Almost 30% of German companies postpone US investments, survey shows

BERLIN (Reuters) -Almost 30% of German companies with investment plans in the United States have postponed their projects and 15% have cancelled them due to uncertainty over U.S. President Donald Trump's tariff policy, an Ifo survey showed on Thursday. Domestic investments are also being halted due to tariff uncertainty. Some 21% of the 1,500 companies surveyed are postponing investments in Germany, while 8% said projects had been cancelled. "Companies that are negatively affected by the Trump tariffs in particular are deciding to postpone or cancel investments in Germany," the institute said in its report. More than 60% of German companies report negative effects from the U.S. tariffs introduced in January, with export-oriented sectors such as mechanical engineering (87%) and metal production (68%) particularly affected. "Trump's tariffs are a profound trade policy shock, they are forcing companies to reassess global markets and realign investments," said Ifo trade expert Andreas Baur. Even companies with U.S. locations are suffering from the tariffs, with more than 80% reporting noticeable drawbacks. One in three German industrial companies expects the U.S. market to lose importance due to Trump's tariff policy. Around 40% see growing sales opportunities within the European Union and in India, respectively, while opinions differ on the Chinese market. (Bloomberg) -- European Commission President Ursula von der Leyen told Chinese leader Xi Jinping that the bloc's ties with his country 'have reached an inflection point,' illustrating what's at stake in their summit shadowed by tensions spanning trade to the war in Ukraine. The head of the European Council, Antonio Costa, called on China 'to use its influence on Russia to respect the United Nations Charter and to bring an end of its war of aggression against Ukraine.' 'Rebalancing our bilateral relation is essential,' von der Leyen said. 'To achieve this, it is vital for China and Europe to acknowledge our respective concerns and come forward with real solutions.' The first in-person EU-China summit since 2023 is exposing a divide between the bloc and Beijing just months after earlier signs of a possible detente. In his opening remarks, Xi said their ties are 'at a historical juncture,' urging stronger trust and communication amid global uncertainty, state broadcaster CCTV reported. Xi said he was hopeful the EU will keep its trade and investment markets open while refraining from using restrictive economic tools, according to the official Xinhua News Agency. Current challenges facing the bloc 'don't come from China,' he said. The messages come as the two sides mark the 50th anniversary of their diplomatic ties. The meeting has been cut short from two days to one at Beijing's request, Bloomberg News has reported, with the venue changed from Brussels to the Chinese capital after Xi refused to travel to Europe for the talks. Von der Leyen and Costa met the Chinese leader a day after the EU's summit with Japan in Tokyo. Later on Thursday, they held talks with Chinese Premier Li Qiang, who cautioned that any rift in ties will be costly. 'When there is estrangement and disruption in our relations, cooperation stalls and hurts us both,' Li said. 'China and the EU have extensive common interests and no fundamental conflicts. No matter how the international landscape evolves, cooperation should be the keynote and partnership the correct definition of China-EU relations.' While there are no plans to issue a joint communique, the EU intends to release a statement listing the main messages it delivered, according to people familiar with the matter, who spoke on condition of anonymity. The two sides will also commit to leading the world in the fight against climate change, according to a draft document seen by Bloomberg News, in a symbolic show of unity as the US steps back under President Donald Trump. Brussels and Beijing will set out to deliver updated climate plans for 2035 that are in line with the long-term temperature goal of the Paris Agreement, ahead of the UN's COP30 summit in Brazil later this year, the statement said. They'll also boost cooperation in areas such as the energy transition and tackling methane emissions. The tensions on display this week contrast with hope at the height of the trade war unleashed by Trump for China to repair ties with the EU. Back then, Beijing appeared to be positioning itself as a more reliable partner as Trump alienated the bloc. Now, deep disagreements are once again marring the relationship. The strains flared into view in April with Beijing's decision to impose export controls on rare earth magnets, which shook European car companies and other sectors. Brussels also takes issue with what it considers as Beijing's support for Moscow. The EU on Friday sanctioned two Chinese banks and five China-based companies as part of its latest measures against Russia. Trade ties are another source of frustration. The Asian nation's goods trade surplus reached almost $143 billion in the first half of this year, a record for any six-month period, according to data released last week. The EU inflamed trade tensions when it imposed tariffs on Chinese electric vehicles last year in a bid to ward off a flood of cheap imports. In response, China launched anti-dumping probes into European brandy, dairy and pork. 'I don't think that any of us are too optimistic in terms of any sort of grand agreement being reached — and I don't think that this is really what we should aspire to,' Jens Eskelund, president of the European Union Chamber of Commerce in China, said on Bloomberg TV Thursday. The 50th anniversary of ties offers an opportunity to ask how to 'ensure that we have a relationship going forward that continues to deliver benefits from both sides,' he said.
