Govt urged to consider total vape ban amid youth abuse, drug risks
KUALA LUMPUR: A Form Two student collapsing from a school rooftop after inhaling a drug-laced vape is just one of many disturbing incidents fuelling renewed calls for the government to impose a total ban on electronic cigarettes.
The Malaysian Council for Tobacco Control (MCTC) said the growing exploitation of youth, rising public health risks and emerging links to illicit drugs and organised crime require urgent and decisive government action.
Its secretary-general Muhammad Sha'ani Abdullah said while an immediate ban may not be feasible due to stock and distribution challenges, the government must begin with a strict prohibition on advertising and promotions.
He said the Control of Smoking Products for Public Health Act 2024 (Act 852), which is already in effect, provides a strong legal foundation to enforce restrictions on advertisements, promotions and online sales of vape products, including those containing controlled substances or illicit drugs.
He noted that when vape advertisements are openly displayed, it gives the public the impression that these products are permissible.
"In physical stores, we understand there may be delays in removing vape displays due to cost and logistical issues. But for electronic boards, shopfronts or highway billboards, all it takes is a directive to take them down and yet, they continue to run," he told reporters.
He was speaking at a press conference titled 'Drugs in Vape', held in conjunction with the International Day Against Drug Abuse and Illicit Trafficking 2025 and World No Tobacco Day, at the Malaysian Drug Prevention Association (PEMADAM) headquarters here today.
Also present was Hashim Anang, PEMADAM Media and Promotion Bureau chairman as well as a member of the National Anti-Drug Council, a non-governmental coalition.
Despite growing awareness of vape-related harm, Muhammad Sha'ani said many students continue to smuggle the devices into schools, often hiding them under motorcycle seats along with mobile phones.
He cited the case of a Form Two student in Perlis who reportedly became intoxicated after using a so-called "mushroom vape", resulting in a dangerous incident that required police intervention.
He added that allowing vape industry players to negotiate regulations would only benefit corporate interests while putting public health, particularly that of the younger generation, at continued risk.
Even more alarming, he said, were recent findings by police, showing that some seized vape liquids contained not only nicotine, but also illicit drugs.
"Malaysia has already committed to the Framework Convention on Tobacco Control (FCTC) 2003, which outlines the eventual phasing out of the tobacco industry. We have declared 2040 as the Tobacco Endgame.
"The same commitment must apply to vape. This is not an ordinary business, it is a growing threat to public health," he stressed. — BERNAMA

Five deaths linked to vape use
A TOTAL of five deaths linked to the use of e-cigarettes or vapes were reported between 2019 and June 2025, says Health Minister Datuk Seri Dr Dzulkefly Ahmad. He said his ministry received a total of 83 reported cases of diseases linked to the use of smoking products, including e-cigarettes or vapes, as of June 2025. 'Of these, 44 cases involved serious complications affecting the lungs, while the remaining 39 cases involved other health complications not directly related to the lungs. 'Although there have been deaths involving individuals who used e-cigarettes or vape, a direct causal link between vape use and the cause of death is difficult to confirm, due to limited clinical evidence and other contributing factors,' he said in a written reply to Wan Razali Wan Nor (PN-Kuantan). Wan Razali wanted the Health Ministry to reveal the number of deaths related to the use of e-cigarettes and vapes. He also asked the ministry to explain its efforts to curb the use of e-cigarettes and vapes among children and teenagers. Dr Dzulkefly said the ministry is currently strengthening surveillance to identify the causes of deaths associated with smoking products. This effort, he added, is in line with the implementation of Section 21 of the Control of Smoking Products for Public Health Act 2024, which gives the minister the authority to ban or restrict the import, manufacturing, distribution, or sale of smoking products, based on the recommendations of a committee established under that section. He also said that in 2024, a total of 230 primary school pupils were found to have smoking problems and 193 of them have undergone smoking cessation interventions. For secondary school students, 44,211 were identified to have smoking problems and 36,870 have undergone interventions, he said. To curb e-cigarette and vape use among children and teenagers, the ministry has taken several measures, including enforcing regulations under the Control of Smoking Products for Public Health Act 2024 to protect them from being exposed to and influenced by smoking habits, said Dr Dzulkefly. 'The ministry is also implementing a strict prohibition on the sale and purchase of all smoking products, including electronic cigarettes and vapes, especially to those who are underaged,' he added. In addition, the ministry also implemented prevention and smoking cessation intervention programmes for school students through the Oral Health Without Smoking Practice Program. He said smoking cessation services are also provided through 857 Quit Smoking Clinics and 111 One Stop Centres for Addiction across the country. 'Parents or guardians can bring children who are involved in smoking or using electronic cigarettes or vapes to these clinics to get professional treatment and cessation support,' he said.

Couple hired by loan shark nabbed over fatal blaze
JOHOR BARU: A couple, believed to have been hired by a Singapore-based loan shark, was arrested for suspicion of starting a house fire. The fire killed a 72-year-old woman in Kampung Bukit Siput, Segamat, on July 25. State police chief Comm Ab Rahaman Arsad said police received an emergency call regarding a fire involving five houses at about 4.30am. 'Investigations by the police and the Fire Department found elements of arson. 'We then formed a special task force and nabbed a couple, a 21-year-old and his 19-year-old girlfriend in Subang Jaya, Selangor, a week after the incident. 'During the interrogation it was revealed that a loan shark syndicate in Singapore hired them to carry out criminal intimidation by setting fire to the house of a borrower who had failed to repay a loan,' he told a press conference yesterday, Bernama reported. Comm Ab Rahaman said investigations found that the couple were suspected of actively committing mischief in Johor and Selangor since July, receiving RM1,000 for each job. 'At the time of the incident, the woman was alone. 'She had never received any threat. It is believed that the loan was taken out by a family member.' Comm Ab Rahaman said four investigation papers had been referred to the state legal advisor's office with instructions for prosecution. The male suspect will be charged at the Segamat Magistrate's Court today with nine charges under Section 304(b) of the Penal Code for causing death without intent, Section 436 for arson and Section 507 for criminal intimidation. 'His girlfriend has been released on police bail and will serve as a prosecution witness,' he said.
