Karnataka Govt Proposes Law to Tackle Fake News, Misinformation
The proposed law grants the state government the power to 'ensure a complete prohibition on fake news on social media platforms.' The draft defines fake news as 'misquotation or false and/or inaccurate reporting of one's statement; editing audio or video that results in the distortion of facts and/or context; or purely fabricated content.'
According to a report by Deccan Herald, the draft law defines misinformation as 'knowingly or recklessly making a false or inaccurate statement of fact, whether wholly or in part, in the context in which it appears, excluding opinions, religious or philosophical sermons, satire, comedy, parody, or any other form of artistic expression, provided a reasonable person of ordinary prudence would not interpret such communications as statements of fact.'
For spreading misinformation that disrupts public order or electoral processes, the bill, as reported by Hindustan Times, proposes a minimum sentence of two years, extendable to five years, along with monetary penalties. Aiding or abetting the dissemination of such content could also lead to two years' imprisonment, according to the report.
The draft law establishes a six-member Regulatory Authority, headed by the minister for Kannada and culture, a role currently held by Shivaraj Tangadagi. Special courts will also be set up to expedite trials under the proposed law.
As a rationale for the law, the state government states that the problem of fake news 'cannot be solved.' The draft notes, 'Today, social media is the biggest force in the world, but caution is also necessary in its use.'
As reported by Deccan Herald, the law proposes to prohibit abusive and obscene content, including anti-feminist material. It also seeks to ban the publication of content 'amounting to disrespect of Sanatan symbols and beliefs' on social media.

‘Lawless city': Trump seeks to extend federal control of Washington DC police
United States President Donald Trump on Wednesday said he would ask the Republicans in the US Congress to extend the federal control of Washington city's police force beyond thirty days. Trump deployed 800 National Guard personnel to Washington, after the White House ordered federal forces to take over the city's police department and reduce the crime rate. (Getty Images via AFP) This comes a day after the US President activated National Guard troops, assuming control of Washington, DC's police department, after announcing a 'criminal emergency' in the US capital. Trump further said that any congressional action could also serve as a model for other cities in the US, while not elaborating on how the takeover of Washington's metropolitan police department could be replicated. The US President has, in the past, threatened to expand federal control to Democratic-run cities like Chicago, while claiming that these had failed to address crimes. Trump took federal control of Washington police under the District of Columbia Home Rule Act, a federal law which allows the president to do so for up to 30 days under an emergency situation. While announcing the decision, the US President alleged that the Capital had become a 'lawless city'. The deployment was done under the 1973 Home Rule Act, which permits the president to commandeer the city's police force for up to 30 days during an emergency. Trump is the first president to use Section 740 of the law to take over the city's police force. White House Press Secretary Karoline Leavitt had, on Tuesday, said that the administration would 'reevaluate and reassess and make further decisions' after the period ends. Leavitt also said that about 850 law enforcement officers had been deployed in Washington on Monday, adding that these officers carried out 23 arrests overnight.

HC imposes cost of Rs 5L on HS Gour varsity, asks for fresh appointments
Bhopal/Jabalpur: The MP high court imposed a cost of Rs 5 lakh on Harisingh Gour Central University, Sagar, for "utterly illegal and arbitrary" appointment of assistant professors in the university and said the university will deposit the "exemplary cost" within 45 days. The HC stated that the university will be at liberty to recover the amount from members of the executive council who participated in its meeting on Nov 14, 2022. The court also set aside the decision taken in the 2022 meeting and restored an earlier decision of the executive council taken in Feb 2020 and said a fresh list for appointment of assistant professors be made according to this decision. The amount of cost received from the university will be divided among MP Police Welfare Fund (Rs 2,00,000.00), National Defence Fund (Rs 1,00,000.00), Armed Forces Flag Day Fund (Rs 1,00,000.00) MP State Legal Services Authority (Rs 50,000.00) and High Court Bar Association, Jabalpur (Rs 50,000.00). Allowing a petition filed by Dr Deepak Gupta from Sagar, the bench of Justice Vivek Jain said appropriate cost needs to be imposed upon the university in defeating the rights of the left-out candidates and trying to protect and save illegally selected candidates. Therefore, an exemplary cost of Rs 5.00 lakh is imposed jointly on respondents the VC and secretary. Dr Gupta in his petition said that in 2010, vacancies were advertised for appointment of assistant professors without mention of vacancies. Later, a modified advertisement was issued in which 76 vacancies were advertised. However, the appointment of 156 candidates was made. A petition challenging the selection process filed in the MP high court. In the year 2017, the high court quashed the appointments and ordered fresh appointments in a transparent manner. The executive council of the university decided in Feb 2020 to prepare a fresh list of appointees but in 2022, the executive council changed the decision. The court held that the decision taken in the 2022 meeting of the executive council was illegal and arbitrary and asked the university administration to complete the process of fresh appointments within 3 else the assistant profs concerned would cease to be in the job from Nov 15, 2025.
