Pragmatic approach will help take Northern Metropolis forward

The sluggish economy has not just taken a heavy toll on the property sector. The government is also suffering as a result, with land revenues shrinking and development projects curtailed. In an unusual step, the Development Bureau
cancelled tenders for two sites earmarked for multi-storey buildings for modern industries in the New Territories, just days ahead of the deadline for submission.
Instead, the Hong Kong Science and Technology Parks Corporation will take over the Yuen Long plot to build a microelectronics ecosystem to promote high-value-added new industrialisation. The other site in Hung Shui Kiu will be included in a study, under which the government aims to establish a company to run an industrial estate in the area.
The bureau did not say whether the projects fell through because of lukewarm market response. It said the cancellation was to facilitate the efficient implementation of more pragmatic arrangements and strengthen the government's leading role in speeding up the anchoring of industries in the
Northern Metropolis , a megaproject to turn the northern New Territories near the border into an economic powerhouse and a housing hub.
Evidently, the authorities cannot sit back and wait for the market to turn around. But while officials are to be commended for their efforts to accelerate the development, there are still questions over the original plan.
The multi-storey buildings for modern industries were meant to serve the dual policy objectives of promoting the development of industries and consolidating brownfield operations displaced by government projects. Under the previous requirement, part of the floor space was to be leased to the government at nominal rent for 10 years, during which it would be used to rehouse brownfield operators, such as warehouses for industrial use, storage, logistics or parking on rural land, at a concessionary rate.
The tender periods were repeatedly extended after the two land parcels were first put on public tender in March and October last year respectively. It was revealed in June last year that the two sites attracted a total of 10 submissions in an exercise calling for expressions of interest, a response considered positive by the bureau. Officials also responded to market calls and adjusted tender terms, such as scrapping the required transfer of designated floor space.

The Law Society of Hong Kong has bought an entire floor of offices in what was formerly the world's most expensive tower at a 50 per cent discount, the latest among astute investors who are picking up property in the city at bargain prices. The property in the Central district was handed over to the Law Society on July 25, according to the Land Registry. The purchase price was half of the HK$693 million that Gale Well paid in 2021, when its founder and CEO Jacinto Tong Man-leung bought the property from the late Ma Ah-muk. Ma, dubbed Hong Kong's Minibus King, passed away in March last year. The Law Society is still gathering views from its members for the design of the office floor and has not decided on the date for moving in, a member said. More than half of the world's artificial intelligence talent comes from the US and China, according to new research, which also highlighted Hong Kong's role as a 'superconnector'. The US and China accounted for 32.6 per cent and 22.4 per cent of global AI talent, respectively, according to the latest International Finance Forum (IFF) Global Artificial Intelligence Competitiveness Index Report. King Lun Au, executive director of the Hong Kong Financial Services Development Council, which partnered with IFF on the report, said Hong Kong's unique status – linking mainland China to the rest of the world – meant it was 'definitely the best place to launch this report'. China to ‘tighten oversight' in crowded manufacturing sectors such as EVs and solar power

China's top regulator of the manufacturing sector has vowed to phase out outdated capacity amid Beijing's efforts to combat excessive competition, while promoting hi-tech consumer goods as part of a broader push to revive domestic demand. Advertisement The Ministry of Industry and Information Technology (MIIT) said at a meeting of senior officials on Monday that it would 'consolidate the results of a sweeping crackdown on 'neijuan' competition in the electric vehicle sector and tighten oversight of key industries such as solar power'. '[We will] use upgraded standards to force out outdated production capacity,' the ministry said in a readout on its official website, adding that it would strengthen the mandatory national standards in the industrial and information technology sectors. The term neijuan , or 'involution' – a buzzword in Beijing's recent policy discourse – refers to excessive, cutthroat competition that has plagued several industries, eroding corporate profits and exacerbating persistent deflationary pressures. Meanwhile, China's State Administration for Market Regulation also pledged during a two-day meeting from Sunday to Monday that it would 'regulate enterprises' low-quality, cut-price competition in accordance with laws and regulations'.
