Sabah, Sarawak now mandatory for medical officer placements
Health Minister Datuk Seri Dr Dzulkefly Ahmad stated that this unprecedented measure underscores the government's dedication to equitable specialist, doctor, and nurse distribution nationwide. 'It is mandatory that one of the three choices must be a placement in Sabah or Sarawak, which has never been done before,' he said during the Dewan Rakyat session.
The policy responds to concerns raised by Datuk Dr Richard Rapu (GPS-Betong) regarding uneven healthcare staffing. Dzulkefly revealed that placement quotas for permanent medical officers have been set at 650 for Sarawak and 310 for Sabah, accounting for 42.7 per cent of the 2,248 officers recently appointed.
As of March 31, 1,002 contract medical officers were stationed in Sabah and 937 in Sarawak to bolster public health facilities. Long-term strategies include state-sponsored medical scholarships and merit incentives for service in remote areas. 'This merit serves as a weightage - an added score in evaluating candidates for scholarship selection,' Dzulkefly explained.
Addressing retention strategies, he highlighted the absorption of 13,552 contract officers into permanent roles over three years, supported by Medical Act amendments recognising Parallel Pathway and local Master's programmes. - Bernama

The ministry said the exercise involved contract officers from several cohorts and was being carried out in phases to preserve their seniority and safeguard their welfare. "The permanent appointments must be implemented in phases as they involve officers from various contract cohorts, and are aimed at preserving their welfare and seniority,' according to the statement. The ministry said an engagement session had been held with the Ministry of Finance (MoF), the Public Services Commission (SPA) and the Public Service Department (JPA) to ensure the appointment process proceeded as planned. The MOH also expressed its commitment to ensuring the smooth implementation of the appointment process. "This is in line with the MOH's strategic move to strengthen the country's public healthcare system by ensuring that critical positions are filled in an organised and balanced manner, based on current service needs,' the statement said. PUTRAJAYA: The government is considering a proposal to raise the tobacco tax rate, Prime Minister Datuk Seri Anwar Ibrahim said on Thursday. Anwar, who is also the Finance Minister, said the proposal aligns with the government's commitment to public health and fiscal reform, particularly given the long-standing moratorium on tobacco tax hikes. The country has no formal mechanism for periodic adjustments or revaluation of the rate, which was last increased in September 2014. 'I support the spirit (of staying healthy), not just because I don't smoke, but also due to the reach of anti-smoking campaigns,' he said in response to questions on whether the government may revise the tax in Budget 2026, to be tabled in October. NCDs, commonly associated with unhealthy lifestyles, include heart disease, stroke, diabetes and cancer. Anwar said healthcare remains a key government priority, noting that the public system is under growing strain from medical inflation, the dual burden of communicable and non-communicable diseases, and an ageing population. Malaysia's national care action plan 2026-2030 in final phase
KUALA LUMPUR: The Strategic Framework and Care Action Plan in Malaysia 2026-2030 is nearing completion under the Ministry of Women, Family and Community Development (KPWKM). Minister Datuk Seri Nancy Shukri confirmed the plan is in its final preparation stage. She highlighted extensive engagement sessions to align the framework with national needs, including the upcoming National Ageing Action Plan 2025-2045. A key focus will be building an efficient long-term care (LTC) service ecosystem. The ministry also plans to introduce the National Action Plan for Senior Citizens 2026-2030. This plan will cover safety, lifelong learning, and intergenerational engagement. Nancy shared these details during a Dewan Rakyat session today. She was responding to a query from Datuk Seri Amirudin Shari (PH-Gombak) on informal care workers and ageing population policies. No official data exists yet on formal or informal care workers in Malaysia. However, data collection will be central to the 2026-2030 Care Action Plan. KPWKM has recorded 6,744 individuals with Malaysian Skills Certificates in Care and Community Services. Another 43,869 hold professional childcare qualifications. These individuals are equipped to provide formal care services. Informal caregiver data is based on Social Welfare Department (JKM) assistance recipients. The Bedridden Patient Assistance scheme supports caregivers of critically ill family members. As of April 2025, RM59.6 million has been distributed to 31,138 recipients. - Bernama
