
Govt constitutes crisis management body to deal with major disasters
In a notification, the Ministry of Home Affairs (MHA) said exercising the powers conferred by sub-section (2) of section 8A of the Disaster Management Act, 2005 (53 of 2005), the central government constituted the NCMC.
While the cabinet secretary will be the chairperson, Union home secretary, defence secretary, secretary (co-ordination), cabinet secretariat and member and head of department, the National Disaster Management Authority, will be the members of the committee.
The committee shall be the apex body for dealing with the situation arising out of a major disaster, which has national ramifications, the notification said.
The chairperson of the NCMC may co-opt any expert or any officer either from the central government or the state government or any organisation, depending on the nature of the crisis, to assist the committee in performing its functions during a threatening disaster situation, an emerging disaster situation or a disaster.
The NCMC shall coordinate and monitor actions of the concerned ministries or departments of the government of India, state governments, national authority, state authorities, governmental and non-governmental organisations in relation to disaster response.
The NCMC shall give such directions as may be necessary for the proper coordination and monitoring of disaster response in the country, the notification said. PTI ACB ACB KSS KSS

Pahalgam attack: Days after the three terrorists involved in the devastating Pahalgam attack were eliminated under Operation Mahadev, security agencies have gathered documents including biometric data, confirming that they were Pakistani nationals, officials said on Monday. As per the evidence collected, none of the slain terrorists were locals, confirmed officials, reported PTI. The documents collected by the security agencies which helped officials confirm the Pakistani nationality of the terrorists include: biometric records of Pakistan's National Database and Registration Authority (NADRA), voter identity slips issued by the Election Commission of Pakistan digital satellite phone data, including logs and GPS waypoints Not just the voter slips and other documents, personal items were also discovered that offered more clues to their identities — including candy wrappers from 'CandyLand' and 'ChocoMax', both popular Pakistani brands made in Karachi. Officials also said that the post-encounter investigation, including ballistics weapon-to-cartridge match and statements of two detained Kashmiri helpers, further corroborated the terrorists' involvement in the Pahalgam attack. The slain terrorists were identified as Suleman Shah alias "Faizal Jatt", an A category terrorist, mastermind and lead shooter; his close associate Abu Hamza alias 'Afghan', an A-grade commander and the second gunman; and Yasir alias 'Jibran', also an A-grade commander and the third gunman. All the three slain terrorists had their addresses in Kasur distirct's Changa Manga and Koiyan village near Rawalakot, Pakistan-occupied Kashmir (PoK). The officials said the NADRA-linked Smart-ID chips – a micro-SD recovered from a damaged sat-phone contained the NADRA biometric records (fingerprints, facial template, family tree) of all three men — traced their addresses to those regions. While speaking at the Lok Sabha last week, Home Minister Amit Shah said that Operation Mahadev involved the questioning of around 1055 individuals within a span of over three hours. "Based on the inputs gathered, composite sketches were prepared. Subsequently, on June 22, two individuals — Bashir and Parvez — were identified as those who had harboured the terrorists,' said Shah.

Curtailed access to US mkt to diminish Indias mfg sector prospects: Moodys
Agency: PTI Last Updated: New Delhi, Aug 4 (PTI) Moody's Ratings on Monday said curtailed access to the US market will diminish prospects for India to develop its manufacturing sector, but the country's domestic demand will remain resilient to these external pressures. US President Donald Trump has announced a 25 per cent duty on imports from India, which will come into effect from August 7 (9.30 am IST). These will be over and above the existing standard import duty in the United States. On top of the import duty, Trump has announced imposing a 'penalty' on India for Russian imports. However, the rate of penalty is yet to be announced. Moody's Ratings, Senior Vice President, Christian de Guzman said the revised tariff rate assessed on Indian goods is significantly above those from other major exporters in the APAC (Asia-Pacific) region, many of which have duty rates between 15 per cent and 20 per cent. 'Curtailed access to the largest economy globally diminishes prospects for India's ambitions to develop its manufacturing sector, particularly in higher value-added sectors such as electronics," Guzman said. The higher tariffs relative to other countries also disadvantaged India as it vies for a greater share of trade and investment flows away from China, which has been subject to even more severe tariff treatment by the US, he added. India and the US are currently negotiating a bilateral trade pact. The US is India's largest trading partner, accounting for 18 per cent of India's total merchandise exports in 2024. The USD 80 billion merchandise exports from India to the US are distributed in sectors which also form India's overall major exports. Guzman said that we expect domestic demand to remain resilient to these external pressures as the Indian economy is less trade-reliant than other large economies in APAC. 'Moreover, the favourable outlook for India's services sector, whose scope and scale are unrivalled in the region, remains intact as associated services exports do not appear to be a major point of contention in bilateral relations with the US," Guzman added. SC agrees to examine plea to repeal Bodh Gaya temple law
Agency: PTI Last Updated: New Delhi, Aug 4 (PTI) The Supreme Court on Monday agreed to examine a plea for repealing the Bodh Gaya Temple Act, 1949 and replacing it with a central law for the proper control, management and administration of Mahabodhi temple in Bihar. The Mahabodhi Temple Complex in Bihar's Bodh Gaya, a UNESCO World Heritage site, is one of the four holy areas related to the life of Lord Gautam Buddha. Bodh Gaya is a place where Lord Buddha is believed to have attained enlightenment. The plea, which has also challenged the validity of the 1949 Act, came up for hearing before a bench of Justices M M Sundresh and N Kotiswar Singh. The petitioner's counsel said a plea with identical prayers was pending in the apex court. The bench issued notice to the Centre and others seeking their responses on the petition and tagged it for hearing along with the pending plea. The plea has sought to declare the 1949 Act as unconstitutional alleging it was 'inconsistent" with Article 13 of the Constitution. Article 13 relates to laws inconsistent with or in derogation of the fundamental rights. The petition has also sought a direction to the authorities concerned to remove encroachments made in the premises of the Bodh Gaya temple for the exclusive worship of Buddhists around the world in order to manage, control and administer the religious, faith, belief and worship in the interest of justice. On June 30, the apex court refused to entertain a separate plea challenging the vires of the 1949 Act and asked the petitioner to moved high court concerned. The 1949 Act relates to the better management of the temple. The Mahabodhi Temple Complex comprises a 50-metre high grand temple, the Vajrasana, the sacred Bodhi tree and six other sacred sites of Buddha's enlightenment, surrounded by numerous ancient votive stupas, well maintained and protected by inner, middle and outer circular boundaries. A seventh sacred place, the Lotus Pond, is located outside the enclosure to the south. Both the temple area and the Lotus Pond are surrounded by circulating passages at two or three levels, and the area of the ensemble is 5 metres below the level of the surrounding land.
