
3 VMC fire dept officials suspended over overpriced equipment procurement
Not only were the prices obscenely high, but identical prices for incomparable items also went through the system unnoticed as nobody was checking.
This alleged procurement scam has led to the suspension of three officials, including chief fire officer Manoj Patil, deputy chief fire officer Naitik Bhatt and the then head of the fire department, Dr Devesh Patel, who is also the medical officer (health). The purchase was made by the fire brigade for expansion of services to newer areas and to deal with the floods.
Bids were invited using the govt e-marketplace (GeM) portal.
A third-party inspection (TPI) agency and the VMC auditing department were also involved, as was the standing committee. Yet, items worth Rs 3.17 crore were purchased with some items at hugely inflated prices.
The fire department had raised the requirement for the tools, after which tenders were invited between Feb 27 and March 10. The tender scrutiny committee met to discuss the tenders on March 20, and a formal proposal was prepared for the standing committee.
The standing committee cleared the proposal but reduced the number of inflatable boats and engines to eight each instead of the 16 demanded, along with other required equipment and accessories. As some other equipment was to be procured per boat, quantities should have been halved, but these were kept according to the original requirement of 16 boats, and a clarification in this regard was also put on record.
It was these pieces of equipment and accessories that were priced obscenely high.
Apart from 16 pocket knives, as well as an equal number of gas lighters and other items, the list included 16 emergency whistles that were priced at Rs 3,238.73 each, 16 rucksacks at Rs 10,919 apiece and some other items whose prices raise eyebrows. The total procurement amounted to Rs 3,17,67,149.
VMC standing committee chairman Sheetal Mistry said the committee usually does not go into minute details of pricing of items as these are looked at by the administrative wing.
"This was a procurement for disaster management and was done through the portal. Tender procedures were also followed. One must understand that we are not experts on such equipment," he said.
Sources said the TPI agency only checks the specifications of the equipment and if the quality is up to the mark. The audit department only went through the bills and ensured that procedures were followed, the documentation was in order and the goods procured were in line with the quantity in the bill.
The department was not supposed to investigate pricing. This led to the high prices not being red flagged.
VMC commissioner Arun Mahesh Babu said the civic body was looking to streamline its procurement process after this incident and issue new advisories. On the extent of inflation in the prices, he said that this would become clear after a departmental inquiry. He, however, said that prices of some items were highly inflated.

Four removed from VMC cattle teams after bribery video surfaces
Vadodara: Three security personnel and a team leader from a private security agency working with the Vadodara Municipal Corporation's (VMC) cattle encroachment teams have been dismissed after videos and screenshots surfaced showing them taking bribes from cattle keepers. The VMC deploys private security staff, along with municipal and city police officials, to impound stray cattle. Each team has about 14 members, including a driver. Audio clips that went viral on Tuesday captured a team member allegedly accepting money from a cattle keeper to either avoid impounding cattle or release them after capture. A UPI payment screenshot and conversations suggesting the exchange of liquor as well as cash were also circulated. Senior VMC officials verified the authenticity of the recordings and identified the cattle keeper involved. "Three security personnel from the cattle party and their team leader have been removed by the security agency. We have also imposed a Rs 5 lakh fine on the agency," said Mangesh Jaiswal, VMC's director for encroachment removal and security. Jaiswal noted that security personnel, except the team leader, are barred from carrying phones on duty — a rule introduced after allegations they were tipping off cattle keepers. He added that the bribery conversations appeared to have been recorded while personnel were using phones outside duty hours. Son among 3 get life term for killing man over property dispute
Koderma: The court of additional district and sessions judge III, Rakesh Chandra, on Wednesday sentenced a man and his two accomplices to life imprisonment for murdering a person over property dispute. Samasul Ansari, son of the deceased Sakur Miyan, Asgar Ansari alias Garo, and Dwarika Turi, all residents of Nimadih in Giridih, were found guilty under Section 302 of the IPC. SOG arrests two for extorting doctor, land broker
Surat: Surat Special Operations Group (SOG) police arrested two notorious extortionists from the Rander area on Wednesday in connection with separate cases involving a doctor and a land broker. Both accused were produced in court, which remanded Bachav to one-day police custody and Gaudil to two-day custody. In the first case, Dr Mohammad Zakir Meman of Bhatena lodged a complaint with Athwalines police against Imtiyaz Sadam Bachav and Sarfaraz Multani. Meman had purchased land in Kosamba through the two accused as mediators, but they allegedly withheld payment to the landowner, leading to a dispute. On July 17, while Meman and his wife were riding near Quality Restaurant in Athwalines, the accused allegedly stopped them, threatened to cancel the deal, and extorted Rs 50,000 at knifepoint. They also demanded more money, threatening to kill him if he failed to pay. In the second case, Lalgate police booked Sahid Shabbir Gaudil after land broker Tosif Pathan alleged that in March, Gaudil stopped him near a perfume shop in Lalgate and demanded a 50% cut in brokerage on any deal he closed. When Pathan refused, Gaudil allegedly held a knife to his neck and demanded Rs 1 lakh. Pathan handed over Rs 15,000 on the spot and promised the rest later under threat. Acting on the complaints, SOG tracked down and arrested Gaudil and Bachav from their homes in Rander.
