
Chairman Railways tells Senate body: 38 projects worth Rs260.085bn underway in 2024–25
ISLAMABAD: Chairman of Railways Tuesday informed Senate Standing Committee on Railways that a total of 38 projects were underway, with a total cost of Rs 260.085 billion during 2024–25.
The meeting of the Senate Standing Committee on Railways, chaired by Senator Jam Saifullah Khan, was convened Tuesday.
The Ministry of Railways briefed the Senate Committee on upcoming, ongoing, and pending projects and informed the committee members about the hurdles currently being faced by the ministry.
The meeting was attended by senators, Nasir Mehmood, Dost Ali Jeesar, Asad Qasim, Saifullah Sarwar Khan Nyazee, Kamil Ali Agha, Dost Muhammad Khan, the mover Senator Shahadat Awan, and the Minister for Railways.
The chairman of Railways told the Senate Standing Committee on Railways that during the year 2024–25, a total of 38 projects were underway, with a total cost of Rs260.085 billion.
Out of the 38 projects, the ministry successfully completed six, and the remaining 32 have been carried forward to 2025–26.
The chairman, while briefing on the Main Line (ML-1) project (Karachi to Rohri),described it as the lifeline of the Reko Diq and Thar Coal projects, which are expected to start this year, depending on the provision of funds. He added that the total estimated cost of ML-1 isRs2,298.18 billion, and the ministry has submitted a proposal for an allocation of Rs75 billion for the financial year 2025–26 to initiate the project.
It was also revealed to the committee that total 12 projects of expansion, track safety, rehabilitation, replacement of tracks, feasibility studies and upgraded security system required proposed allocation Rs11,076 million during the financial year of 2025-26.
The committee demanded the details of delayed projects in the upcoming meeting of the Standing Committee.
The committee members commended the newly adopted strategy of the ministry to complete the projects partially in different phases. The chairman of the committee emphasised the need to complete projects on time to avoid extended costs and directed the ministry to deliver high-end railway services to the general public.
The Minister for Railways said that, as the country is passing through a financial crisis, the provinces may contribute to the new or ongoing railway projects in their respective areas. He stated that the ministry is planning to upgrade railway schools and hospitals across Pakistan.
In response to a query regarding railway land, the minister informed the committee that an anti-encroachment campaign has recently been initiated nationwide against land grabbers.
It was also briefed to the committee that Pakistan has developed locomotives and coaches capable of running at speeds over 160 km/h, but unfortunately, the country lacks the required tracks to operate such trains. The chairman of the committee directed the ministry to conduct a feasibility study on upgrading of track system to support high-speed trains in Pakistan.

Pakistan debt stock reaches all-time high of Rs75trn
KARACHI: The federal government's total debt stock surged by over Rs 6 trillion during the first ten months of this fiscal year (FY25) due to massive borrowing to finance the budget deficit. According to a statistic released by the State Bank of Pakistan (SBP) on Wednesday, the central government's total debt, comprising domestic and external liabilities, rose by 9 percent during July-April of FY25. Overall, the stock reached an all-time high level of Rs 74.936 trillion by the end of April 2025 compared to Rs 68.914 trillion as of June 2024, depicting an increase of Rs 6.022 trillion. The major growth in debt stocks was attributed to domestic borrowings, which rose by 11.37 percent or Rs 5.363 trillion to reach Rs 52.523 trillion in April 2025 up from Rs 47.16 trillion in June 2024. The domestic debt comprised long-term loans worth Rs 44.132 trillion and short-term borrowings amounting to Rs 8.328 trillion. Pakistan govt's debt stock soars to Rs73.6trn by March-end External debt, in rupee terms, saw an increase of Rs 659 billion during the first ten months of FY25, reaching Rs 22.413 trillion by the end of April 2025 compared to Rs 21.754 trillion in June 2024. The SBP reported that the Weighted Average Customer Exchange Rate of the US dollar was Rs 278.3668 in June 2024 and Rs 280.9739 in April 2025. The federal government's debt showed a notable increase of Rs 1.248 trillion in April 2025 due to massive borrowing to finance the budget deficit. On a month-on-month (MoM) basis, the federal government's debt stock rose by 2 percent from Rs 73.688 trillion in March 2025 to Rs 74.936 trillion in April 2025. Analysts noted that the tax collection by the Federal Board of Revenue (FBR) is 26 percent higher during the first eleven (July-May) months of this fiscal year compared to previous year; however, cumulatively FBR has failed to achieve the target. The shortfall in revenue collection has compelled the federal government to borrow from domestic and external resources. FBR had missed its revenue collection target by some one trillion rupees in the first eleven months of this fiscal year due to lower imports and slowing economic growth. The FBR has collected some Rs10.233 trillion between July-May of FY25 as against the budgetary target of Rs11.241 trillion for the same period. The SBP has already emphasised the need for a sharp acceleration in tax revenue growth to meet the annual targets. Major runway project at JIAK exceeds progress expectations
KARACHI: The major runway upgradation project at Jinnah International Airport Karachi has exceeded its progress expectations, achieving 53 percent completion by the end of May 2025, surpassing the planned target of 51 percent. The Rs 8.3 billion infrastructure development project, focused on upgrading Runway 07L/25R, has maintained steady momentum since its commencement in July 2024. Pakistan Airport Authority (PAA) has confirmed the project remains on track for completion by January 2026. To ensure timely delivery of this critical aviation infrastructure, construction teams are operating double shifts at the site, said PAA spokesman, adding this intensive work schedule is reflecting the authority's commitment to minimizing disruption while accelerating progress on the strategic project.
