PM calls for urgent climate action
Prime Minister Shehbaz Sharif on Friday emphasised that the two-day global climate conference, Breathe Pakistan, should act as a "resounding call" for a cleaner and greener future for Pakistan's next generations.
In his televised address on the second day of the conference, the Prime Minister stated: "Developing countries like Pakistan need more predictable, flexible, and grant-based financial support to build resilient infrastructure and invest in sustainable development. Without such support, the path to climate adaptation and green transformation will remain elusive. Let us make Breathe Pakistan our call to action for a cleaner, greener, and more resilient Pakistan."
He further highlighted Pakistan's "cruel paradox," where, despite contributing less than 1% of global emissions, the country faces severe climate impacts, including floods, glacial melt, heatwaves, and droughts.
The second day of Breathe Pakistan featured experts, policymakers, and industry leaders addressing the country's escalating climate crisis. With Pakistan grappling with extreme weather, water scarcity, and environmental degradation, speakers urged for immediate action to build climate resilience.
Romina Khurshid Alam, the Prime Minister's Coordinator on Climate Change, set a defining tone for the event, stating, "Pakistan is on the frontlines of climate change, paying the price for a crisis created by others." She stressed that Pakistan must not remain passive but become an active force in shaping climate solutions.
A key discussion point was Pakistan's updated Electric Vehicle (EV) policy, with Parliamentary Secretary Wajeeha Qamar presenting new incentives to promote clean transportation and reduce emissions.
Meanwhile, Senior Minister Marriyum Aurangzeb announced a Rs100 billion allocation for climate resilience projects and Rs10 billion for smog mitigation in Punjab. She also introduced Pakistan's initiative to collaborate with neighbouring countries like India to combat transboundary air pollution, noting, "Climate change knows no borders, and cooperation is essential."
Another major focus was the Living Indus project, which environmental expert Aban Marker Kabraji described as Pakistan's strategy for adapting to an unpredictable future. She called for long-term water conservation efforts to safeguard the Indus Basin.
UNICEF Representative Abdullah Fadil urged for the integration of climate education into school curriculums and proposed the formation of a national volunteer corps to mobilise youth for environmental action. "The challenge now is to turn conference discussions into real-world mobilization of millions of young people," he stressed.
As the conference continues, attention remains on turning pledges into concrete actions, focusing on green financing, regional cooperation, and tech-driven climate strategies.

Govt launches risk coverage scheme for small farmers & underserved areas
The government, in a bid to enhance access to credit for small and marginalised farmers, has rolled out a new risk coverage scheme for banks and microfinance banks (MFBs). According to the State Bank of Pakistan (SBP), the initiative is aimed at encouraging financial institutions to extend fresh financing to farmers by offering government-backed coverage against potential loan losses. Under the scheme, which will remain effective from July 1, 2025, to June 30, 2028, banks will be able to provide production loans for crops, as well as loans for dairy, livestock, and fisheries, with the government sharing part of the risk. The scheme will cover all commercial banks/Islamic banks/specialised banks/MFBs. Small and subsistence holding farmers from Sindh and Punjab, and all types of landholding farmers from KPK, Balochistan, AJK & Gilgit and Baltistan can benefit from the scheme. Under the scheme, financing of up to Rs3 million will be provided, with a tenor of up to 12 months except for sugarcane, where it is 18 months. 'The loan will be considered as a loss in case the repayment of loan/installment is overdue by 12 months,' said SBP. Under the scheme, the government would provide 10% first loss coverage on the outstanding agri loan portfolio, applicable to new borrowers and incremental financing to existing ones. Importantly, payment of a risk coverage claim shall not obviate banks from the right of recovery of the defaulted amount. 'Banks shall continue with their regular procedure for recovery of loans,' said SBP. To incentivise banks to attract new borrowers, the Federal Government will pay Rs10,000 per new borrower to the bank, to meet the operational cost, to the extent of the net increase in the number of borrowers over the previous year. 'Banks shall evaluate their net increase in number of borrowers at the end of each fiscal year and lodge the claims electronically with Financial Inclusion Support Department (FISD), SBP BSC within 15 working days,' said SBP.

PAF launches flood relief operation in GB, evacuates 75 stranded
Pakistan Air Force (PAF) has evacuated 75 stranded individuals from Gilgit-Baltistan in a large-scale flood relief operation, the Inter-Services Public Relations (ISPR) said on Wednesday. 'Demonstrating unwavering resolve amidst difficult weather conditions and rugged mountainous terrain, PAF C-130 aircraft airlifted 7 tons of dry rations, daily use eatables and life-saving medicines from PAF Base Nur Khan to Gilgit,' the ISPR said. It added that the consignment will be distributed in remote flood-affected valleys in coordination with National Disaster Management Authority. 'Over the coming days, PAF aircraft and ground teams will remain engaged in sustained relief operations, delivering food, medicines, shelter and medical aid to vulnerable communities.' The timely and determined response by PAF has brought renewed hope to flood-hit families in Gilgit-Baltistan, reaffirming the unflinching resolve of Pakistan Armed Forces to stand shoulder to shoulder with the nation in every hour of trial, added the ISPR. As heavy monsoon rains continue to wreak havoc, Prime Minister Shehbaz Sharif on Tuesday directed an intensified and wide-reaching response to relief and rehabilitation efforts across the flood-affected area of Khyber Pakhtunkhwa, Gilgit-Baltistan, and Azad Jammu and Kashmir (AJK). The prime minister called for an uninterrupted electricity supply to the flood-stricken districts of KP for at least one week. He also instructed that all formalities related to the disbursement of financial aid to victims be completed without delay. NDMA officials told the meeting that more than 25,000 people have been rescued since the onset of flooding. A total of 411 medical camps have been established nationwide – 308 of them in KP alone. The Ministry of Finance informed the meeting that an additional Rs4 billion has been allocated to sustain ongoing rescue and relief operations.
