Patna: The Enforcement Directorate on Thursday conducted multi-state searches in connection with a money laundering investigation into an alleged scam in the recruitment of police constables in Bihar during 2023, official sources said. At least a dozen locations of private entities like agents, exam paper leak syndicate members and their associates in Patna and Nalanda in Bihar, Ranchi (Jharkhand), Lucknow (Uttar Pradesh) and Kolkata (West Bengal) were raided under the Prevention of Money Laundering Act (PMLA), the sources said. A press in Kolkata in which the exam papers were printed was also covered by the investigators of the federal probe agency, they said. The masterminds of this alleged scam are the same as that of the NEET UG paper leak 'scam' of 2024, they said. The Bihar Police Constable 2023 recruitment was aimed to fill 21,391 vacancies across various units of the Bihar police. The examination was conducted at 529 centres across 37 districts of Bihar on October 1, 2023 attracting over 18 lakh aspirants. Following allegations of the exam paper leak, it was cancelled by the state central selection board of constables (CSBC) on October 3 that year. The money laundering case stems from some Bihar Police (economic offences unit or EOU) FIRs. The ED suspects money laundering in this case as a gang of agents generated 'proceeds of crime' (illicit funds) by leaking the exam papers and selling it to aspirants and used the money given by the candidates to create personal assets. Some Bihar police officials are also under the scanner of the ED, as per the sources. The state police had arrested seven private people in this case, including three from West Bengal. An inter-state gang headed by Sanjeev Mukhiya was termed by the police as the perpetrators of this paper leak. Mukhiya has worked as a technical assistant in a government college in Nalanda district. He is currently lodged in judicial custody. The Bihar EOU found that an accused named Kaushik Kumar Kar had a Kolkata-based firm, Caltex Multiventure Pvt Ltd, and he was awarded the contract to print and supply the question papers for the constable recruitment examination. However, it was discovered that Caltex Multiventure Pvt Ltd was a a one-room 'shell' company with no employees, and printing and supply of question papers was outsourced to a company named Blessing Secured Press Pvt Ltd, where Kar's wife was a director.

The Congress on Thursday attacked the government after US President Donald Trump hosted Pakistan Army Chief Asim Munir for lunch, saying it is a 'huge blow' to Indian diplomacy. Congress general secretary in-charge of communications Jairam Ramesh said Field Marshal Asim Munir is not the Head of State or Head of government of Pakistan and is the Chief of Army Staff, yet he gets invited by Trump for lunch and receives much praise. And I want to thank, as you know, Prime Minister Modi just left a little while ago, and we're working on a trade deal with India. We're working on a trade deal with Pakistan,' the president said. 'They were both here, but I was with Modi a few weeks ago. He was here actually, but now we speak to him. The Karnataka cabinet is expected to discuss key bills, including the one on crowd control and management with penal provisions upto three years imprisonment, in its next meeting. The Bill gains significance in the wake of the June 4 stampede in Bengaluru that killed 11 people Also, likely to be discussed are bills against misinformation or fake news, and hate speeches and crimes, state Law and Parliamentary Affairs Minister H K Patil said on Thursday after the cabinet meeting. "Four bills were proposed today -- Karnataka Crowd Control (Managing Crowd at Events and Venues of Mass Gathering) Bill, 2025; Karnataka Rohith Vemula Bill, 2025; Karnataka misinformation, fake news prohibition Bill, 2025; Karnataka hate speech and hate crimes prevention Bill, 2025," Patil told reporters. He said, "These Bills were proposed at the meeting today. I mentioned that there is a need for a detailed discussion on some Bills. It has been decided that before the next cabinet meeting, concerned ministers will meet and discuss and bring the Bills before the cabinet." According to sources, the draft of Karnataka Crowd Control (Managing Crowd at Events and Venues of Mass Gathering) Bill states that whoever does not obey the orders of the Police, or violates its provisions or rules, shall be punished with imprisonment for a term which may extend to three years or with a fine up to ₹5,000 or both. Further, if the event planner does not apply before conducting the event or fails to control the crowd gathered and fails to give compensation or violates the provisions of the Bill or rules, he shall be punished with imprisonment for a term which may extend to three years or with a fine up to ₹5 lakhs or both. Noting that the event planner is responsible for paying the compensation to the person who is severely injured or to the family member of the deceased in stampede-like incidents, the draft Bill says, in case of the event planner not providing the compensation, the government may collect the amount as arrears of land revenue, and the event planner's property can be auctioned by the government. It states that the provisions of the Bill shall not apply to Jatra, Rathotsava, Pallakki Utsava, Teppada Teru, urus, or any religious event pertaining to any religion, caste or creed. The stampede occurred on June 4 evening in front of the Chinnaswamy stadium here, where a large number of people thronged to participate in the RCB team's IPL victory celebrations. Eleven people died and 56 were injured in the incident. The draft of the Rohith Vemula Bill, reportedly proposes compensation of up to ₹1 lakh for students who face caste-based discrimination in higher education institutions, and jail term of one year and a fine of ₹10,000 for guilty. Congress leader Rahul Gandhi had written to Chief Minister Siddaramaiah in April urging the Karnataka government to enact 'Rohith Vemula Act' to ensure that no one faces caste-based discrimination in the education system. Rohith Vemula, a Dalit student, allegedly died by suicide due to caste-based discrimination in Hyderabad, in 2016.
