
Experts urge tougher rules on scam ads to combat rising online fraud
KUALA LUMPUR: Given rising concerns over digital fraud, experts are calling for comprehensive improvements to the monitoring and regulation of scam advertisements in Malaysia.
Universiti Sains Malaysia Cybersecurity Research Centre director Professor Dr Selvakumar Manickam proposed that digital platforms must implement mandatory and rigorous advertiser verification for all ads targeting the Malaysian market.
"They also need to proactively deploy advanced AI systems capable of identifying and blocking deepfakes and AI-generated fraudulent content before it proliferates," he said when contacted.
Selvakumar added that legislative and regulatory reforms are also critical.
"Although Malaysia has recently enacted several policies and legislative updates to modernise its cybercrime framework, their effectiveness in practice and the strength of their enforcement still require ongoing assessment."
""Consideration should be given to specific regulations addressing new technological challenges; for example, China has introduced new rules requiring the labelling of AI-generated content to combat misinformation and enhance online transparency.
"Crucially, clear policies establishing shared financial liability for scam losses should be introduced, holding both platforms and telcos accountable and incentivising preventative measures."
Other measures, he said, telecommunication companies often serving as ISPs, are uniquely positioned to identify network-level threats.
"They must take a proactive leadership role in detecting and disrupting scam activities at the source."
He added inter-agency coordination also needs significant improvement.
"The roles, responsibilities, and specific expertise of agencies such as the Malaysian Communications and Multimedia Commission, Cybersecurity Malaysia, and the police must be clearly defined and streamlined.
"Enabling efficient and secure data sharing between these entities is paramount to creating a unified and effective response."

Selvakumar said beyond targeting jobseekers and shoppers, the proliferation of scam ads in Malaysia represents a critical, escalating cybersecurity threat across all digital platforms.
"The scale of financial and emotional harm is immense, impacting our national economy significantly, with losses surpassing RM1 billion annually and estimated losses over the past year reaching nearly three per cent of the country's gross domestic product.
"Scam calls and SMS messages, often tied to online ad campaigns, have also risen sharply here.
"We face increasingly sophisticated tactics, leveraging AI, which overwhelms defences and exploits psychological vulnerabilities, requiring a broader, more urgent national response and, crucially, resolute action now, not a continuous cycle of action plans, as further delay will only exacerbate this worsening crisis.
On Dec 3 last year, Prime Minister Datuk Seri Anwar Ibrahim told Dewan Rakyat Malaysia lost RM1.224 billion to online crime between January and October.
Anwar said this included losses due to online scams, telecommunications fraud, e-finance crimes, love scams, e-commerce fraud, non-existent loans and non-existent investments.
Selvakumar said a stronger and more unified national strategy is needed to boost scam awareness.
He said while the National Scam Response Centre (NSRC) currently serves as the frontline agency, it needs significant empowerment; more resources, better inter-agency integration and critically, much higher public visibility to become the automatic first call for anyone suspecting a scam.
"Alongside strengthening the NSRC, our awareness campaigns must evolve significantly.
"We need to move beyond simply listing scam types and focus on building genuine behavioural resilience, teaching practical skills to recognise psychological manipulation and promoting critical thinking.
"These campaigns must also be targeted effectively to different demographics and adapt rapidly to the constantly changing tactics employed by scammers."

Criminologist calls for new laws to curb AI porn
GEORGE TOWN: New laws and mechanisms are needed to curb the spread of Artificial Intelligence (AI)-generated pornography, said a criminalogist. Datuk Dr P. Sundramoorthy, from Universiti Sains Malaysia's Centre for Policy Research , warned that such content posed serious risks to the mental health of victims, especially minors. "The law is playing catch-up while technology is sprinting ahead," he said. "In the meantime, our youths are exposed, our victims are silenced, and our justice system is ill-equipped," he told the New Straits Times. He said the Penal Code was not designed for a world where "anyone with a smartphone can destroy a person's reputation in minutes". "The fact that a teenager could so easily exploit his peers using off-the-shelf technology should terrify us," he said. Sundramoorthy was referring to the arrest of a 16-year-old private school student in Johor for allegedly using AI to edit and sell lewd images of his female classmates. He is being investigated under Section 292 of the Penal Code for selling and distributing obscene material and Section 233 of the Communications and Multimedia Act for improper use of network facilities. Sundramoorthy said Malaysia needed laws that reflected the realities of digital abuse and empower ed victims with protection and redress. "Victims often suffer twice. Once from the abuse itself, and again when society shames them into silence. This mirrors the trauma of sexual assault, where victims are blamed instead of supported." He called for legislation that defines and criminalises AI-generated and deepfake pornography, and for fast-track content removal mechanisms on social media. "This could be similar to the 'Take it Down' Act in the United States," he said. "The time for reform is now. Not after another teenager is victimised, not after another viral scandal." Women's Aid Organisation (WAO) advocacy officer Tamyra Selvarajan said Malaysia's reactive legal framework failed to address the long-term psychological and reputational harm faced by survivors. "Our laws are growing, but they are still largely punitive, not preventive or restorative," she said. "There is no equivalent of the 'Take it Down' Act here. Survivors are often left waiting, reporting to authorities while harmful content remains live and circulating." Tamyra said survivors, particularly women and minors, often navigated a confusing legal and enforcement maze, with no clarity on which agency held jurisdiction. "The problem is far from theoretical," she said. Tamyra said WAO handled a case this year involving a woman victimised by AI-generated porn. In another case documented by the All Women's Action Society (Awam) Telenita Helpline, a man was blackmailed with intimate videos recorded during a video call. Tamyra said these cases highlighted key system gaps: no centralised reporting platform, no mandated takedown timelines and no survivor-centred support services. She urged the government to consider a law akin to the US "Take it Down" Act, noting that existing Malaysian legislation, including the Penal Code, Communications and Multimedia Act, Anti-Sexual Harassment Act and the Sexual Offences Against Children Act, were not designed for the era of AI and deepfakes. "If a country like the US, often criticised for its fragmented approach to tech regulation, can pass a federal law within months, Malaysia must at least begin with serious intent. "What we're asking for is not censorship, it's dignity, safety, and justice," she said

Sharp land tax increase puts financial pressure on Miri cooperative

MIRI (June 9): Koperasi Petani-Petani Miri Berhad has voiced serious concern over a sharp spike in its annual land tax, which has surged by 325 per cent – from RM440 to RM4,249 – posing a significant challenge to its 2025 financial planning. During its annual general meeting yesterday, secretary Oscar Chai revealed that the 2024 budget had only allocated RM1,000 for land tax, leaving a shortfall of RM3,249 due to the unexpected increase. 'The 2024 budget had only allocated RM1,000 for land tax. This unexpected increase left us a shortfall of RM3,429. 'In addition, Telekom Malaysia's rate hike in communication charges resulted in costs exceeding the initial budget by RM3602.10,' said Chai. The cumulative impact of these increases has led to a deficit of RM802.10, he highlighted. To address the situation, members of the cooperative unanimously agreed to adjust and subsidise the budget shortfalls for land tax and communication expenses. Meanwhile, board chairman Chong Vui Kuok proposed an 8.5 per cent dividend pay-out for the 2025 financial year – the highest in recent years – as a gesture of appreciation for members' continued support and contributions. 'In 2024, the cooperative recorded a total income of RM229, 722.00 and a net profit of RM67,433.00. 'This would not have been possible without the tireless support and trust of our members,' said Chong, adding that the board is committed to giving back to members through meaningful dividends. He further explained that the cooperative's income streams are primarily derived from dividends on investments in Bank Rakyat, agricultural land management fees, and rental income from shop lots and fixed deposits. In 2024 alone, it received RM91,439.15 in dividends from its RM554,207.00 investment in Bank Rakyat, he added. The proposed dividend distribution will be finalised upon member agreement and internal approval. Currently, the cooperative has 300 registered members managing over 300 acres of agricultural land. Beyond financial matters, the cooperative also reported efforts to upgrade and maintain critical agricultural infrastructure – including drainage systems, weed control, and road access. It also announced that new land lease agreements are being finalised to ensure fairness and improved returns for members managing larger land plots. Bodies of missing couple Tanjung Harapan boat accident recovered
A TRAGIC boat accident off Tanjung Harapan, Port Klang, has claimed five lives, including a married couple whose bodies were found drowned near North Port early this morning. The incident, which occurred during a test drive of the boat, involved six people. Three died at the scene, one survived, and two were initially missing. None of the victims were wearing life jackets, complicating the search and rescue efforts. The missing couple, Gan Hon Tat and Careen Man, both from Klang Utama, were among the deceased. Selangor Malaysian Maritime Enforcement Agency (MMEA) enforcement and excise unit operations officer Lieutenant Mohd Syafiq Sazali said both victims were Malaysian nationals. 'The bodies were found floating at 7.42am about 0.1 nautical miles from North Port, Port Klang,' he said. 'We recovered the bodies using assets from the Fire and Rescue Department and brought them to the Selangor Maritime jetty,' he added.
