MP Barq fined Rs 1k for ‘failing to submit revised house plan'

Dehradun: Samajwadi Party MP Ziaur Rahman Barq, who represents the Sambhal Lok Sabha constituency, has been fined Rs 1,000 by the sub-divisional magistrate (SDM) court for "repeatedly failing" to submit a revised building plan for his house, which was allegedly constructed "without proper approval".
SDM Vikas Chandra said on Wednesday, "Barq was directed to submit the revised map by July 8 after the court had identified specific rectifications in its previous hearing in June. However, he didn't comply and claimed he had not received any notice. This is objectionable, as the court has issued multiple reminders. Despite repeated extensions and missed deadlines, his team has not submitted the revised plan."
The next hearing is scheduled for July 15, with Barq's legal team seeking another extension to initiate the formal approval process.
This is the second fine imposed on Barq in connection with the case. In June, he was fined Rs 500 for the same infraction. Earlier, on Dec 20, 2024, the Sambhal administration used a bulldozer to demolish "unauthorised" stairs at his under-construction house during an "anti-encroachment drive" in the Deepa Sarai area. Officials said the stairs were built over a public drain and that the construction exceeded permissible limits and lacked municipal clearance.
The action followed a formal notice issued by the then SDM Vandana Mishra on Dec 5, 2024, under section 10 of the Uttar Pradesh Regulation of Building Operations Act, 1958, directing Barq to submit approved building plans — a directive he allegedly failed to comply with.
Around the same time, the administration imposed a Rs 1.91 crore fine for alleged electricity theft at the site and disconnected power supply. However, in a June 4 order, a division bench of Justices Saumitra Dayal Singh and Sandeep Jain called the electricity penalty "wholly unnatural and arbitrary", and stayed the demand pending further hearings.
The court also ordered immediate restoration of the electricity connection, subject to an interim deposit of Rs 6 lakh and timely payment of future bills.
Barq was named in an FIR that was filed after the Nov 24 riots that broke out in Sambhal city following a court-ordered survey of the 500-year-old Jama Masjid. The timing of the FIR and the administrative actions led to allegations of "political targeting" by Barq's supporters. However, local authorities insisted the actions were based "solely on legal grounds".

The cloudburst, which occurred along the Machail Mata Yatra route, triggered flash floods and widespread destruction on Thursday, killing at least 60 people. On Friday, Abdullah confirmed the deaths and said that the number of missing people was still being verified. "Around 60 bodies have been found. The number of missing persons is being assessed. After the rescue and relief operation concludes, we will inquire whether the Administration could have taken any preventive steps when the Met Department had issued a warning and also advised people not to venture out if not needed. The rescue operation by the Army, NDRF, SDRF, Police, and Administration is underway. Workers of different political parties are also working on the ground," Omar Abdullah told reporters. THANE: The Motor Accident Claims Tribunal (MACT) in Thane has directed the owner of a container truck and its insurer to pay Rs 20.49 lakh as compensation to the family of a 35-year-old labourer who died after being run over in Bhiwandi in December 2013. Presiding officer R.V Mohite held that the accident occurred due to the rash and negligent driving of the container by its driver. According to the petition, on the night of December 8, 2013, the labourer was walking along the left side of the road near Oswal Tower, Anjur Phata, when the speeding container veered onto the side road and hit him. The vehicle's tyre ran over his leg, causing grievous injuries. He was rushed to Sion Hospital but succumbed to his injuries on December 14. The Narpoli police registered a case of rash driving and causing death by negligence against the driver. The tribunal rejected the defence that the vehicle and driver were falsely implicated, noting documentary evidence including salary vouchers and emails linking the driver to the vehicle at the time. The woman, a resident of Wadala, reportedly lost her entire savings within two days earlier this month after falling victim to an online fraud, an officer said. According to the complaint, on August 4, she received a call from a man who introduced himself as 'Deepak," claiming to be an executive of a milk company. He sent her a link on her phone and instructed her to fill in her details to complete the order. 'She was asked to click on the link while staying on the call and follow instructions. The call lasted for over an hour before she hung up," the official said. The following day, the same caller allegedly contacted her again and extracted additional information. Days later, during a visit to her bank, the woman discovered that Rs 1.7 lakh had been withdrawn from one of her accounts. On checking her other two accounts, she found they too had been wiped out. In total, Rs 18.5 lakh was siphoned off. Investigators believe the fraudster gained remote access to the woman's phone once she clicked on the malicious link.
