TRAI responds to DoT's queries on digital connectivity rating for buildings

) back-reference in respect of telecom regulator's 'Recommendations on Rating of Buildings or Areas for Digital Connectivity' made in February 2023.
Digital connectivity is vital to the way people live and work. The exponential growth in digitalization during the last two decades has revolutionized the world impacting everything, from economy, innovation, science, and education, to health, sustainability, governance, and lifestyle, according to Ministry of Communications release.
In the past, Telecom Regulatory Authority of India (TRAI) and the Government have taken various policy initiatives to fulfil the demands of
telecom connectivity
.
Key recommendations already made by TRAI in this regard have been given in the Consultation Paper (CP) on 'Rating of Buildings or Areas for Digital Connectivity' in March 2022.
These policy interventions have helped in improving connectivity.
However, the Authority noted that all these efforts have fallen short in achieving the desired level of digital connectivity specifically inside the buildings or areas.
The Authority noted that confluence of the Internet of Things (IoT) with building operations and the future of the workplace is creating a significant opportunity for building owners, operators, and occupants to create smart, digitally connected spaces to support the end users.
To fulfil such demand, development of Digital Connectivity Infrastructure (DCI) should be made an integral part of basic infrastructure for Buildings. However, there are various issues in the current framework which are bottlenecks in achieving the demands of good digital connectivity.
In respect of development of buildings, there are relevant Acts, bye-laws, and regulations that prescribe minimum or essential requirements for building services like water, electricity, gas, fire safety, structural safety and other provisions. There are local bodies and authorities who are responsible to enforce the same by granting approvals at various stages of the construction of the Buildings as well as supervision during the construction and approval for the use of such facilities.
Model Building By laws (MBBL) published by the Town and Country Planning Organisation (TCPO) under Ministry of Housing and Urban Affairs (MoHUA) contains the provisions for all building services. States adopt the provisions of the MBBL in their respective State bye-laws for building development related activities.
In this context, the Authority had submitted comprehensive recommendations dated February 20, 2023 to the Government on 'Rating of Buildings or Areas for Digital Connectivity' to address the issues relating to in-building digital connectivity in a collaborative manner.
"These recommendations become more relevant in the present context and to achieve seamless 5G and upcoming 6G services inside buildings and to make them future ready. The 5G and upcoming 6G access networks require higher frequency to deliver high data rates, but higher frequency have higher attenuation rates due to building walls and other building materials," the release said.
Subsequently, the DoT, through a back-reference dated March 19, 2025, sought clarification from TRAI on certain recommendations.
After examining the issue, TRAI has finalized its response to the back-reference.

Manufacturers looking to export connected cars, GPS trackers, and other smart gadgets have a crucial requirement—foreign SIM cards. Without these chips, making products export-ready isn't easy. Telecom operators have written to the Telecom Regulatory Authority of India (Trai) seeking a dedicated licence with at least a 10-year validity for importing foreign SIM or embedded SIM cards for testing and installing in products meant for exports. They have also asked that only companies holding a unified telecom licence—such as licensed telecom operators and registered machine-to-machine (M2M) service providers—be allowed this import licence. A dedicated policy on importing SIM cards for use in devices would not only create an additional revenue stream for telecom operators but also open up significant export potential for manufacturers in several sectors. Currently, according to a government official, companies are not allowed to import foreign SIM cards for use in devices. Existing rules only allow companies to sell or rent international roaming SIM cards or global calling cards to individuals in India after obtaining a no-objection certificate (NOC) from the government. 'The reason why foreign SIM cards are not allowed to be imported and used in devices even for exports is due to security concerns and fraud prevention, as often these are difficult to trace," the official said, declining to be identified. Typically, SIM cards are installed in M2M and internet-of-things (IoT) devices during the manufacturing process. In absence of foreign SIM cards, manufacturers have to either assemble the devices overseas and embed the SIM cards there or use Indian SIM cards in those devices on roaming, which would add to costs. Machine-to-machine devices can collect and exchange data with other smart devices or systems without human intervention, while IoT devices are part of a network of interconnected devices. 'We suggest that a new service authorisation should be introduced for the sale of foreign telecom service providers' SIMs/eSIM cards in India for the use in M2M/IoT devices meant for export purposes," Kavita Nair, senior director, CII Digital (IT-ITeS, AI, Telecom, Digital Transformation), at the Confederation of Indian Industry (CII), told Trai in a submission dated 1 August. A call from DoT The demand from CII, which has over 9,000 companies as its members, was in response to a consultation paper from Trai on whether India's telecom rules need to evolve to support this export-oriented use case. Trai issued its consultation paper in July after the department of telecommunications (DoT) asked it to frame rules for issuing or renewing no-objection certificates for importing foreign SIM cards. 'M2M technology is creating significant opportunities and has a proven potential of revolutionizing the performance of various verticals of different sectors, businesses, and services, by providing automation and intelligence to the end devices," DoT told Trai in a communication in September. The telecom department said manufacturers were seeking foreign SIMs for integration into products meant for use outside India. However, DoT said it would be difficult to fit this use case under the existing NOC policy, and sought Trai's recommendation. 'DoT should coordinate with the Ministry of Finance to lay down a clear framework allowing import of foreign TSP (telecom service provider) SIM/eSIM profiles only as well as SIM profiles along with SIM hardware—for use in M2M/IoT devices meant for export," Rahul Vatts, chief regulatory officer at Bharti Airtel Ltd, said in a submission to Trai on 1 August. Airtel also sought a framework allowing Indian telecom operators to export their SIM cards for use in M2M devices meant for importing to India. The operator added that the government should allow the import and export of M2M and IoT devices with SIM or eSIM cards soldered and embedded in them. Reliance Jio echoed Airtel's views while focusing on the testing aspect. 'As the SIMs will be used in varied devices like motor vehicles, wearables, smart meters, connected cameras, GPS trackers, smart car devices, remote sensors, asset trackers, etc., the testing and assembly requirements will be equally varied. Accordingly, we submit that sufficient time for testing would be required for these devices," Reliance Jio told Trai in a letter dated 1 August. Light-touch regulation Telecom operators suggested that foreign SIMs be allowed to remain active in India for a maximum of six months for testing purposes only. However, they don't want the government to impose any authorisation fee for the sale of foreign SIM cards for use in smart devices meant for exports. 'There should not be any requirement for monthly reports to DoT or security agencies," S.P. Kochhar, director general of the Cellular Operators Association of India, said in a letter to Trai. 'The authorized entities should be required to submit an annual return of number of foreign SIMs issued for export to OEMs (original equipment manufacturers) or M2MSPs (machine-to-machine service providers) along with the name and details of the entity to whom such SIMs have been issued," he added. Vodafone Idea pointed to the possibility of automakers using imported SIM cards for their connected cars. 'Automotive OEMs (original equipment manufacturers) like Maruti Suzuki, Hyundai, Mahindra & Mahindra, Tata Motors, are launching connected cars with live-tracking, remote diagnostics, and over-the-air (OTA) updates. These features require constant and reliable cellular connectivity, hence, it becomes necessary for these vehicles to connect with the SIMs/eSIMs," Vodafone Idea said in its submission to Trai. 'Enabling foreign profiles support to the SIM/eSIM being integrated in the vehicles being domestically manufactured for exports is vital for scalability, competitiveness and alignment with global best practices," it added.

New Delhi [India], August 13 (ANI): The Telecom Regulatory Authority of India (TRAI) has issued the manual for rating of properties for digital connectivity, the country's first standardised framework to evaluate how effectively buildings are equipped for high-speed, reliable digital access, according to a statement from the telecom regulator. With more than 80 per cent of mobile data consumed indoors, and high-frequency band signals of 4G and 5G often weakened by modern-day building materials, robust in-building networks have become essential for work, education, healthcare, and daily digital services. Weak indoor connectivity directly affects consumer experience and overall quality of service. Developed under the Rating of Properties for Digital Connectivity Regulations, 2024, the manual establishes a uniform assessment methodology for Digital Connectivity Rating Agencies (DCRAs). It also serves as a reference framework for Property Managers (PMs) and Service Providers to plan, implement, and maintain future-ready Digital Connectivity Infrastructure (DCI); defines transparent, standardised criteria for property ratings, including fibre readiness, in-building mobile coverage, Wi-Fi coverage, broadband speeds and overall user experience; enables buyers, tenants, and businesses to make informed decisions based on actual digital connectivity performance; and encourages developers to integrate robust digital infrastructure from the design and construction stage. "In the 21st century, digital connectivity is not a luxury -- it is essential infrastructure, just like electricity or water. Today, it powers growth, innovation, and opportunity. This framework is a decisive step towards making every building in India ready for the Digital India vision, enabling more citizens to participate fully in our connected economy and laying the foundation for inclusive national growth," said Anil Kumar Lahoti, Chairman, TRAI. Reliable digital infrastructure now underpins economic growth, innovation, and social welfare. With most data usage occurring indoors, ensuring robust in-building digital connectivity has become critical.

New Delhi [India], August 13 (ANI): The Telecom Regulatory Authority of India (TRAI) has issued its formal response to the Department of Telecommunications (DoT) on matters relating to the Terms and Conditions of Network Authorisations under the Telecommunications Act, 2023. This follows a back-reference from the DoT dated July 3, 2025, seeking reconsideration of certain recommendations TRAI had earlier submitted on February 17, to a press release from the Ministry of Communications, the July 3 back-reference was sent under the Telecom Regulatory Authority of India Act, 1997. The DoT had indicated that some of the recommendations might not be accepted as proposed or would require modification, prompting the regulator to revisit its earlier exchange stems from an initial request on July 26, 2024, when the DoT, under the TRAI Act, asked the regulator to suggest terms and conditions, including applicable fees, for granting authorisations to establish, operate, maintain, or expand telecommunication networks under the 2023 law. An additional request followed on October 17, 2024, asking TRAI to examine authorisation provisions for satellite communication networks under the Telecommunications Act, after consulting stakeholders and industry representatives, submitted its detailed recommendations on February 17, 2025. These covered various aspects of network authorisation, aiming to align regulatory requirements with the provisions of the new telecommunications Ministry of Communications noted that the government's prima facie observations on certain points led to the July back-reference. In its latest reply, TRAI addressed each of these observations and provided clarifications or revised positions where necessary. The regulator's response has now been made publicly available on its official website. (ANI)
