80% of vehicle owners in Delhi against fuel ban on old vehicles: Survey
The survey highlights a stark difference in opinion between two-wheeler and four-wheeler owners. While 87 per cent of two-wheeler owners oppose the fuel ban, only 44 per cent of four-wheeler owners share this view. Given that two-wheelers constitute about 70 per cent of the affected vehicles, this opposition represents a significant portion of daily commuters who rely on older bikes for transportation. Many owners of older two-wheelers, especially from lower-income groups, feel unfairly targeted as they struggle to afford replacements and face vehicle impoundments.
Public criticism of the policy
Many Delhi residents have criticised the policy as "arbitrary and unfair", particularly for those with well-maintained vehicles that still meet pollution standards. Social media reactions describe the ban as elitist and disconnected from the financial realities of middle-class families.
Critics also argue that forcing owners to scrap functioning vehicles contradicts sustainability goals and imposes financial burdens through recurring loans for new vehicles. There is also frustration over the policy's focus on vehicle age rather than actual emissions performance.
The survey also found that 65 per cent of respondents believe the Delhi government should have prioritised other pollution reduction initiatives before implementing the fuel ban. Suggested alternatives include tackling stubble burning, improving street cleaning with mechanised equipment, enforcing bans on garbage burning, and stricter controls on construction dust. Many feel these measures would have a greater impact on air quality than the current vehicle fuel restrictions.
Enforcement and public response
The Delhi government has enforced the ban using Automatic Number Plate Recognition (ANPR) cameras at over 500 fuel stations to identify and prevent refuelling of old vehicles. On the first day of the ban, 24 vehicles, mostly two-wheelers, were impounded, with fines imposed on owners. The transport department, municipal corporation, and Delhi Police are jointly overseeing enforcement. However, fuel pump operators have expressed concerns about confrontations with angry vehicle owners and have requested police presence for safety.
Meanwhile, Delhi Chief Minister Rekha Gupta has defended the policy, saying it aligns with Supreme Court and Commission for Air Quality Management orders aimed at phasing out polluting vehicles. The government insists the move is regulatory, not political, and blames previous administrations for delays in addressing vehicular pollution. Besides, Transport Minister Pankaj Kumar Singh has said that court directives since 2014 have compelled the government to act.
Survey details and demographics
The survey gathered over 33,000 responses from residents across Delhi's 11 districts, with 67 per cent male and 33 per cent female participants. The survey aimed to gauge public opinion on the fuel ban and explore whether citizens support alternative pollution control strategies.

The Gujarat High Court extended convicted self-styled godman Asaram Bapu's temporary medical bail by one month on Thursday while explicitly stating this would be the final extension. Porvorim: Lawyers recommended for judgeship have to wait for around a year for govt to approve their appointment. This is an example of the independence of the judiciary still being challenged today, a retired judge of the Supreme Court , Justice Abhay S Oka, said on Thursday. He said that former Chief Justice of India, Sanjiv Khanna, made the entire system transparent by putting in the public domain every single document on how the collegium functions. All documents at every stage, right from the recommendation from the collegium of the high courts, the state, and authorities, to any objection raised by the chief minister, the governor, or the intelligence bureau, as well as the response of Govt of India, are all public, Oka said. 'All this comes before the Supreme Court collegium, but today we have scenarios where, after the Supreme Court collegium approves the recommendation and it is put out on the website, it takes nine months and even more than a year for govt to approve the names of judges,' Oka said. The retired justice said, 'Once the Supreme Court collegium resolution is on the website, imagine the mindset of that person. He cannot get work as he feels he's going to become a judge, but he must wait nine months or even a year or more. Does this not affect the independence of the judiciary?' Oka said it is up to the legal fraternity to ensure that the independence of the judiciary remains intact, and unless the judiciary is independent, fundamental rights and democracy will not survive. While the right to hold protests was curbed during the Emergency, the tendency continues even today, Oka said. 'I came across a case as the Chief Justice of the Karnataka high court in 2020 or 2021 where Section 144 of the Code of Criminal Procedure was invoked when somebody wanted to protest against the CAA,' Oka said. 'In those days, rulers relied upon Emergency powers, but the tendency continues and I had to set aside the order that prohibited an agitation against the CAA.' Once a lawyer takes an oath as a judge, he or she should never think about future prospects, he said, and not think about the consequences of a judgment they are going to deliver. Bold and fearless judges like the late Justice Khanna, who was fiercely independent, may not get high posts but will get great satisfaction in abiding by the oath, Oka said. Judges like Khanna and other fearless judges who sacrificed a lot but did not reach the pinnacle or the Supreme Court will nevertheless be remembered forever, he said. On the other hand, he said, there are judges who have reached high positions but have already been forgotten.

"Fuel Ban On End-Of-Life Vehicles Not Feasible" Delhi Minister To Pollution Body
New Delhi: Delhi's Environment Minister Manjinder Singh Sirsa has written to Commission for Air Quality Management (CAQM) seeking a rollback of the End-of-Life (EOL) vehicle impounding order, citing technological and logistical hurdles. "Because of several critical operational and infrastructural challenges, it will not be feasible to implement this order at this juncture. In fact, immediate implementation may be premature and potentially counterproductive," Sirsa stated in the letter Minister Flags Serious Operational Challenges In a detailed three-page letter addressed to the CAQM chief, Mr Sirsa stressed on the premature timing of rollout of the measure, raising on-ground technological and logistical gaps. 1. Technological Gaps In ANPR Systems Mr Sirsa's letter highlighted multiple shortcomings in the Automatic Number Plate Recognition (ANPR) system, that underpins the enforcement mechanism: Technical Glitches: Widespread issues, including malfunctioning sensors, faulty speakers, poor camera placement and software lags were reported across fuel stations. Incomplete Integration: The ANPR system is not yet integrated with the databases of neighbouring NCR states, creating loopholes in enforcement. HSRP Challenges: Vehicles without updated High Security Registration Plates (HSRP) are not reliably detected by the system, leading to misidentification or oversight. "These issues require adequate trial-and-error corrections and field-level calibration before city-wide rollout," the minister noted. 2. Call for Holistic And Regional Implementation The letter also cautioned that enforcing the ban exclusively in Delhi would only displace the problem, rather than solve it. Cross-Border Loopholes: Vehicle owners might simply procure fuel from adjacent districts, like Gurugram, Faridabad and Ghaziabad, undermining the intent of the ban. Illegal Fuel Market: Isolated enforcement in Delhi could unintentionally lead to the emergence of an illicit fuel supply network across district borders. Lack of Readiness In NCR: Neighbouring districts have reportedly not begun installing ANPR cameras at fuel stations, raising questions about the feasibility of a coordinated regional strategy. Delhi Government's Alternative Anti-Pollution Measures: The Delhi Government informed CAQM of a series of alternative initiatives currently underway to reduce vehicular pollution. These include: Massive Green Cover Drive: Over 70 lakh trees and shrubs are set to be planted this year. Technological Innovations: The government is exploring advanced interventions, like cloud seeding for air quality improvement. PUC Regime Overhaul: Strengthening the Pollution Under Control (PUC) certification system for better compliance. Mandatory Anti-Smog Guns: High-rise commercial buildings will be required to install anti-smog guns to tackle construction-related dust pollution. CM Rekha Gupta Echoes Citizens' Concerns, Urges Review Delhi Chief Minister Rekha Gupta took to social media platform X to express solidarity with citizens facing inconvenience over the now-scrapped order. "In view of the difficulties being faced by the citizens of Delhi, our Government has written to the Commission for Air Quality Management (CAQM) requesting that the decision of not providing fuel to End-of-Life (EOL) vehicles be reconsidered," she posted.
