Panama Canal set to enter ports business as Trump-China feud simmers
The Panama Canal Authority expects to open a tender to operate a port on the Atlantic coast and another on the Pacific, both of which would connect to a liquefied petroleum gas pipeline. They would be owned by the canal and likely operated by a third party, Ricaurte Vasquez, head of the authority, said during an interview Monday in New York.
'We are coming into the game of port terminals,' Vasquez said.
Panama's ports have drawn intense scrutiny from Washington in recent months. US President Donald Trump has criticised Chinese influence over the canal, threatening to take back the waterway and falsely alleging that Beijing controls it. Panama President Jose Raul Mulino has repeatedly defended the canal as a Panamanian operation over which the country exercises full sovereignty.
Though China has no role in operating the canal, Hong Kong-based conglomerate CK Hutchison Holdings Ltd has operated ports on the Atlantic and Pacific sides.
The canal authority's plan to own ports is part of $8.5 billion in capital spending it's proposing over the next seven years, including the LPG pipeline, a new water reservoir and roads and highways. Existing ports run by CK Hutchison subsidiary Panama Ports Co., located outside the canal's jurisdiction, were concessioned in 1997 and use old technology.
The Panama canal will seek to use newer crane technology that moves cargo more efficiently, and compete with the more modern Port of Cartagena in nearby Colombia, Vasquez said.
'We believe we can leapfrog that situation and we can try to do it differently,' Vasquez said.
The decision comes as Mulino said his administration will draft a national maritime logistics strategy to determine a new framework for port operations in Panama. The country's comptroller has filed suit against a contract extension with CK Hutchison's local unit, potentially complicating the conglomerate's plan to sell its global terminals business to a consortium involving BlackRock Inc.
The Panama Canal is seeing an unexpected windfall this year due to new US tariffs. Shippers of semi-manufactured goods and automobiles rushed to import products to the US before duties took full effect, helping boost canal revenues. The canal authority expects the front-loading of cargo to dissipate in the next fiscal year beginning in October, and forecasts revenue of around $4.4 billion next year, below roughly $5 billion this year, Vasquez said.
More plentiful rainfall this year has allowed the canal authority to maintain a draft of 50 feet (15 meters), which will likely continue through the end of the year, he said. A severe drought in the previous two years forced the canal to limit transits and use new water-saving techniques.

ED freezes mule accounts worth ₹110 cr in PMLA case against Parimatch
The Enforcement Directorate (ED) on Thursday said it has frozen ₹110 crore kept in mule bank accounts in connection with a money laundering case against Parimatch, a Cyprus-based 'illegal' online betting platform. The agency also seized at least 1,200 credit cards during searches on its Indian operations. The platform, according to the ED, gained prominence through an 'aggressive' marketing strategy, including sports sponsorships and celebrity endorsements. It is accused of cheating investors by luring them with high returns and generating over ₹3,000 crore in a year. Surrogate advertising and foreign payments In a statement, the ED said, 'They also set up Indian entities to run surrogate advertisements under the names 'Parimatch Sports' and 'Parimatch News'. Payments to these agencies were made via foreign inward remittances.' Searches were carried out at 17 locations across Mumbai, Noida, Jaipur, Surat, Madurai, Kanpur, and Hyderabad. The case was registered on August 12 under the Prevention of Money Laundering Act (PMLA), following an FIR filed by the cyber police station of Mumbai Police against the company's website. Alleged modus operandi According to the ED, Parimatch routed funds from users through mule accounts using various strategies nationwide. In one instance, deposits into mule accounts were withdrawn in Tamil Nadu and handed to hawala operators, who recharged virtual wallets of a UK-based company. These wallets were then used to buy cryptocurrency under mule crypto accounts operated by Parimatch agents. The agency said Parimatch engaged domestic money transfer (DMT) agents in western India. Mule accounts managed by these agents were also used to make payments via mule credit cards to Parimatch representatives. Use of unlicensed payment companies The ED alleged that Parimatch used payment companies whose applications for payment aggregator licences were rejected by the Reserve Bank of India. Operating as technology service providers, these companies offered their application programming interface (API) to facilitate fund transfers for the betting platform. Funds received via the Unified Payments Interface (UPI) were allegedly layered and disguised as e-commerce proceeds, chargebacks, vendor payments, and other transactions to conceal their origin.

‘Time has come': Ex-Niti Aayog VC Rajiv Kumar urges lifting curbs on Chinese investments; flags US tariff impact
AI image Former Niti Aayog Vice Chairman Rajiv Kumar has called for the removal of restrictions on Chinese investments in India, arguing that such a step could boost domestic manufacturing and create jobs. In an interview with PTI Videos, Kumar said, 'I think the time has come to seriously consider permitting Chinese investments into India.' Kumar suggested scrapping Press Note 3 of 2020, which mandates prior government approval for foreign investments from countries sharing land borders with India, including China, Pakistan, Nepal, and others. 'The only neighbouring country which matters is, as you know, China,' he said, adding that local manufacturing by Chinese firms would be preferable to imports, which 'do not create employment in India' or backward linkages. The push for policy change comes amid efforts by New Delhi and Beijing to repair ties damaged by the June 2020 border clashes. According to economic think tank GTRI, China was India's largest trading partner in 2023-24, with bilateral trade worth $118.4 billion. Prime Minister Narendra Modi is expected to visit Tianjin for the Shanghai Cooperation Organisation summit on August 31–September 1, after a trip to Japan later this month. Kumar also addressed US President Donald Trump's announcement of an additional 25% tariff on all Indian imports from August 27, doubling the duty to 50%. He estimated, citing economists, that India's GDP could take a 0.25–0.5% hit, but stressed diversification of exports and maintaining strategic ties with Russia despite the penalties over Russian oil purchases. India, the largest buyer of Russian crude, imported 1.6 million barrels per day in July but has not booked shipments for August and September as discounts narrowed to USD 2 per barrel. 'When push comes to shove, then you will have to replace it with oil imports from other countries,' Kumar noted. On US agricultural market access, he said Indian dairy cooperatives could compete strongly, provided imports are non-GMO. 'I am not so averse to permitting some access… as long as it is not genetically modified,' he added.
