
Maharashtra must monetise assets to boost capex, says chief eco advisor

Praveen Pardeshi
has been appointed chief economic advisor to chief minister Devendra Fadnavis at a challenging juncture - the state faces its highest ever debt of Rs 9.3 lakh crore amid a host of populist welfare schemes.
Speaking to TOI, Pardeshi said there is enough fiscal space for borrowing and that his recommendation is to increase long term institutional borrowings for
capital expenditure
and to monetise the government's assets. This includes leasing irrigation land for tourism and a portion of reservoir surface for solar power generation, besides charging municipal bodies a premium for the use of irrigation water for commercial use.

"Our fiscal deficit ranges from 2.8 to 3% of GDP which is below the fiscal limit and gives us huge space for more borrowing. In fact, Maharashtra is an underutilised borrowing state compared to others. Borrowing for consumption is bad but borrowing for capital investment is good," said Pardeshi."As discussed with the chief minister, our focus needs to be on long-term loans from institutions and development banks like the WB," said Pardeshi, who is also chief executive officer of the think-tank, Maharashtra Institute for Transformation (MITRA).

The average repayment period on such loans is 15-20 years with a five-year moratorium. "This time span allows for the completion of the project and the impact on the economy and incomes. The state is then in a good position to repay the loan and does not face a debt trap. We are targeting loans worth Rs 30,000 crores from development banks," he said. Pardeshi is also advising the government on the monetisation of its assets especially in the irrigation sector. "The water resources dept is one of the largest spenders in the state but is not even able to recover its maintenance cost for dams. The idea is to monetise irrigation projects without burdening the tax-payer," he said.
Idle resources like the reservoir surface have a huge potential for solar power, he said. "Solar power has 15% more efficiency in water because of lower temperatures. We have suggested the department take a PPP advisor, undertake competitive bidding and allocate a certain amount of the reservoir surface for solar power," he said. The reservoir surface should be leased, even to private players who can pay the lease rent and win the bid, he said.
Water-front tourism on irrigation lands that are not used is another suggestion. "We have done GIS mapping of irrigation project lands which are not used and are not under submergence. These can be leased for water-front tourism. But this should be done with large-scale tourism companies who maintain environmental standards with waste water and effluent recycling."
Pardeshi said the irrigation department should also consider charging a higher rate to municipalities when they supply water for commercial use."When I was municipal commissioner, the BMC made a profit of around Rs 1,000 crore a year on water. This was because of the supply for commercial use to malls, theatres and industry. But the irrigation department did not make such profits because it gives bulk water to municipalities for both domestic and commercial use," said Pardeshi."We are formulating a policy under which municipalities receiving will have to pay a certain amount to the irrigation department for the water supplied for commercial use," he added.

Ex-MLA's wife, associates booked in multi-state cyber fraud case
Rajkot: A criminal case has been registered at the Junagadh Range Cyber police station against Hiralba Jadeja, wife of former MLA Bhura Munja Jadeja, and her associates Naitik Mavani, Sachin Mehta, and Hitesh Odedra. The case was filed on May 30 by police sub-inspector HJ Barad under the Bharatiya Nyaya Sanhita (BNS) and the Information Technology Act. According to the complaint, the accused allegedly duped three people — Pratap Bharad, Paras Joshi and Bharat Sutreja — by forging documents and bills to set up fictitious firms using their GST credentials. The accused then opened current accounts in various banks using false documentation and fraudulently obtained blank cheques and RTGS forms signed by the victims. These accounts were reportedly used to carry out illegal financial transactions through 22 different bank accounts. The case came to light following an investigation prompted by a request from the Porbandar Cyber Crime police station. After securing his Aadhaar and PAN card details, her associates Sachin Mehta and Naitik Mavani allegedly orchestrated the creation of forged documents in Junagadh, signed a rental agreement in the name of Arham Commodities and opened bank accounts without Bharad's knowledge. They also obtained his signatures on blank cheques and RTGS forms at Trident Plaza and conducted significant financial transactions through the accounts. The same fraudulent scheme was carried out with Paras Joshi and Bharat Sutreja. In a recent incident, Naitik Mavani reportedly accompanied Paras Joshi to Axis Bank under the pretext of purchasing an insurance policy, during which unauthorized bills under Vithal Plus Commodities were submitted as the firm's account was being closed. Investigating officer Jatin Patel confirmed that the cyber cell has so far identified 22 bank accounts across more than eight financial institutions. Authorities are now awaiting detailed bank statements to determine the total amount of money deposited and the timeline of the transactions. Authorities have so far linked 83 cyber fraud complaints to these firms, spanning across 18 states including Delhi, Haryana, Karnataka, Maharashtra, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, Telangana, Andhra Pradesh, Bihar, Goa, Gujarat, Jammu & Kashmir, West Bengal, Odisha, Puducherry and Kerala.

Guwahati landslide deaths: Govt announces Rs 4 lakh ex-gratia for next of kin of victims
Guwahati (Assam) [India], June 1 (ANI): The Assam government on Sunday announced an ex-gratia of Rs 4 lakh to the families of those who lost their lives in landslides in Guwahati following the heavy rainfall that lashed the city and other parts of the state in the last couple of days. 'We had a meeting to assess the ongoing flood situation in Assam. We are providing relief in several areas and have formed volunteer teams to help in the affected regions. The Assam Government will provide ex-gratia of Rs 4 lakh each to the next of kin of five people who lost their lives due to landslides in Guwahati,' Jayanta Mallabaruah, Assam Public Health Engineering Minister and Housing & Urban Affairs Minister, said. Mallabaruah made the announcement after meeting with the Kamrup (Metro) district administration and officials from various departments to review the flood situation in Guwahati and assess ongoing relief efforts. The meeting was attended by Guwahati Municipal Corporation mayor, Mrigen Sarania; District Commissioner of Kamrup (Metro), Sumit Sattawan and other officials along with councillors of GMC. 'Chaired a meeting with the Kamrup Metro District Administration and officials from various concerned departments to review the relief measures for citizens affected by the artificial flooding in Guwahati caused by incessant rainfall,' Mallabaruah wrote in a post on X after the meeting. Parts of Sribhumi in Guwahati reported flood-like conditions after heavy rainfall, with visuals showing water entering residential areas. Union Home Minister Amit Shah also reviewed the flood situation in the Northeast. He spoke with the Chief Ministers of Assam, Manipur, Sikkim, and Arunachal Pradesh--states currently experiencing heavy rainfall--and assured them of the Centre's full support.
