Trump's trade policies drive Hong Kong industry's ‘China plus N' shift

Hong Kong's industrial sector is increasingly adopting a 'China plus N' strategy as a primary defence against unpredictable United States trade policies, with about 70 per cent of its members already operating in, or moving to, Southeast Asia, according to a report.
Steve Chuang Tzu-hsiung, chairman of the Federation of Hong Kong Industries, said that this strategy was a calculated hedge against geopolitical volatility that has been years in the making.
'You don't know which madness [US President Donald] Trump will have tomorrow,' said Chuang. 'It could be 20 per cent in Vietnam or it could change tomorrow, so we have already done our homework.'
Chuang clarified that the 70 per cent diversification figure was derived from a survey conducted among the federation's members late last year.
The 'China plus N' strategy involves diversifying production and supply chains to multiple locations beyond mainland China, aiming to mitigate geopolitical and economic risks concentrated in a single country.
The proactive diversification into the Association of Southeast Asian Nations (Asean) bloc is a direct response to years of tariff uncertainty.

Five months after a Boeing Co. 737 Max aircraft operated by Lion Air crashed into the Java Sea in 2018, Indonesian flag carrier PT Garuda Indonesia tried to cancel its remaining order for the same model. Now, the country is working to revive that deal as it seeks to forge favourable ties with US President Donald Trump's administration. Trump announced in a social media post on Tuesday that Indonesia will order 50 aircraft, including 'many' of Boeing's larger 777 planes. While Trump did not disclose a buyer, Garuda CEO Wamildan Tsani Panjaitan had previously said he is in talks to buy 50 to 75 Boeing aircraft, including 737 Max and 787-9 Dreamliner models. The accord points to the intertwined political and economic interests whenever Trump negotiates with foreign leaders. The US president has previously announced aircraft purchases while visiting countries including Qatar, or when he has hammered out trade agreements with the likes of Vietnam or the UK. In Indonesia's case, Trump said he got the deal over the line in direct negotiations with President Prabowo Subianto during a phone call. The dilemma for Boeing is how to restore or expand the existing 49-jet Max order without leaving Garuda in a financial and strategic bind. The airline is already having trouble keeping its existing fleet airworthy, with at least 15 jets grounded as recently as May as it struggles to make maintenance payments.

Hong Kong taxi drivers will be required to accept electronic payments starting in April next year and complete the installation of journey recorders by early 2027, transport authorities have said, in an effort to improve service quality. In a paper submitted to the Legislative Council on Wednesday, the Transport and Logistics Bureau revealed that a significant portion of taxi drivers were expected to meet the e-payment requirements by early 2026. Authorities will coordinate with e-payment platforms to help drivers learn how to use such systems. 'It is proposed that the mandatory requirement for the provision of e-payment means by all taxi drivers be implemented on 1 April 2026,' it said. Under the plan, all taxi drivers will be required to provide at least two e-payment methods: one that uses QR codes and another that does not rely on them. 'Given the variety of e-payment means available in the market as well as the fast-evolving technology, we will not mandate a specific type of e-payment means to allow flexibility for taxi drivers to choose based on their operational needs and costs,' the bureau said. All taxis are expected to be required to install journey recorders by early 2027. As a result, installation work is expected to kick off next year.
