Rajya Sabha returns Manipur budget, GST bill
A brief debate on the Bills was also held.

The Manipur Appropriation Bill authorises payment and appropriation of certain sums out of the Consolidated Fund of the State of Manipur for services of the financial year 2025-26.
The Manipur Goods and Services Tax (Amendment) Bill, 2025, which seeks to implement the decisions approved by the GST Council, would replace the Manipur Goods and Services Tax (Amendment) Ordinance, 2025.
Opposition MPs, who took out a march to the Election Commission's headquarters on Monday (August 11, 2025), but were stopped midway and detained, reached the Upper House as the debate on the bills was being undertaken.
Opposition MPs wanted Leader of Opposition Mallikarjun Kharge to be allowed to speak, and they raised slogans against the ongoing SIR exercise in Bihar. Finance Minister Nirmala Sitharaman slammed the Opposition for opposing the Manipur budget.
She said while the Opposition speaks about Manipur, when its budget and GST bills are being taken up, they are not just protesting on some other issue but also voting against it.
Opposition MPs, many of whom were in the Well of the House, were heard saying 'no' as voting on the Bill was going on.
The two Bills, which were both Money Bills, were returned to the Lok Sabha through voice vote.

Assam Congress To Train 29,000 Booth Agents To Check Against Voter List Manipulation
As opposition parties continue their protests against the revision of electoral rolls in Bihar, called the Special Intensive Revision (SIR), the Assam Congress is preparing a strategy to counter any voter list manipulation as the state gears up to hold a similar exercise ahead of polls next year. Assam Congress president Gaurav Gogoi on Wednesday announced a two-week-long campaign titled "Vote Chore, Gaddi Chore" aimed at combating voter fraud in the state. The Congress leader said the party has started training of around 29,000 Booth Level Agents. The campaign will begin Thursday with statewide candlelight marches. In its second phase, from August 24 to 30, party representatives and agents from all 28,800 polling booths in Assam will be invited to various locations to receive exclusive training on preventing voter theft, fraud, and misrepresentation. "We have started a training programme for the BLAs. We concluded the first round of training two days ago. By August-end, we will hold a week-long training programme in 35 districts. In the first module, we are briefing them on how voter list manipulation has been undertaken in Maharashtra and in Karnataka. We will share the evidence that Rahul Gandhi's team has provided," Mr Gogoi told reporters at Jorhat today. Mr Gogoi added that the booth-level training is aimed to equip booth-level workers with the skills needed to safeguard the electoral process. The campaign ends on August 31 with a mega workers' meet themed "Vote Chore, Gaddi Chore - Choki Erok" in Dibrugarh. Mr Gogoi said that the Congress is also preparing its legal team to help BLAs to file claims and objections at a later stage. Meanwhile, official sources said that preparation for Special Intensive Revision (SIR) in Assam has been initiated and training for booth level officers (BLO) will take place within a week. Earlier, Chief Minister Himanta Biswa Sarma higjlighted that in some places the names of dead persons and married women are there in voters' list and SIR will help correct that. "In Assam in char areas (riverine) and some other areas, even dead people's names are there in the voter list in large numbers. They do not delete it. Even married daughters' names are there. The voting percentage in these areas is around 100 per cent. Once SIR comes and voter list names are linked with Aadhaar, this problem will be solved," said Mr Sarma.

Justices highlighted that more options benefit voters, dismissing concerns about the document list's length. The court also questioned the challenge to the special intensive revision's legality, citing the Representation of the Peoples Act and the Constitution. New Delhi: The Supreme Court on Wednesday orally remarked that the Election Commission's decision to expand the list of acceptable documents for establishing a voter's identity in the Bihar Special Intensive Revision (SIR) was "actually voter-friendly."A division bench comprising Justices Surya Kant and Joymalya Bagchi orally remarked that the expansion of documents leads to "expansion of choice" giving the voters "more options".Speaking for the bench, Justice Bagchi told one of the counsels for the petitioners that "we can understand your argument on exclusion of Aadhaar card but increasing the number of (acceptable) documents gives the voters more options". The Bench said this in light of contention raised by the petitioners that in the past the list of documents under a revision of rolls was not more than seven as compared to eleven in Bihar's in, Justice Kant orally remarked "things would have been different if you (voter) had to submit all the eleven documents. Then it would have been against the voters. But (in the instant case) ECI has given eleven options". The Bench also questioned the contention raised by another counsel for the petitioners that ECI did not have the power to conduct the special intensive revision (SIR). The Bench referred to Section 21(3) of the Representation of the Peoples Act, 1950, which says "the Election Commission may at any time, for reasons to be recorded, direct a special revision of the electoral roll for any constituency or part of a constituency in such manner as it may think fit."Justice Bagchi added that the residuary power of the Election Commission flows from Article 324 of the Constitution as well. The Representation of the Peoples Act mentions both summary revision and special revision and the Commission has only added the word "intensive".Advocate Prashant Bhushan argued that the Election Commission should publish the list of the 65 lakh voters who were omitted from the list and also the reasons for the urged the Bench to issue an interim direction to the Commission to publish the names of persons excluded from the draft, to make the draft list on the website searchable, give names of persons recommended/not recommended by the BLO, and the reasons for case will come up for resumed hearing on Thursday when the Election Commission will present its counter. At the last hearing, on Tuesday, the Bench had verbally remarked that "largely it appears to be a case of trust deficiency".The Bench had also told the counsels for petitioners that they should "agree" with the claim of Election Commission that a "detailed inquiry is not required" for the purpose of preparing draft Bench had questioned the petitioners if it was their argument that Aadhar card is a proof of citizenship. "Do we presume that it is your argument that Aadhar is proof of citizenship?", the Bench had questioned one of the counsels for the petitioners. Referring to the Aadhar act, the Bench had said that the Election Commission of India was right in submitting that an Aadhaar card is not a conclusive proof of citizenship. The argument by petitioners that electors in Bihar do not have a majority of documents sought by the ECI as proof did not find favour with the Bench. "Largely, it appears to be a case of trust is an integral part of India. If people in Bihar do not have (the documents) then people in other states won't also have", Justice Kant had orally observed on Tuesday.
