Palace says Marcos already preparing for his fourth SONA

President Ferdinand ''Bongbong'' Marcos Jr. is already preparing for his fourth State of the Nation Address (SONA) on July 28.
According to Palace Press Officer Undersecretary Atty. Claire Castro on Tuesday, Marcos is preparing to provide a better report on his projects and accomplishments.
No further detail was given by the Palace official.
The Philippines National Police (PNP) has said it will take concrete measures to guarantee a peaceful conduct of Marcos' fourth SONA.
Asked if the police organization will make adjustments to its preparations considering that there is an ongoing impeachment issue of Vice President Sara Duterte, PNP chief Police General Nicolas Torre III said it depends on the estimate from the intelligence they receive.
The Vice President will not be attending Marcos' fourth SONA on July 28, House Secretary General Reginald Velasco earlier said.

Speaker Martin Romualdez formalized Thursday his call to open the national budget deliberations to watchdogs and other civil society organizations by filing House Resolution 94. Under the resolution, bonafide people's organizations will be formally accredited and invited to actively participate as official non-voting observers in the deliberations of the House committee on appropriations and its sub-committees in the crafting of the national budget for 2026 and in all succeeding annual General Appropriations deliberations. Likewise, the resolution provides that the House committee on appropriations, in consultation with the Committee on People's Participation, will draft appropriate guidelines to determine eligibility, accreditation procedures, and the scope of participation of such organizations, consistent with existing laws and rules of the House. 'Let this resolution affirm the commitment of the House of Representatives to uphold democratic governance, participatory budgeting, and inclusive national development,' the resolution read. Romualdez co-authored House Resolution 94 with his wife, Tingog party-list Rep. Yedda Romualdez, and their son, also Tingog party-list Rep. Andrew Julian Romualdez. The other author is Tingog party-list Rep. Jude Acidre. Earlier, lawmakers from the House and the Senate also filed a joint resolution opening all bicameral conference committee deliberations on the national budget to the public, conducted in person or through digital live streaming. Likewise, the joint resolution requires the bicameral conference panel to produce a matrix comparing the differences between the House of Representatives' and the Senate's versions of the bill, and how these differences were resolved. Authors of the Open Bicam Resolution in the House include: ML party-list Rep. Leila de Lima, Albay Rep. Krisel Lagman, Dinagat Islands Rep. Arlene Bag-ao, and Akbayan party-list Reps. Chel Diokno, Perci Cendaña, and Dadah Ismula. The Senate counterpart of the joint resolution is authored by Senate Minority Leader Vicente Sotto III, Senators Panfilo Lacson, Risa Hontiveros, Migz Zubiri, Loren Legarda, Francis Pangilinan, and Bam Aquino. Aquino and Pangilinan are the only senators from the majority bloc who signed on the Open Bicam Joint Resolution. 'The President mentioned about flood control projects bypassing the legitimate process, and we want the budget process to be transparent and accountable. This [Joint Resolution] is in response to the President's call for good governance and fighting corruption during his SONA,' Lagman told reporters.—AOL, GMA Integrated News

2 'missing links' in missing sabungeros case in police custody — PNP spox

Two people considered as the missing links in the missing sabungeros case are now in the custody of the police, Philippine National Police (PNP) spokesperson Police Brigadier General Jean Fajardo said Thursday. The PNP identified the two as siblings of one of the accused and whistleblower Julie 'Dondon' Patidongan, according to a report of Super Radyo dzBB's Mark Makalalad. According to Fajardo, the two were arrested in a Southeast Asian country and were transported to the Philippines on July 22. One of the arrested persons was allegedly the one who was caught in a CCTV footage withdrawing money using the ATM card of one of the missing other one was also caught escorting another victim during an alleged abduction. One of them was arrested due to an arrest warrant for robbery, while the other one for using a different name on his passport. The PNP said the arrests were legitimate as they coordinated the operation with the Bureau of Immigration. A total of 34 cockfighting enthusiasts have been reported missing from 2021 to 2022. According to the police, the missing personalities were kidnapped allegedly due to match fixing or cheating in the cockfighting games. Patidongan claimed that the victims were already buried in Taal Lake. He named businessman Atong Ang as a mastermind in the case and also linked actress Gretchen Barretto to the disappearances. Marcos state visit to India set next week

President Ferdinand "Bongbong" Marcos Jr. will embark on a five-day state visit to the Republic of India next week. The visit is scheduled from August 4 to 8, upon the invitation of Prime Minister Narendra Modi. His first stop will be in New Delhi, and he will proceed to Bangalore for official meetings and events.
