Illegal construction: Sambhal MP submits map; next hearing on June 12
Confirming it, Sambhal SDM Vandana Mishra said, 'A map has been submitted for the new construction at the MP's residence. The next hearing is scheduled for June 12 during which further action will be determined.'
The map was submitted on Tuesday (June 3). The MP's counsel Mohammad Naeem also expressed willingness to pay the penalty levied for the 'unapproved' construction, they added. Barq has been accused of constructing a house without the approval for a building plan. He has been served several notices by the SDM.
The controversy began after Barq undertook fresh construction at his residence without obtaining the necessary permissions. The regulated area office had objected to the construction, declaring it illegal and subsequently issuing a formal notice to the MP on December 11, 2024.
The notice said the construction violated the Uttar Pradesh Regulation of Building Operations Act, 1958, as it was carried out without an approved map or official sanction.

Known as a trusted officer of chief minister Yogi Adityanath, newly appointed Uttar Pradesh chief secretary Shashi Prakash Goyal has navigated the turbulence of political regimes of different shades in Uttar Pradesh with ease during the course of his 36-year-long career as a bureaucrat. (HT) Having led the CM's secretariat for over eight years, the 1989-batch IAS officer has been the 'eyes and ears' of the chief minister while keeping a close watch on the state bureaucracy and discharging his duties without seeking public attention. From 1996 to 2002, with the BJP in power in Uttar Pradesh for most of this period, Goyal was posted as the district magistrate of Deoria, Mathura and Etawah. The fact that he remained in the good books of political parties and leaders of different ideologies could be gauged from the fact that when the Samajwadi Party came to power in 2003, he was posted as DM of an important district like Prayagraj (then Allahabad). He also served as additional CEO, Greater NOIDA, Aligarh DM, commissioner NCR and staff officer to the UP chief secretary under the SP government. In 2007, when the Samajwadi Party lost power to the Bahujan Samaj Party (BSP), it seemed that Goyal may be shunted to an insignificant post but he maintained his clout and was posted as principal staff officer to cabinet secretary Shashank Shekhar Singh, considered the right-hand man of the then chief minister Mayawati. Remaining on the post for five years, he was a bridge between the bureaucracy and the government. In 2012, when the Samajwadi Party regained power with Akhilesh Yadav as CM, Goyal was given key assignments in the planning, irrigation, cooperative and programme Implementation departments. A senior IAS officer said SP Goyal also maintained cordial relations with the central bureaucracy. When the BJP came to power in 2014 at Centre, he went on central deputation as joint secretary in the department of higher education in the ministry of human resources development. After a three-year central deputation, he returned to Uttar Pradesh in May 2017, about two months after the BJP government came to power when CM Yogi Adityanath was looking for an officer known for hard work, dedication and honesty to handle affairs in the chief minister's office. He zeroed in on SP Goyal who was on the waitlist. On May 19, 2017, Goyal was made principal secretary to the chief minister. He was allotted key departments like civil aviation, estate, protocol as well as additional resident commissioner. During his tenure in the CM's office, Goyal was the bridge between the central and state governments, ensuring the central and state government schemes were launched successfully. He also played an important role in the organisation of the Global Investor Summit and Ground Breaking ceremonies. During his tenure in the CM office, Goyal played an important role in the transfer and posting of officers in the districts as well as in the various state government departments. Yogi Adityanath rewarded Goyal with the top post in the state bureaucracy after Manoj Kumar Singh's retirement on Thursday. Goyal is likely to continue on the post till his retirement in 2027. SP Goyal had secured All India Rank 1 in the UPSC Civil Services Examination 1989. Pairing of schools is not permanent, says minister
Lucknow: Emphasizing that the state govt was absolutely flexible in its approach while implementing the pairing of primary govt schools, basic education minister Sandeep Singh said here on Thursday that 'no school has been permanently paired'. Addressing a press conference, he said that student interest was paramount, pointing out that complaints from certain districts regarding the initiative have been taken seriously, and necessary action taken, including restoring operations in certain schools where required. He also stated that the distance between paired schools will not exceed one kilometre and schools in geographically challenging areas have been excluded from the process. "If student numbers rise or seating becomes inadequate, classes will resume in the original buildings, with UDISE codes remaining unchanged," he added, accusing the opposition, especially the Samajwadi Party of politicising the issue. The minister stated that the merger aimed at enhancing the quality of education and won't cause inconvenience to students. He added that around 10,000 schools had been identified for pairing, and this process, along with the unpairing of schools where necessary, would be completed within the coming week. Singh said schools with fewer than 50 students were being considered for the merger. However, in case there are complaints of students facing problems in commuting to paired schools situated over a kilometre away from each other, then such instances will be reviewed on a case-by-case basis and a decision would be taken. Addressing concerns over job security, Singh said that there would be no job cuts or shutting of schools. "All 132,886 govt-run primary schools in the state would continue to operate and retain their valid UDISE codes. All sanctioned posts will remain intact, including those of the headmaster. If needed, we will appoint new teachers to maintain the required pupil-teacher ratio," he stated. Singh further explained that the merger process would be completed within a week, adding that the buildings of schools vacated through mergers would be run as bal vatikas. "As per the national mandate, admission to Class 1 begins at the age of six. So, to cater to pre-primary needs, these bal vatikas will be operational by August 15," he said. He clarified that the state govt had never halted recruitment and remained committed to meeting educational standards. "We are following norms — one teacher per 30 students in pre-primary and one per 35 in upper primary schools. Every merged school will have three teachers, two assistant teachers, and one shiksha mitra to ensure seamless academic activities," Singh added. Criticising Samajwadi Party for politicising the issue, Singh said: "Before 2017, government schools lacked even basic infrastructure. Under Operation Kayakalp, we equipped 96% of schools with essentials like drinking water, toilets, and midday meals with an expenditure of over Rs 11,500 crore." Highlighting recent achievements, the minister stated, "in the academic session 2025–26 alone, we enrolled 27.53 lakh new students. "The government is fully committed to enhancing the future of children through quality education," Singh said, pointing out that the pairing model had already been adopted in other states such as Rajasthan, Madhya Pradesh, Himachal Pradesh, Odisha, Uttar Pradesh and was implementing it by carefully studying every aspect.
