores the role of Malaysia's monarchy in strengthening international diplomacy. The trip, lasting until August 10, was conducted at Putin's invitation. - Bernama

PAS fumes as Madani gov't 'washes hands in dirty money allegation' with PMX, Vincent Tan implicated
PAS has slammed Home Minister Datuk Seri Saifuddin Nasution Ismail over the latter's 'hilariously brief' parliamentary reply to a question on outcome to a police probe over a viral video of the PKR Wangsa Maju division head claiming to have received election funding from party president Datuk Seri Anwar Ibrahim. In his reply to questions #37 dated Aug 4 from PAS Pasir Mas MP Fadhli Shaari over the funds believed to have emanated from tycoon Tan Sri Vincent Tan Chee Yioun, Saifuddin merely stated that 'initial review and investigation on the matter points to internal auditing issues and administrative problems within the party'. 'There is a clear violation of the law involving the giver (Vincent Tan), the first recipient (PMX) and the second recipient (PKR division head),' Central PAS Information Committee's Research and Policy Department director Nurul Islam Mohamed Yusoff lashed out. 'This is no longer an organisational issue. It is an accusation from a PKR division head who clearly stated that he received illegal funds from Vincent Tan through the PKR president who is also the Prime Minister.' For context, Fadhli who is also the Islamist party's information chief had on May 17 given PMX an ultimatum to officially deny the viral video which purportedly showed PKR Wangsa Maju branch chief Lai Chen Heng admitting to receiving funding from PMX but was 'advised' not to declare/audit the proceeds to avoid any money trail. Nurul Islam further urged PMX to come clean 'by coming forward to explain if there is truth in the allegation, how much money was received, who were the recipients of such funding at the division head level and so forth'. This is because the matter goes beyond 'an internal issue of a political party' for it involves possible violations of national laws including Section 4(1) and Section 4(1)(b) of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLA 2001). 'The PKR secretary-general (Datuk Fuziah Salleh) had previously stated thar PKR will take disciplinary action against the PKR Wangsa Maju division chief after the party's national congress,' recalled Nurul Islam. 'But so far, we haven't seen any announcements yet. The arising question is that if you act against the second recipient (Lai), what about the first recipient (PMX)? Are you going to take action as well? 'It's an irony for the person who talks about governance and his party suffering is eventually exposed by his party's division chief for accepting illegal money from Vincent Tan. Then the issue is regarded as the party's internal audit matter.' – Aug 7, 2025

In Dewan Rakyat today: Focus on water tariff audit, Gaza crisis, PWD transport access, and RMK13 debate
KUALA LUMPUR, Aug 7 — The monitoring and audit mechanism for the additional revenue from water tariff adjustments, which was promised by state water operators for the purpose of repairing and developing water supply infrastructure, will be a key focus of today's Dewan Rakyat sitting. According to the Order Paper on the Parliament portal, the question is being raised by Datuk Mohd Isam Mohd Isa (BN-Tampin) to the Minister of Energy Transition and Water Transformation during Minister's Question Time. Mohd Isam also wants to know what action will be taken against operators who fail to meet key performance indicators (KPIs) after receiving the benefits of the tariff adjustment. During the same session, Lim Guan Eng (PH-Bagan) will ask the Minister of Investment, Trade and Industry to state the steps the government has taken to achieve a 19 percent tariff negotiation result and the concessions Malaysia has offered to the United States. Ahmad Tarmizi Sulaiman (PN-Sik) will question the Foreign Minister regarding the steps the government is taking to urge the international community, particularly the United Nations (UN), to halt the continuous attacks by the Zionist regime on Gaza. During the oral question and answer session, Syerleena Abdul Rashid (PH-Bukit Bendera) will ask the Minister of Transport to state the efforts that have been and are being taken to facilitate access for Persons with Disabilities (PWDs) to public transportation, similar to Korea, which uses sign language and Braille in the announcement systems at stations and on mass transit vehicles. Meanwhile, Datuk Seri Amirudin Shari (PH-Gombak) will ask the Minister of Women, Family and Community Development about the number of informal workers in the care economy sector that have been registered by the ministry, as well as the policies and preparations for an aging society. After the session, Members of Parliament will take part in the debate on the 13th Malaysia Plan (RMK13), which was presented by Prime Minister Datuk Seri Anwar Ibrahim last Thursday. Anwar, who is also the Finance Minister, presented the RMK13 under the theme 'Reshaping Development,' which outlines the country's strategic plans for the period from 2026 to 2030. This Dewan Rakyat session will commence for 24 days (until August 28). — Bernama
