MEC Siboniso Duma addresses contractor payment delays in KZN Transport

The delays in the payment of contractors constructing and rehabilitating road infrastructure in KwaZulu-Natal were a concern.
The matter was highlighted by MEC of Transport Siboniso Duma during his budget hearing presentation and Annual Performance Plan (APP) at the KZN Legislature Transport Portfolio Committee, on Tuesday.
Following the re-tabling of the national Budget by the Finance Minister Enoch Godongwana, provincial departments were also required to re-table their budgets.
Riona Gokool, MPL and DA spokesperson on transport, was concerned about allegations that contractors are not being paid for services rendered.
This despite the department's significantly increased 2025/26 budget of over R13 billion: a 6.2% increase compared to the adjusted 2024/25 appropriation.

The department's infrastructure programme has been allocated a substantial R9.2 billion, with R4.3 billion earmarked for maintenance and R3.8 billion for construction.
Gokool said this highlights a mismatch between budget allocation and actual service delivery, particularly if contractors are not being paid or projects are not progressing as intended.
According to Gokool, the APP and budget reports make repeated references to prior-year unpaid invoices, specifically noting a spike in expenditure during Quarter one of the 2024/25, which was attributed to late payments from the previous year.
She said the department's over-expenditure in that period - R404 million instead of the projected R213 million - raises red flags regarding financial planning and invoice processing systems
She added that the DoT's 2025/26 budget makes no clear provision or explanation for settling these outstanding contractor payments, and the progress on disbursing 2024/25 invoices remains unclear
'The ripple effect of non-payments not only affects businesses - it affects workers, their families and local economies - this despite a massive budget supposedly available,' she said.
Duma stated that his department continues to prioritise the payment of contractors and that he requested a detailed report from his department heads of delays in payments for the contractors.
He also called to prioritise contractors and service providers in rural areas where there is poverty.
Duma said that DoT has made great progress in terms of the rollout of road infrastructure projects throughout the corners of the province.
'We have created job opportunities for thousands of people in deep rural areas. We have targeted young people who are worst affected by unemployment. The issue of floods and prolonged rainfall are natural disasters that are affecting our performance,' he said.
Duma said that there would be penalties and punitive actions against contractors who squander money and abandon sites without finishing projects. He warned that contractors would be blacklisted and they will be taken to court to recover money.

JOHANNESBURG - Transnet will receive R94.8 billion in financial support from the Transport Department over the next five years to help manage its mounting debt. The Department said the additional guarantees will cushion the impact of recent credit rating downgrades, to mitigate risks and ensure Transnet can meet its debt obligations. This latest support follows a R51 billion guarantee approved earlier this year by Transport Minister Barbara Creecy and Finance Minister Enoch Godongwana. Department spokesperson Collen Msibi said the new allocation will help stabilise the entity's financial position. 'On the 12th of June 2025, the Minister of Transport, Ms. Barbara Creecy, announced government has initiated a process to allocate additional guarantees to Transnet. As a result, government has, on 25 July 2025, approved an additional R48.6 billion guarantee for Transnet to ensure that all debt redemptions will be covered over the next five years. '

Oceans North Tower launch marks new chapter for luxury living and inclusive growth in uMhlanga

The glamourous rooftop ribbon‑cutting event drew an elite gathering of politicians and dignitaries, including government ministers, politicians, eThekwini Municipal Manager, Consul General of the People's Republic of China in Durban, business leaders, local celebrities, international guests as well as investors. Guests were treated to champagne receptions, live entertainment, a lavish buffet and glittering views of the new luxury tower. The North Tower itself marks a R1.4 billion segment of the larger R4.3 billion Oceans Umhlanga development, which includes the award‑winning Oceans Mall and the Radisson Blu Durban Umhlanga Hotel. Featuring 258 luxury units—from studios to four‑bedroom penthouses—with ocean‑facing views, resort‑style pools, concierge and wellness zones, and direct access to the mall, the tower sets a new benchmark for coastal residential living in KwaZulu‑Natal. Beyond high‑end amenities, the project emphasises socio‑economic transformation. Developer and businessman Vivian Reddy called the event a milestone fueled by vision, resilience, and collaboration. He said the celebration was a defining moment in a journey that has been powered by determination and extraordinary people. "The Oceans North Tower is more than just a high rise, it is a landmark in belief that when South Africans unite in purpose we can produce something that is not only world class but something iconic. As I look at this tower I feel immense pride, not just in the architecture but in the human spirit behind over 2400 workers, artisans, engineers and professionals who brought it to life with their skills, sweat and unwavering commitment. Thulasizwe Buthelezi, MEC for Cooperative Governance and Traditional Affairs represented KwaZulu-Natal Premier Thami Ntuli, who was unable to attend, applauded the KwaZulu-Natal Joint Municipal Pension Fund for partnering with Reddy. 'The Oceans Umhlanga development stands as a beacon of progress, vision and commitment to building a prosperous economy in this province. Many of us here have had the privilege of witnessing the evolution of this landmark project from the development of Oceans Mall, one of the largest and most prominent retail centres in South Africa,' said Buthelezi. eThekwini Municipal Manager Musa Mbhele acknowledged the project's significance within the broader urban context. Mbele spoke candidly about the dual realities of a post-apartheid city—challenges of infrastructure and service delivery on one side, and resilience and investment on the other. 'This city has faced immense challenges, from service backlogs to devastating floods. But despite it all, projects like this show our strength and determination. Developers like Vivian Reddy prove that with belief in the city and its people, great things are still possible,' Mbhele said. At the height of the evening, Reddy revealed that Southern Sun will join the Oceans Umhlanga mixed–use precinct by taking significant equity and operational control of the upcoming South Tower hotel and residences.
