MP Barq fined Rs 1k for ‘failing to submit revised house plan'
Dehradun: Samajwadi Party MP Ziaur Rahman Barq, who represents the Sambhal Lok Sabha constituency, has been fined Rs 1,000 by the sub-divisional magistrate (SDM) court for "repeatedly failing" to submit a revised building plan for his house, which was allegedly constructed "without proper approval". SDM Vikas Chandra said on Wednesday, "Barq was directed to submit the revised map by July 8 after the court had identified specific rectifications in its previous hearing in June. However, he didn't comply and claimed he had not received any notice. This is objectionable, as the court has issued multiple reminders. Despite repeated extensions and missed deadlines, his team has not submitted the revised plan." The next hearing is scheduled for July 15, with Barq's legal team seeking another extension to initiate the formal approval process. This is the second fine imposed on Barq in connection with the case. In June, he was fined Rs 500 for the same infraction. Earlier, on Dec 20, 2024, the Sambhal administration used a bulldozer to demolish "unauthorised" stairs at his under-construction house during an "anti-encroachment drive" in the Deepa Sarai area. Officials said the stairs were built over a public drain and that the construction exceeded permissible limits and lacked municipal clearance. The action followed a formal notice issued by the then SDM Vandana Mishra on Dec 5, 2024, under section 10 of the Uttar Pradesh Regulation of Building Operations Act, 1958, directing Barq to submit approved building plans — a directive he allegedly failed to comply with. Around the same time, the administration imposed a Rs 1.91 crore fine for alleged electricity theft at the site and disconnected power supply. However, in a June 4 order, a division bench of Justices Saumitra Dayal Singh and Sandeep Jain called the electricity penalty "wholly unnatural and arbitrary", and stayed the demand pending further hearings. The court also ordered immediate restoration of the electricity connection, subject to an interim deposit of Rs 6 lakh and timely payment of future bills. Barq was named in an FIR that was filed after the Nov 24 riots that broke out in Sambhal city following a court-ordered survey of the 500-year-old Jama Masjid. The timing of the FIR and the administrative actions led to allegations of "political targeting" by Barq's supporters. However, local authorities insisted the actions were based "solely on legal grounds".

Illegal construction: Sambhal MP submits map; next hearing on June 12
Samajwadi Party MP from Uttar Pradesh's Sambhal Ziaur Rahman Barq through his counsel has submitted a formal construction map to the Sambhal SDM's court seeking its approval in an ongoing case pertaining to the alleged illegal construction at Barq's residence in Deepa Sarai locality in that district, officials said. Confirming it, Sambhal SDM Vandana Mishra said, 'A map has been submitted for the new construction at the MP's residence. The next hearing is scheduled for June 12 during which further action will be determined.' The map was submitted on Tuesday (June 3). The MP's counsel Mohammad Naeem also expressed willingness to pay the penalty levied for the 'unapproved' construction, they added. Barq has been accused of constructing a house without the approval for a building plan. He has been served several notices by the SDM. The controversy began after Barq undertook fresh construction at his residence without obtaining the necessary permissions. The regulated area office had objected to the construction, declaring it illegal and subsequently issuing a formal notice to the MP on December 11, 2024. The notice said the construction violated the Uttar Pradesh Regulation of Building Operations Act, 1958, as it was carried out without an approved map or official sanction.
