
Salmon Bank to apply for advanced EPFS license in July
According to Salmon co-founder Raffy Montemayor, the Rural Bank of Sta. Rosa (Laguna) or Salmon Bank is set to apply for the advanced EPFS license by July in a bid to boost its daily banking products.
'That one requires an advanced EPFS license, so we're in the process of preparing for that… We're just about to put it together. By next month we would want to apply for the advanced EPFS so that we can build towards a daily banking suite of products,' he told GMA News Online in an interview.
'Daily banking for us is about the suite of products that allows customers to meet their daily needs like pay their bills, transfer to other banks and e-wallets, save. All these products together, being able to do that through our mobile app, that's what we're focused on,' he added.
Under BSP Circular 1033, an advanced EPFS allows supervised financial institutions to offer fund transfers and other transactions beyond primary services such as account balance inquiries, that are included in the basic EPFS license.
Aside from the advanced EPFS license, Salmon Bank is also looking to upgrade its license into a thrift bank, coinciding with its $150-million Nordic bond framework agreement. It recently raised $88 million from the latest fundraising round which includes $60 million in bonds.
'The equity of the bank as of now is P680 million which already meets the minimum requirements for a thrift bank, but there's a lot more to do in terms of putting all the board committees, the frameworks policies, the processes in place to give the BSP confidence that we are ready to make that come through,' Montemayor said.
'It's something that we hope to be able to do within the next year, subject of course to BSP approval. It really depends on the readiness of the BSP to say 'You guys are good',' he added.
Moving forward, Montemayor said Salmon is looking to put up three more branches in the next year, complementing the two it already has in Sta. Rosa, Laguna, and Bacoor, Cavite. The bank is now in the process of negotiating with potential landlords.
'Our intention is to open one in BGC, one in Cebu, and one in CDO (Cagayan de Oro.) We're going through the process for the branch application. It takes time on our side also to be ready, we want to provide a branch experience that is unlike that you would get from a traditional bank, so it takes time to put together such an experience,' he said.
Salmon last year said it targets to grow its loan portfolio to $2 billion in the next three to five years, as it seeks to expand its customer base by catering to what it calls the 'neglected' market and stepping into other countries in Southeast Asia. E-wallets unlink from online gambling platforms
E-wallet service providers GCash and Maya have unlinked from online gambling platforms, complying with the 48-hour timeline given by the Bangko Sentral ng Pilipinas (BSP) as the country seeks to curb operations of the sector due to the alleged addiction of many Filipinos. In an advisory released Sunday, Maya said it disabled links to gambling sites through its Games feature starting 8 p.m. on Saturday, August 16, 2025. 'We fully support the BSP's efforts and will continue to work closely with them in promoting the responsible use of digital financial services,' it said. GCash — operated by GXchange Inc. — earlier made a similar announcement, cutting access to online gambling through its GLife feature. The unlinking comes as the Bangko Sentral ng Pilipinas (BSP) last Thursday ordered e-wallets to take down icons and links of online gambling platforms within 48 hours. The BSP earlier this month said it is finalizing new rules for banks, e-wallets, and other financial service providers regarding gambling, including biometric checks and daily limits on related transfers. The Central Bank earlier released a draft circular, which previously required payment service providers (PSPs) to create a facility that would allow users to create a separate online gambling transaction action (OGTA), which would then be placed under stricter rules in a bid to protect clients from risks associated with the industry. BSP Governor Eli Remolona Jr. also said beneficiaries of government financial aid or ayuda should not be granted access to online gambling platforms. For his part, President Ferdinand 'Bongbong' Marcos Jr. earlier said he will study calls to ban online gambling. COA orders fraud audit on Bulacan flood control projects
The Commission on Audit (COA) has ordered a fraud audit of the flood control projects in the Bulacan province, which was hit by the recent floods, in a bid to seek accountability for failed projects across the country. Under a memorandum ordered by COA chairperson Gamaliel Cordoba, all supervising auditors and audit team leaders of the Department of Public Works and Highways (DPWH) District Offices in Region 3 are mandated to submit all relevant documents necessary for the fraud audit. They are also ordered to ensure their availability to assist the fraud audit teams at any time during the audit. 'Given the critical issues raised by President Ferdinand R. Marcos Jr. regarding the implementation of these projects, particularly in the Province in Bulacan, a fraud audit is an immediate and unequivocal necessity,' COA said in a memo issued on August 12. The order covers flood control projects of the Department of Public Works and HIghways (DPWH) in the province, which received P44 billion for flood control projects, accounting for the biggest share of funding in Region 3 with 45%. According to Cordoba, the audit is in line with President Ferdinand 'Bongbong' Marcos Jr.'s move to investigate alleged anomalies in the government's flood control programs amid persistent flooding across the country. This comes as Marcos during his State of the Nation Address (SONA) last July, warned government personnel who steal public funds — such as those for flood control projects — to have some shame. Just last week the President launched the website on flood control projects. He said 20% of the P545-billion budget for flood control projects was awarded to only 15% of contractors, five of whom have contracts across the country. GCash suspends gaming access on GLife
E-wallet GCash on Saturday suspended its gaming access on its GLife feature in compliance with a directive from Bangko Sentral ng Pilipinas (BSP). GCash suspended the said access at 8 p.m. on Saturday, August 16. "In compliance with Bangko Sentral ng Pilipinas (BSP) Memorandum No. M-2025-029, gaming access on GLife has now been suspended as of 8 PM, August 16, 2025," it said in an advisory. GCash, operated by G-Xchange Inc., advised those with funds from their gaming wallet to "coordinate directly with the licensed gaming merchant or by visiting their official website." G-Xchange Inc. is regulated by the BSP, which issued Memorandum No. M-2025-029 on August 14. The said memorandum ordered the suspension of in-app gambling access in mobile payment apps and websites. "In view of the surge in online gambling transactions and the heightened public concern on its financial health impact to consumers, the Monetary Board in its Resolution No. 805 dated 14 August 2025, approved the suspension of in-app gambling access from BSIs' [BSP-supeprvised institutions] mobile payment apps and websites pending the issuance and implementation of the corresponding policy that provides standards and expectations for BSls in the provision of on line gambling payment services," the BSP memorandum read. "Accordingly, all BSls are hereby instructed to remove links providing in-app gambling access in BSIs' mobile payment apps and websites within 48 hours upon issuance of this Memorandum. ln-app gambling access includes any product/service that redirects an account holder to a gaming/gambling site," it read. —KG, GMA Integrated News
