MARC Ratings assigns AA+ credit rating to Perak, cites low debt, healthy reserves

The Sun20-07-2025
PETALING JAYA: Malaysian Rating Corporation Bhd (MARC Ratings) has assigned a sub-sovereign credit rating of AA+ with a stable outlook to Perak, based on its sub-sovereign rating scale.
The rating, although unsolicited, reflects the state's prudent fiscal management, its strong commitment to strategic, development-focused spending, and a notably low debt burden – all supported by healthy reserve levels.
'The stable outlook reflects our expectation that Perak will continue to uphold disciplined fiscal practices, maintain high levels of development investment, and preserve its low debt and strong reserves,' MARC Ratings said in a statement.
'The successful execution of its economic and social development strategies could further strengthen its credit profile over time.'
Perak has consistently demonstrated sound fiscal management, maintaining a near-balanced fiscal position even while allocating a significant portion of its budget – averaging over 30% between 2019 and 2023 – to development spending, the rating agency said.
Over the same period, the state's total revenue grew at a compound annual rate of 2.6%, slightly outpacing its operating expenditure growth by 0.2 percentage point. This enabled Perak to maintain a balanced fiscal position while pursuing its development objectives.
A key revenue driver has been the steady increase in tax collections, primarily from quitrent and royalties.
In 2023, tax revenue accounted for 46.1% of total income, significantly exceeding both national and peer medians.
Perak contributed 5.3% to Malaysia's real gross domestic product (GDP) in 2023, positioning it as a mid-sized contributor to the national economy. The state's GDP growth closely mirrored its revenue growth, averaging 2.5% annually from 2019 to 2023.
Looking ahead, MARC Rating noted that while Perak's financial management remains sound, operating expenses are expected to rise due to planned increases in civil servant salaries and pension adjustments.
In anticipation, the Perak government has budgeted for a deficit in 2025. However, the state is expanding its revenue-generating initiatives, which are expected to improve its fiscal standing over time.
Perak maintains a conservative debt profile. It has not undertaken any new borrowings since 2016 and has maintained a solid debt servicing record.
As of 2023, Perak's outstanding debt stood at RM159.8 million, the third lowest among Malaysian states, behind only Penang and Selangor. Between 2019 and 2023, Perak recorded an average debt-to-GDP ratio of just 0.2% and a debt-to-revenue ratio of 17.3%, both of which are well below the national and peer medians.
Meanwhile, the state's consolidated funds increased to RM1.5 billion in 2023, up from RM1.3 billion in the previous year. The reserves covered 126.2% of annual expenditure and exceeded the state's outstanding debt several times over, offering ample fiscal flexibility and shock absorption capacity for future capital investments and economic initiatives.
MARC Ratings also highlighted Perak's political landscape, which has seen alternating ruling coalitions in recent elections.
While smaller development projects can be completed within a single administrative term, larger, multiphase initiatives – such as the Lumut Maritime Industrial City and Silver Valley Technology Park – would benefit from greater political continuity.
'Conversely, any significant shifts in development priorities or weak socioeconomic outcomes could introduce downward pressure on the rating,' the agency warned, emphasising the need for strategic consistency and long-term policy focus to translate development plans into meaningful economic progress.

Trade tariff risks likely to affect Westports

TA Research said it is keeping its financial year 2025 (FY25) to FY27 earnings forecast unchanged. PETALING JAYA: Westports Holdings Bhd is likely to report a profit of between RM420mil and RM475mil for the first half of financial year 2025 (1H25). In a note, TA Research said the projected amount accounted for 45% to 50% of its full-year forecast. Westports will be releasing its results for the second quarter of financial year 2025 (2Q25) tomorrow. 'In general, we expect 2Q25 key operating metrics to track the trade performance of Malaysia and China during the period. 'As such, we project Westports' 2Q25 gateway and transhipment volume to be around 1.2 million to 1.25 million and 1.53 million to 1.58 million twenty-foot equivalent units, respectively, by referring to Malaysia and China's respective trade growth of 6.1% and 4.5% year-on-year in 2Q25. 'We keep our financial year 2025 (FY25) to FY27 earnings unchanged at this juncture and maintain Westports' FY25 transhipment and gateway volume growth assumptions of 3% and 2%, respectively, pending the tariff outcome soon,' it said. TA Research was hopeful that the government would secure a favourable deal with the United States on the tariffs, although the odds appeared slim. Should negotiations fall through, the research house said the looming 25% export tariff would significantly undermine Malaysia's trade competitiveness, putting the country at a distinct disadvantage. 'More critically, we expect tariff-inflated US imports would dampen consumer spending in the fourth quarter of this year, particularly given that many consumers likely stocked up during the 90-day tariff reprieve.' US President Trump had indicated that all countries would face tariffs ranging from 15% to 50%. 'As such, Malaysia would be able to minimise the impact from the structural change only if the tariff is set at the 20% levels or near its peers namely Vietnam (20%), the Philippines (19%), Indonesia (19%), Japan (15%) and the European Union (15%). 'As the access to United States' high-tech chips and China's rare earth minerals and magnets would remain the key concerns of both countries and subject to export restrictions, we believe the rule of origin would also be applied to Malaysian exports as the country is one of the important transhipment hubs in the Strait of Malacca. 'In other words, higher tariffs could be imposed on goods transhipped through Malaysia like the trade deal between the United States and Vietnam, which includes a 40% tariff on transhipment.' TA Research has downgraded its rating on Westports to a 'sell', ahead of the looming risk from the trade tariff. However, it maintained Westports' target price at RM5.57 per share. 'As the share price has appreciated by 22% since the port tariff hike announcement, we believe the market has fully priced in the positive impact from port tariff adjustment,' according to the research house.

Frontken expected to report solid 2Q results

HLIB Research said favourable foreign-exchange trends and sustained strong demand from its key Taiwanese clients will drive the company's growth. PETALING JAYA: Frontken Corp Bhd , a provider of support services to the semiconductor industry, is expected to record a strong financial performance in its second quarter of 2025 (2Q25) on strong tailwinds from macro factors, analysts say. Favourable foreign-exchange trends and sustained strong demand from its key Taiwanese clients will drive its growth, said Hong Leong Investment Bank Research (HLIB Research). Frontken stands to benefit from the surge in new semiconductor fabs globally, notably in the United States, Singapore and India, while the weaker ringgit against the Taiwanese dollar works in its favour, the research house said. The Taiwanese dollar appreciated against the ringgit by 4% in 2Q25 from the previous consecutive quarter. But a dilution in the company's share base is expected to cap share prices for the time being. 'While we remain positive on Frontken's growth prospects, a potential sizeable increase in share count of an additional 32% from a warrant conversion that expires in May 2026 remains an overhang that could limit upside in the near term,' the research house said. 'With Frontken's share price now above the RM4 warrant exercise price, the 510 million in-the-money warrants (32% of the current share base) could present a near-term overhang. 'Sustained re-rating beyond the current price range would require strong catalysts such as unexpected strong earnings delivery, clear expansion plans or entry into new markets to absorb incremental supply,' the research house added. HLIB Research also said Frontken is holding some US$30mil in cash that was previously intended for a potential US acquisition, which could result in up to some RM10mil in non-core, unrealised forex losses in 2Q25. The weaker ringgit bodes well for Frontken's key subsidiary, Ares Green Tech Corp, which primarily bills its customers in the Taiwanese dollar, the research house said. 'This contrasts with other listed Malaysian peers in the technology sector that are affected by the stronger ringgit due to their US dollar-based export sales,' it said. HLIB Research said although the planned US acquisition did not materialise, the country's market remains on Frontken's radar, with management currently exploring a potential joint venture or collaboration with a US-based precision cleaning company to support Taiwan Semiconductor Manufacturing Co Ltd's newly established fabs. 'In the near term, cleaning services are still handled in Taiwan via air freight, which remains cost-effective relative to the high operating costs in the United States. However, this arrangement is unlikely to be sustainable, as it runs counter to US localisation and self-sufficiency objectives.' HLIB Research left its forecasts for Frontken unchanged, maintaining its 'hold' call with an unchanged target price of RM4, based on a target price-earnings ratio of 35 times earnings for next year.
