Experts urge tougher rules on scam ads to combat rising online fraud

KUALA LUMPUR: Given rising concerns over digital fraud, experts are calling for comprehensive improvements to the monitoring and regulation of scam advertisements in Malaysia.
Universiti Sains Malaysia Cybersecurity Research Centre director Professor Dr Selvakumar Manickam proposed that digital platforms must implement mandatory and rigorous advertiser verification for all ads targeting the Malaysian market.
"They also need to proactively deploy advanced AI systems capable of identifying and blocking deepfakes and AI-generated fraudulent content before it proliferates," he said when contacted.
Selvakumar added that legislative and regulatory reforms are also critical.
"Although Malaysia has recently enacted several policies and legislative updates to modernise its cybercrime framework, their effectiveness in practice and the strength of their enforcement still require ongoing assessment."
""Consideration should be given to specific regulations addressing new technological challenges; for example, China has introduced new rules requiring the labelling of AI-generated content to combat misinformation and enhance online transparency.
"Crucially, clear policies establishing shared financial liability for scam losses should be introduced, holding both platforms and telcos accountable and incentivising preventative measures."
Other measures, he said, telecommunication companies often serving as ISPs, are uniquely positioned to identify network-level threats.
"They must take a proactive leadership role in detecting and disrupting scam activities at the source."
He added inter-agency coordination also needs significant improvement.
"The roles, responsibilities, and specific expertise of agencies such as the Malaysian Communications and Multimedia Commission, Cybersecurity Malaysia, and the police must be clearly defined and streamlined.
"Enabling efficient and secure data sharing between these entities is paramount to creating a unified and effective response."

Selvakumar said beyond targeting jobseekers and shoppers, the proliferation of scam ads in Malaysia represents a critical, escalating cybersecurity threat across all digital platforms.
"The scale of financial and emotional harm is immense, impacting our national economy significantly, with losses surpassing RM1 billion annually and estimated losses over the past year reaching nearly three per cent of the country's gross domestic product.
"Scam calls and SMS messages, often tied to online ad campaigns, have also risen sharply here.
"We face increasingly sophisticated tactics, leveraging AI, which overwhelms defences and exploits psychological vulnerabilities, requiring a broader, more urgent national response and, crucially, resolute action now, not a continuous cycle of action plans, as further delay will only exacerbate this worsening crisis.
On Dec 3 last year, Prime Minister Datuk Seri Anwar Ibrahim told Dewan Rakyat Malaysia lost RM1.224 billion to online crime between January and October.
Anwar said this included losses due to online scams, telecommunications fraud, e-finance crimes, love scams, e-commerce fraud, non-existent loans and non-existent investments.
Selvakumar said a stronger and more unified national strategy is needed to boost scam awareness.
He said while the National Scam Response Centre (NSRC) currently serves as the frontline agency, it needs significant empowerment; more resources, better inter-agency integration and critically, much higher public visibility to become the automatic first call for anyone suspecting a scam.
"Alongside strengthening the NSRC, our awareness campaigns must evolve significantly.
"We need to move beyond simply listing scam types and focus on building genuine behavioural resilience, teaching practical skills to recognise psychological manipulation and promoting critical thinking.
"These campaigns must also be targeted effectively to different demographics and adapt rapidly to the constantly changing tactics employed by scammers."

KUALA LUMPUR: The government plans to secure majority ownership in the Malaysian subsidiary of a Chinese rolling stock giant as part of a RM10.7 billion proposal to lease 62 passenger train sets for Keretapi Tanah Melayu Bhd. The Public Accounts Committee (PAC), in its latest report, revealed that the cabinet had approved the plan on Aug 14 last year. It entails acquiring a 51 per cent stake in CRRC Rolling Stock Center (Malaysia) Sdn Bhd (CRRC) through a local firm or government-linked company. However, Transport Ministry secretary-general Datuk Jana Santhiran Muniayan told the PAC on Feb 12 this year that negotiations with CRRC had yet to take place. CRRC, which operates an assembly plant in Batu Gajah, Perak, is currently 70 per cent owned by CRRC Zhuzhou Locomotive Co Ltd, with the remaining 30 per cent held by CRRC (Hong Kong) Co Ltd. The 30-year leasing plan covers 62 new passenger train sets from China, to be delivered by 2027, along with maintenance, repair and overhaul services. In the report released yesterday, PAC noted that the arrangement also requires local content, technology transfer and at least 40 per cent participation from the Malaysian workforce. The public-private partnership unit will spearhead the leasing model. Jana Santhiran had said that the government opted for direct negotiations with CRRC in the first phase due to the urgent need to speed up the acquisition process. However, the government intends to conduct an open tender for the second and third phases, in line with cabinet policy, he said. He explained that CRRC had previously met the supply requirements for electric multiple units, but delays still occurred, resulting in "Liquidated Ascertained Damages" being imposed, including for the Electric Train Service 3 project. He added that the leasing plan remained under study, and a letter of intent had not been issued to CRRC.

KUALA LUMPUR: Artificial intelligence (AI) and rapid digital disruption are reshaping industries, compelling companies to eliminate inefficiencies, leverage data and reskill workers to stay competitive, according to speakers at the inaugural chief financial officer (CFO) forum 2025. UEM Sunrise Bhd board member and financial adviser Chari Thandalam Veeravalli Thirumala said the pace of digital disruption is accelerating, with companies increasingly displacing one another in the market. 'Short Message Service or SMS used to bring in billions in revenue, and then another company came along and took that business away – that's WhatsApp,' he said, pointing to how quickly established business models can be displaced. 'We went from renting digital versatile discs or DVDs to watching Netflix. Companies like Grab, Uber and Amazon have disrupted sectors.' Chari, who was also group chief financial officer of Malaysia's Axiata Group and Celcom Telecommunication for nine years until December 2016, stressed the importance of eliminating inefficiencies and using technology to create value. He pointed to examples such as Visa working with telecommunications companies to tackle credit card fraud, and Airbnb's rapid growth from zero to 650,000 rooms in 192 countries in just four years – compared with Marriott's 679,000 rooms across 80 countries built over 88 years – to illustrate how technology can fundamentally change the game. He noted that data-driven decision-making is key to maximising the benefits of digitalisation. 'Digitalisation is not about building a great website or an app. Every company should be a technology and data company,' he told a plenary session entitled 'The ultimate talent and tech synergy'. 'Don't jump into tech for the sake of tech. If technology helps and contributes to the bottom line, then tap into it.' On AI, Chari said the next wave, including agentic AI, would have an even bigger impact. 'AI is going to change the game even more. There are companies that have appointed AI as a board observer, and even those founded by a single founder but run by AI,' he said. 'The idea is not to know C++, but to know if there is a use case.' When asked whether the efficiency brought by AI would lead companies to cut headcount, Chari called for a broader perspective. 'If you look at history, when computers were introduced, people feared they would take away all the jobs. Yet, people didn't go away. The pie simply got bigger and technology has helped grow the pie,' he told StarBiz on the sidelines of the event. He drew parallels with past workplace changes, such as the absence of stenographers after bosses began typing their own correspondence on computers. 'That doesn't mean all those men and women lost their jobs – they were upskilled and moved into other roles,' he said, adding that AI would similarly create new opportunities. While he acknowledged that AI would take over some jobs, Chari stressed the importance of adapting. 'Upskill yourself – the water will find its level,' he said. Cargill South-East Asia director of finance Humayun Habib said innovation is not just about finding and fixing problems, but also about creating value for the business. He said companies should always look for ways to improve their processes and enhance the outcomes they deliver. This, he said, required recognising the role of teams on the ground in shaping and refining how work gets done. 'Generally, as leaders, we only know so much. The teams who are actually on the ground, executing business transactions, are the ones most familiar with the processes,' he said during another plenary session entitled 'Driving growth and innovation: initiative and culture', adding that this insight should be harnessed to close gaps and drive meaningful change.
