1MDB maliciously filed lawsuit against me
Mohd Irwan said this was because he was a senior and high-ranking civil servant, holding the post of secretary general in the Finance Ministry, while at that time Datuk Seri Najib Tun Razak was the prime minister and also the Minister of Finance.
"1MDB's main target was Datuk Seri Najib.
"However, they wanted to blame someone other than Datuk Seri Najib, and I was an easy target because of my position as the secretary-general of the Finance Ministry.
"1MDB also wanted to sensationalise their case by falsely alleging that I was aligned to Datuk Seri Najib and his alleged wrongdoings and that I, somehow, conspired or colluded with Datuk Seri Najib in failing in my duties and responsibility to take the relevant steps to investigate the wrongdoers," he said.
Mohd Irwan said this in his witness statement when testifying as the second defendant during the hearing of the USD6.59 billion lawsuit filed by 1MDB, as plaintiff, against him and former 1MDB chief executive officer Arul Kanda Kandasamy for breach of trust and conspiracy.
Mohd Irwan, who was former Treasury secretary-general said the filing of the suit was also clearly selective prosecution and done only to bring disrepute against him.
He said this was clear as he had resigned in 2018 and it was only three years later in 2021 when the then government had changed hands after the 14th General Election, was this action filed against him.
He said that at no point in time from May 2018 till May 2021 was a demand issued against him or was he asked to answer any allegations or given a chance to explain matters belatedly raised against him.
"Their conduct of bad faith is further shown when they filed this claim for alleged breach of duties as member of the board but yet, chose not to include the remaining members of the board at that material time namely Datuk Kamal Mohd Ali and Datuk Seri Norazman Ayob despite being aware that all decisions were collective decisions and none of the allegations made was a decision that I made on my own accord or attempted to push through without the consensus and approval of the entire board," he said.
Mohd Irwan said as a result of the lawsuit, he lost his reputation and his credibility had been tarnished.
"I am subject to ridicule and having to defend myself constantly. As a result, it is very difficult for me to continue to hold certain directorships as people are sceptical and weary of the allegations that have been made against me.
"Apart from that, I had to incur legal expenses in appointing solicitors to defend me," he said.
The hearing before Judge Datuk Raja Ahmad Mohzanuddin Shah Raja Mohzan continues on May 19.
In May 2021, 1MDB filed a lawsuit against Mohd Irwan and Arulkanda, accusing them of breach of trust and conspiracy, which led to losses of USD1.83 billion, linked to the company's investment in 1MDB-Petrosaudi Ltd, which was subsequently converted into the Brazen Sky Limited investment, purportedly recoverable from the Bridge Global Fund.
1MDB also alleged that both defendants committed breach of trust and conspiracy by misappropriating USD3.5 billion in company funds paid to Aabar Investments and USD1.265 billion paid to International Petroleum Investment Company on May 9, 2017.
1MDB further alleged that Mohd Irwan conspired with Arul Kanda to extend his employment agreement, resulting in a payment of RM2,905,200 to Arul Kanda, all while disregarding the company's interests, which ultimately led to financial losses and damages.
Consequently, 1MDB is seeking USD6.59 billion in damages from both defendants and an additional RM2.9 million from Mohd Irwan related to the extension of the employment agreement.

Nanta: Highway upgrades main budget priority, not just plan
PETALING JAYA: The upgrading of ageing highways such as the Gerik-Jeli route is already one of the main thrusts of the Works Ministry's annual budget requests, said Minister Datuk Seri Alexander Nanta Linggi, dismissing suggestions that it was merely being 'considered' for Budget 2026. He said the ministry had long identified the urgent need to refurbish and enhance older highways and federal roads. 'It is not a matter of 'considering' anymore. This has been one of our main funding priorities year after year. 'We have done the studies and we know we need far more than what we usually receive,' he said after chairing the ministry's Budget 2026 dialogue session with industry players today. Nanta said road upgrades — including critical highways and rural links — remain a core priority to improve safety, support economic activity and strengthen infrastructure against weather damage. While existing funds are channelled for maintenance and repairs, he stressed they fall short of actual nationwide needs. On road safety, he noted that upgrades are not solely about increasing capacity but also about integrating improved features such as better signage, lighting, barriers and drainage. The ministry, he said, will continue working with relevant agencies to ensure infrastructure meets both current and future requirements. Addressing the rising prices of construction materials, Nanta said the ministry had taken note of the increases and would review how far it could assist the industry. 'But the final decision lies with the Ministry of Finance. Our role is to present the concerns of the industry to them,' he said, adding that any cost adjustments must not compromise project quality, safety or delivery timelines. Earlier, in his opening speech, Nanta said the ministry's budget proposals follow a 'floor and ceiling' approach — guaranteeing a minimum level of essential infrastructure while identifying areas for higher performance standards. Among the recommendations for Budget 2026 are the maintenance and upgrading of existing infrastructure, differentiated incentives, and the adoption of sustainable construction technologies and green practices. Another priority is the empowerment and capacity building of local contractors, including women contractors. Stakeholder engagement, Nanta said, is central to this process, with the dialogue aimed at gathering industry input on issues such as material costs, project timelines, safety standards and sustainability measures. Nanta said feedback from these engagements will be included in the ministry's submission to the Finance Ministry, alongside existing technical assessments and strategic plans. He is expected to meet Finance Minister II, Datuk Seri Amir Hamzah Azizan, on August 22 to discuss the ministry's proposed initiatives. Nanta also stressed the importance of maintaining public trust in government projects by ensuring transparency, accountability and value for money. 'The public must see that every ringgit spent brings tangible benefits — whether in smoother journeys, safer roads or better facilities,' he said.

Most tax from high earners
INDIVIDUALS with taxable incomes more than RM100,000 annually contributed a significant 86% of the total individual income tax collected in 2023, the Finance Ministry revealed. It said this contribution formed part of the RM37.77bil in individual income tax collected by the government for that year, which represented 22% of the total direct tax collection of RM171.34bil. 'Of this, the top 20% of taxpayers, with taxable incomes over RM1mil, played a substantial role in bolstering Malaysia's fiscal resources. 'Their contributions are crucial in maintaining economic stability and supporting national development,' said the ministry in a written parliament reply. Aminolhuda Hassan (PH-Sri Gading) asked about the number of individuals in Malaysia with net wealth exceeding RM100mil and their tax contributions. The ministry said such specific data is unavailable in the Inland Revenue Board's records, as net wealth does not directly correlate with income tax liabilities. 'Certain assets are not subject to income tax unless sold or disposed of, such as real estate or specific investments,' it said. The government, it added, appreciates the role of high-income taxpayers in bolstering economic stability and strengthening the country's fiscal position. 'The government remains committed to enhancing tax compliance and addressing tax leakage issues, especially among high-income individuals with assets and wealth not aligned with reported taxes. 'This includes income kept in offshore accounts, cross-border transactions, domestic transfer pricing, online activities and shadow economy cases,' it added. In addition to tackling tax leakage, the government is focused on improving tax administration efficiency through digitalisation and encouraging tax compliance via ongoing awareness efforts. 'We are continually refining the structure and treatment of income tax to ensure a fair and progressive taxation system in Malaysia,' it added.

8.6m Malaysians to get up to RM650 each
KUALA LUMPUR: About 8.6 million Malaysians will receive up to RM650 in cash aid each under the third phase of the Sumbangan Tunai Rahmah (STR) initiative that begins today. The Finance Ministry said the payments, with an allocation of RM2 billion, would be credited into the bank accounts of existing and new eligible recipients. For recipients without bank accounts, they can collect the aid in cash at Bank Simpanan Nasional branches. The number of STR recipients has increased by 300,000 to 8.6 million people after the government reopened the application and appeal process. "The year-round application and appeal process shows that the government takes its responsibility seriously to improve the well-being of the people and ensure that no one is left behind," said Prime Minister Datuk Seri Anwar Ibrahim, who is also finance minister.
