
Minister suggests action against four officials over bid to denotify forest land
Forest Minister Eshwar B Khandre said he has recommended action against two retired officers and two serving Indian Forest Service (IFS) officers, including the suspension of Additional Chief Principal Conservator of Forests R Gokul, in connection with the controversial attempt to denotify forest land held by Hindustan Machine Tools (HMT) in Bengaluru.Addressing the media in Bengaluru, Khandre stated that although the land is currently under HMT's possession, it has not been converted to non-forest use and therefore continues to be classified as forest land as per the Forest Conservation Act, 1980 and various Supreme Court judgments. Despite this, the land has been alienated and is being used for commercial purposes, including the construction of residential complexes and film and television shoots. 'How this was allowed is questionable,' he said.advertisementResponding to a question on the lack of action for seven months after notices were issued to officials involved in submitting an interlocutory application (IA) before the Supreme Court without cabinet approval, Khandre criticised the officials for bypassing protocol. 'This forest land is the property of seven crore Kannadigas. Yet, a few officials did not even bring the matter to the attention of the then forest minister and sought denotification without obtaining the cabinet's prior approval," he said. He added that he had issued notices to four officers, including two retired and two serving ones, and had recommended disciplinary action to the Chief Minister.
In a letter to the Central Bureau of Investigation (CBI), Gokul alleged he was being targeted for securing punishment against ruling party legislators in the Belikeri port illegal iron ore export case. However, Khandre dismissed this as false. 'On September 24, 2024, I sent a written note to the Additional Chief Secretary, asking for a show-cause notice and action against those officers who issued the IA without cabinet approval. The Belikeri judgment came a month later, in October 2024. Gokul's letter to the CBI is an attempt to cover up his own actions, and may even amount to misconduct or a threat tactic,' the Minister said.advertisementKhandre, who personally visited the area, said 280 acres of plantation still exists on the land. He said the IA submitted to the Supreme Court falsely claimed that the land no longer qualified as forest. 'If there is forest on the land, why did the officer not write to the Chief Minister instead of the CBI? One cannot claim in court that the land has lost forest status just to file an IA,' he said.He further pointed out that a high-level committee headed by the Chief Secretary was formed in 2015 to examine forest land under institutional control in Bengaluru. 'But without even informing the committee, a petition was filed in the Supreme Court on June 20, 2020, seeking denotification. In just 25 days, on July 15, 2020, a high-level meeting instructed the Additional Chief Secretary, Forest, Ecology and Environment Department, to submit a proposal to the cabinet after seeking the Advocate General's opinion on whether land granted to institutions before 1980 could be denotified. However, no ex-post facto approval was taken for this decision,' he said.Khandre said a file has now been submitted to the Chief Minister recommending the suspension of Gokul and an inquiry, a departmental probe against another serving officer, and appropriate action under service rules against the two retired officers — one from the Indian Administrative Service (IAS) and another from the IFS.advertisementHe also clarified that the government had filed an application in the Supreme Court to withdraw the IA once the issue came to light, and that cabinet approval has been obtained for the withdrawal.Separately, the Minister revealed that the government intends to develop a large park on the forest land held by HMT in north Bengaluru. Land for jobs case: HC rejects Lalu plea to halt CBI prosecution
The Delhi high court has dismissed a plea moved by Rashtriya Janata Dal (RJD) chief Lalu Prasad seeking to stay the trial court proceedings in the corruption case related to the alleged land-for-jobs case registered by the Central Bureau of Investigation (CBI). The CBI and the Enforcement Directorate (ED) are investigating former Bihar chief minister Lalu Prasad, his family, and several others in connection with the land-for-jobs case. During his tenure as the Union railways minister between 2004 and 2009, Yadav is alleged to have granted railway jobs in exchange for land parcels from candidates or their relatives, either as gifts or at significantly reduced prices. CBI on May 18, 2022 had registered a case against the former railway minister and 15 others, including his wife, two daughters, unidentified public servants and private persons. They were granted bail in the CBI case, saying they should not be arrested before the charge sheet was filed. Delhi's Rouse Avenue court is scheduled to commence arguments in CBI's case on June 2. In an application filed on May 29, Prasad's counsel senior advocate Kapil Sibal had urged the court to stay the proceedings until disposal of his plea seeking to quash the criminal case, citing absence of sanction under section 17A of the Prevention of Corruption Act, for initiating the preliminary inquiry. The said section mandates police officers to seek prior approval before conducting an inquiry, investigation or trial into an alleged corruption offence by a public servant, if the offence relates to official recommendations or decisions. In an order released on Saturday, a bench of justice Ravinder Dudeja said, 'The present matter is stated to be listed before the learned Special Judge for arguments on charge. Notwithstanding, the pendency of the present petition, the petitioner would be at liberty to urge all his contentions, before the learned trial court at the stage of consideration of charge. This would be rather an added opportunity to the petitioner to put forth his point and get the same adjudicated. Thus, I find no compelling reasons to stay the proceedings of the trial court. The application of stay is therefore dismissed.' The judge, however, issued a notice on Yadav's plea seeking to quash the FIR and fixed August 12 as the next date of hearing. Sibal further submitted that even though CBI had conducted an investigation from 2009 to 2014, and had even filed its closure report before the competent court, the initiation of the fresh investigation in 2021 and registration of FIR thereafter in 2022, was in concealment of the previous investigations and closure report that was an abuse of the process of law. He added that city court's 2023 order taking cognisance of the charge sheet filed against him was 'bad' since it had failed to ignore the illegality committed by CBI during the investigation. However, the court turned down his request stating there were no compelling reasons to stay the proceedings. The HC judge was of the view that Prasad would get an 'added opportunity' to put forth his contention before the trial court and get the same adjudicated. CBI, represented by special public prosecutor DP Singh, had opposed the petition saying that it was not necessary to obtain prior sanction to probe Prasad's role. He further submitted that Prasad had 'misused' his position as railway minister, through his 'cronies' and the only sanction required was for prosecution in the corruption case, which the agency had taken. He further pointed out that the RJD chief had directly approached the high court when the argument on charge is yet to commence in the case before a trial court and the said submissions could be made before the trial court too. Based on CBI's case, ED had initiated the probe. In its first chargesheet filed in January last year, the ED named RJD chief Lalu Prasad's wife and former Bihar chief minister Rabri Devi and their daughters, Misa Bharti, and Hema Yadav. The federal agency, also named a 'close associate' of the Yadav family Amit Katyal, railway employee and alleged beneficiary Hridayanand Chaudhary, and two firms AK Infosystems Pvt Ltd and AB Exports Pvt Ltd, through their common director Shariqul Bari. In its first 100-page supplementary charge sheet filed in August, ED had named Lalu Prasad Yadav, Tejashwi Yadav, and eight others as accused in the money laundering case.

Raut said, "There was a direct appreciation of Rs 3,000crore in the Rs 14,000crore contract for the twin tunnel. L&T challenged the tender in the Supreme Court, which passed strictures." Raut expressed concern about chief minister Devendra Fadnavis's inaction towards state corruption. "After the Supreme Court's strictures, all that Fadnavis said was that he would not tolerate corruption in the bureaucracy. How did Fadnavis fail to see the corruption in this case and fail to take any action against it?" he asked. Addressing NCP (SP) chief Sharad Pawar's potential alignment with BJP, Raut assured that Pawar's supporters were certain he would not join communal forces. "Pawar has been the torchbearer of Shahu, Phule, and Ambedkar ideologies, and all those who are with Sharad Pawar are confident that he will never join hands with such forces," said Raut. Raut criticised the three ministers from Jalgaon regarding a tribal woman's roadside delivery. 35,726 teachers being recruited by West Bengal School Service Commission: Details
Almost. a month since the Supreme Court ruled that the previous recruitment of school teachers in West Bengal "vitiated and tainted," the West Bengal School Service Commission (WBSSC) has released a new notification to appoint 35,726 teachers in state-aided late Thursday evening on the official website of the commission, the notice sets out the recruitment of 23,312 teachers for classes 9 and 10, and 12,514 teachers for classes 11 and 12 in secondary and higher secondary to the guidelines, candidates should be within the age group of 21 to 40 years. Relaxations in the upper age will be extended—5 years for SC/ST candidates, 3 years for OBC candidates, and 8 years for physically disabled candidates. Candidates will also be provided with carbon copies of their OMR sheets, which will be kept with them for a duration of three years.
